The Federal Government of Nigeria has officially launched a new Enterprise Content Management (ECM) system at the Ministry of Health and Social Welfare, marking a major step in the country’s digital transformation agenda. This move is expected to improve service delivery, reduce paperwork, and enhance transparency in government operations.
Speaking at the launch, the Minister of Health and Social Care, Prof Muhammad Ali Pate, said the ECM system was developed under the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25). He explained that the system is designed to digitise government records, automate internal workflows, and cut down significantly on paper-based operations.
“This initiative supports our goal of achieving 80% digitalisation of government operations by 2025, and transitioning to a fully paperless civil service by 2030,” Pate said.
He praised the leadership of the Ministry of Health, especially Permanent Secretary Daju Kachollom mni, describing the team as “strong, coherent, and incredibly dedicated.” He further commended the civil servants for their hard work over the past two years, noting that their efforts are laying the groundwork for a better and more efficient health sector.

Also present at the event, the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, highlighted the importance of the ECM system. “This launch shows our commitment to a public service that is responsive, modern, and focused on the citizen,” she stated.
