The Federal Government has invited Expressions of Interest from qualified institutions for the University-led National Digital Economy Research Clusters under Project BRIDGE, a major initiative aimed at strengthening Nigeria’s digital infrastructure and policy development.

The programme, under the Federal Ministry of Communications, Innovation and Digital Economy, is part of a broader effort supported by the World Bank to deploy a 90,000km fibre optic network across the country. It is designed to generate high-quality, policy-relevant research that will guide Nigeria’s digital transformation and improve inclusive access to technology.

According to the notice, universities and accredited research institutions are expected to lead the clusters, working in collaboration with other partners. Each research cluster will focus on key areas such as connectivity and access, digital public infrastructure, digital skills and human capital, digital economy and jobs, online safety, as well as artificial intelligence and emerging technologies.

The government said the initiative is aimed at addressing persistent gaps in meaningful internet use, especially among underserved populations including rural communities, women, youth, informal workers, and small businesses.

To qualify, each research cluster must consist of a minimum of four and a maximum of six institutions, with at least one Nigerian university serving as the lead. International institutions are also encouraged to participate. The programme will require strong academic and applied research capacity, including the involvement of doctoral and post-doctoral researchers.

Officials noted that the project will not only deliver research outputs but also strengthen Nigeria’s long-term research capacity and support the development of talent within the digital ecosystem.

Interested institutions are required to submit Expressions of Interest clearly marked “Expression of Interest – Nigeria’s Project Bridge – National Digital Economy Research Clusters Programme – (Institution Name).”

Submissions must be sent electronically to Projectbridge@fmcide.gov.ng on or before 11:59pm on April 15, 2025.

Further enquiries can be directed to the Project Implementation Unit, Bridge, 6th Floor, Galaxy Backbone Building, 1243 Kode Mohamed Avenue, Central Business District, Abuja, or via telephone on 09017889463.

The selection process will follow the World Bank’s Quality and Cost-Based Selection method.
