The Federal Government has intensified efforts to expand international cooperation as it explores fully funded scholarship opportunities and technical partnerships with the Russian Federation.
The Minister of State for Budget and Economic Planning, Doris Uzoka-Anite, disclosed this on Thursday while receiving the Trade Commissioner of the Russian Federation, Maxim Petrov, and his delegation during a working visit in Abuja.
The meeting, according to the minister, is aimed at strengthening bilateral cooperation, deepening technical partnerships, and unlocking new opportunities in education, trade, and investment between both countries.
Uzoka-Anite reaffirmed the Federal Government’s commitment to building a mutually beneficial relationship with Russia, noting that the Federal Ministry of Budget and Economic Planning remains central to driving cooperation agreements that will shape future engagements.
She stressed that Nigeria is open to innovative approaches that enhance collaboration, particularly Russia’s evolving strategy of engaging directly with regional governments to deliver development outcomes at the grassroots level.
The minister added that although progress has been made in Nigeria–Russia relations, there is still significant room to expand cooperation into more impactful areas, especially in education and human capital development.
She said, “We are here to listen to your plans and ideas, and as a Ministry, we remain fully committed to supporting initiatives that will deepen cooperation between our two countries and strengthen our future partnerships.”
Also speaking, the Permanent Secretary of the ministry, Deborah Odoh, who was represented by the Director of International Cooperation, Sampson Ebimaro, described Nigeria’s relationship with Russia as productive and steadily evolving.
He expressed optimism that ongoing engagements would yield stronger partnerships capable of delivering tangible benefits for both nations.
However, the highlight of the meeting was Russia’s renewed push to expand access to fully funded scholarship opportunities for Nigerian students.
Petrov explained that the Russian government has introduced a new approach to educational exchange that grants Nigeria’s regional governments direct access to scholarship slots tailored to their development priorities.
According to him, the initiative offers free higher education in Russia, covering tuition and accommodation costs, while beneficiaries are only required to cater for travel expenses and basic allowances.
He revealed that about 200 Nigerian students are currently benefiting from the programme, with plans underway to scale up participation across key sectors such as industry, hospitality, and medical sciences.
The Trade Commissioner emphasised that the scholarship scheme is part of a broader commitment by Russia to support Nigeria’s human capital development and align educational opportunities with the country’s economic needs.
Petrov said the Russian Federation’s engagement is driven by a genuine partnership philosophy focused on collaboration rather than imposition.
“We are not here to impose our interests but to understand Nigeria’s priorities and work together as true partners to support your development goals,” he added.
The development signals a potential expansion of educational access for Nigerians, as both countries continue to explore strategic avenues for cooperation that combine capacity building with long-term economic growth.
