September 15, 2025 – The Presidential Implementation Committee on Technology Transfer (PICTT) in partnership with the National Agency for Science and Engineering Infrastructure (NASENI) has announced the opening of the Delta-2 Programme Second Call for Proposals. The initiative focuses on funding research and development projects in key sectors such as agriculture, health, energy, manufacturing, digital infrastructure, and climate solutions.
According to PICTT, this call is aimed at boosting innovation in Nigeria by supporting projects that produce tangible results. “We are looking for groundbreaking research that can lead to real products, services, or processes that improve the economy and create jobs,” the committee stated.
Eligible project outcomes include patents, utility models, industrial designs, pilot plants, proven technologies, prototypes, functional samples, software, certified methodologies, processes, databases, and specialised maps.
For consortium requirements, PICTT outlined that applicants must consist of Nigerian-based research and development institutions or researchers, at least one local Nigerian technology company, and research organizations such as universities or polytechnics. A technical company can also apply independently. However, universities and research institutions must partner with a registered Nigerian company. Linked or partner enterprises are not permitted.
The initial screening criteria will disqualify applicants with issues such as
i. Bankruptcy history or tax delinquency
ii. Default history of the company head
iii. Unfavorable debt ratio or capital erosion
iv. Recent financial statement review concerns
PICTT stressed that projects should demonstrate novelty, creativity, transferability, and strong economic impact. “Every proposal must show how it can contribute to Nigeria’s development while also being commercially viable,” the agency said.
The deadline for submission of proposals is October 17, 2025, and funding agreements are expected to start in January 2026.
