NCC Begins Licensing for International A2P Messaging Aggregator Services

The Nigerian Communications Commission (NCC) had announced the start of licensing for International Application-to-Person (A2P) Messaging Aggregator Services. This new move is aimed at strengthening regulatory oversight and boosting the quality and security of international A2P messaging traffic into Nigeria.

The NCC, which serves as the independent regulatory authority for the telecommunications sector in Nigeria, continues to foster a competitive digital market. “This licence will provide a structured and transparent framework for managing the flow of international messaging traffic through the Commission’s authorised platform,” the statement read.

The licence rollout is backed by the Nigerian Communications Act 2003, Licensing Regulations 2019, and related legislation, reinforcing Nigeria’s commitment to efficient telecom services and digital growth.

One major point in the new guideline is that Mobile Network Operators (MNOs) are not eligible to apply for this particular licence. In cases where an applicant intends to work with a technical partner, only one competent partner will be allowed per application.

Applicants must pay 5% of the licence fee upfront as a non-refundable administrative charge. All forms can be downloaded from the NCC’s official website at www.ncc.gov.ng. The A2P Framework available online gives full details on the scope, fees, and application process.

The Commission has set a strict timeline for interested parties. “Completed application forms and all supporting documents must be submitted within seven (7) days of this publication,” the Commission warned. “Any applications submitted after the deadline will not be entertained.”
