FG Begins Public Review of Gwagwalada Agro-Industrial Project

Federal Ministry of Environment has announced a public display exercise for the Environmental Impact and Social Assessment of the proposed Special Agro-Industrial Processing Zone project planned for Paikon-Kore in Gwagwalada Area Council, Federal Capital Territory. The ministry said this exercise is in line with the Environmental Impact Assessment Act CAP E12 LFN 2004, which requires all major developmental projects to undergo an EIA before implementation. According to the notice, the ministry is giving twenty-one working days for the public to access the report, provide information, and make comments on the draft ESIA submitted by the FCT Special Agro-Industrial Processing Zone.

The project description explains that the plan includes the establishment of an Agriculture Transformation Centre, described as a community-based rural institution that will support the supply of quality agricultural products needed for feedstock. It will also include an Aggregation Centre for primary storage and an Agriculture Industrial Hub equipped with infrastructure designed to create a modern agro-processing environment. The notice states that the project will take place on about 8,500 hectares of land within Paikon-Kore in Gwagwalada Area Council.

The ministry listed four display centres where the public can review the documents. These include the Gwagwalada Area Council Headquarters in Abuja, the Abuja Environmental Protection Board located at Plot 776 on Independent Avenue behind the National Defence College, and the Federal Ministry of Environment’s Environmental Assessment Department at Environment House on Independence Way South in the Central Business District. The document is also available online at www.ead.gov.ng.

The display exercise will run from 17th November to 15th December 2025, from 8:00am to 4:00pm daily. The notice adds that all comments should be forwarded to the Honourable Minister at the ministry’s headquarters in Mabushi, Abuja, or sent via email to info@ead.gov.ng on or before 24th December 2025. The announcement was signed by the Permanent Secretary on behalf of the Honourable Minister.
