Abia State Government has announced plans to open applications for TechRise Cohort 4 soon, a digital skills training programme funded by the state government and open to all Abia residents, including indigenes and non-indigenes.

As preparations continue for registration, applicants have been advised to obtain an Abia State Social Identification Number, known as ABSINN. The number provides access to government benefits and may be required for TechRise Cohort 4 registration.
ABSINN can be generated through the AbiaPay platform. Applicants have three options: generating the number with a Bank Verification Number, a National Identification Number, or an email address and phone number.
Those using the email and phone option will receive a one-time password, or OTP, before proceeding. Applicants will then take a passport photograph with their device and provide the requested biodata.
After completing the process, applicants should select “Generate ABSINN” and save the number. They can take a screenshot or write it down because it may be needed when TechRise Cohort 4 registration begins.
Some applicants reportedly encounter an “insufficient funds” prompt when using BVN or NIN. Those affected can use the email and phone option.
How to get ABSINN number
- Visit abiapay.com.
- Click “Generate ABSINN.”
- Select “Generate ABSINN with email and phone number.”
- Enter the details and wait for the OTP.
- Enter the OTP sent to you.
- Take a passport photograph and provide your biodata.
- Click “Generate ABSINN.”
- Save the number by taking a screenshot or writing it down.
