Oyo extends expression of interest deadline for focus 5 tourism sites

Oyo State Government has announced the extension of the call for Expression of Interest (EOI) for its Focus 5 Tourism Investment Sites under Public-Private Partnership arrangements. The submission deadline has now been moved by two weeks, with the new closing date set for 15 October 2025.

The announcement was made through the Ministry of Culture and Tourism and the Oyo State Investment and Public-Private Partnership Agency (OYSIPA). According to the notice, the government is seeking qualified local and international investors to develop, operate, and manage the five priority tourism sites.

The Focus 5 Sites identified for investment include Eleyele Lake, described as “Ibadan’s premier eco-cultural waterfront destination,” the Ibadan Cultural Centre which will serve as a “multi-theatre complex for festivals, exhibitions, and civic events,” Bower’s Tower, a historic landmark with panoramic infrastructure potential, Iyake Lake, one of only two suspended lakes in the world envisioned as an eco-park and adventure zone, and Idere Hills, positioned as a nature-adventure park with cultural significance.

“The Government seeks credible partners to finance, design, build, operate, and maintain these sites in line with the State’s Tourism Reset Agenda, ensuring sustainability, community inclusion, and strong return on investment,” the statement added.

Eligibility for participation is open to single firms, consortia, or joint ventures with proven technical expertise, financial strength, and successful track records in sectors such as tourism, hospitality, real estate, cultural asset management, or related infrastructure development.

The EOI Pack, which includes Instructions to Respondents, Site Memoranda, and Submission Forms, can be accessed and downloaded from the official tourism portal at https://tourism.oyostate.gov.ng/invest-in-oyo-state-tourism/e-o-i/.

Key dates for the process were also outlined. The EOI was officially launched on 1 September 2025, while clarification questions were to be submitted by 30 September 2025. Site visit windows were made available between 8 September and 26 September, with pre-registration required for participation.

Submissions must be made electronically in PDF format to investment@tourism.oyostate.gov.ng or OYStourisminvestment@gmail.com with the subject line clearly marked as EOI-Focus 5 Tourism Sites-[Firm Name]. The government emphasized that late submissions will not be considered.

A disclaimer in the announcement stated: “This is not a tender. The EOI stage is for pre-qualification and shortlisting only. The Government reserves the right to accept or reject any EOI without liability.”
