The Bayelsa State Government has commenced the distribution of application forms for Phase 4 of the Douye Diri Skills Acquisition and Empowerment Programme in Ekeremor Local Government Area, targeting youth empowerment and economic growth. The exercise, held at the Ekeremor Local Government Headquarters, marks another step under the Prosperity Administration to expand opportunities for young people and support sustainable livelihoods across the state.

Speaking on the development, Mrs. Charity Kens Godwin, Technical Adviser to the Governor on Entrepreneurship Development and Director-General of the programme, said the initiative is designed to equip participants with practical, income-generating skills. She noted that “this programme is focused on building capacity, creating jobs, and helping young people become self-reliant through structured training and support.”

The distribution process drew the presence of key stakeholders, including the Executive Chairman of Ekeremor LGA, Hon. Isaac Onniye, and the Special Adviser to the Governor on Women in Politics, Hon. Bibian George. Youth Presidents and CDC Chairmen from various communities were also actively involved to ensure transparency and orderliness. One community leader stated that “the process is being closely monitored to ensure fairness and equal access for all qualified applicants.”

Participants will have access to a wide range of training areas covering digital, technical, and vocational skills such as AI tools, web design, app development, digital marketing, fashion design, catering, solar installation, and welding. Applicants are required to present photocopies of relevant documents during registration.

Officials also issued a strict warning that previous beneficiaries who have received starter packs are not eligible to apply again. “Anyone attempting to bypass this rule will face legal consequences, including possible arrest and prosecution,” organisers cautioned.

Governor Douye Diri reaffirmed that the programme reflects his administration’s commitment to “teaching people how to fish rather than giving them fish,” emphasising long-term economic independence for Bayelsans.
