The Federal Government has unveiled plans to organise a targeted training programme aimed at equipping key housing stakeholders with financing and partnership strategies to accelerate sustainable housing delivery across Nigeria.
The Minister of Housing and Urban Development, Ahmed Dangiwa, disclosed this on Thursday in Abuja, stating that the initiative would be driven by Public-Private Partnerships (PPP) to enhance collaboration between the public and private sectors.
Dangiwa explained that the programme would bring together heads of housing agencies and private developers, who would be trained on how to effectively leverage PPP arrangements and Joint Ventures to deliver large-scale housing projects. According to him, the training would place particular emphasis on structuring housing finance models capable of supporting viable and sustainable housing delivery nationwide.
He noted that the training session forms part of activities lined up for the Renewed Hope Housing PPP Summit, an initiative designed to deepen stakeholder engagement and unlock investment opportunities in the housing sector.
The training, titled “Leveraging PPPs and Joint Ventures for Housing Development,” will be conducted in collaboration with Shelter Advisory Services Ltd. It is expected to attract participants from federal and state governments, policymakers, legislators, institutional investors, developers, and development partners.
Dangiwa stated that the objective is to create a platform where stakeholders can review existing policy frameworks and align them with implementable housing projects.
“Essentially, the training seeks to move the housing conversation beyond strategy into sustained delivery, translating policy clarity into investable projects and measurable impact for Nigerian cities and communities,” he said.
He further explained that the Renewed Hope Housing PPP Summit, themed “From Policy to Projects: Financing and Delivering Housing at Scale through PPPs,” is aimed at accelerating large-scale housing delivery across the country.
According to the minister, the summit’s central objective is to bridge the gap between well-articulated housing policies and tangible, bankable projects on ground. He added that it would provide a practical, transaction-focused platform for stakeholders to engage on structuring, financing, and implementing viable housing PPPs.
Dangiwa emphasised that discussions at the summit would focus on developing project pipelines, identifying appropriate financing instruments, establishing risk-allocation frameworks, and promoting successful delivery models that can be replicated across states.
Also speaking, the Chief Convener of Shelter Advisory Services Ltd, Olayemi Rotimi-Shodimu, said the summit recognises PPP as the most viable pathway for mobilising long-term housing finance in Nigeria.
He added that the initiative would help align public land and infrastructure with private sector expertise to deliver housing at the scale urgently required in the country.
Rotimi-Shodimu further disclosed that the keynote address at the summit would be delivered by Elena Panaritis, an international expert in property rights reform, informal economies, and PPP-driven housing development.
He also noted that Vice President Kashim Shettima is expected to serve as Special Guest of Honour, while Dangiwa will deliver the Ministerial Address.
In addition, chairmen of the National Assembly housing committees in both the Senate and the House of Representatives are billed to make presentations at the summit, further underscoring the government’s commitment to fostering legislative and institutional support for housing development through PPP frameworks.
