The National Identity Management Commission (NIMC), in partnership with the National Social Investment Programme Agency (NSIPA), is set to launch a NIN-enabled Government-to-People (G2P) card for beneficiaries of the Government Enterprise and Empowerment Programme (GEEP).

Nigeria Startup News reports that the partnership followed the signing of a Memorandum of Understanding (MoU) by both agencies on Wednesday. The agreement is expected to strengthen transparency, improve targeting, and ensure that Federal Government empowerment initiatives are delivered directly to verified beneficiaries without leakages.

NIMC, the agency responsible for managing Nigeria’s national identity database, issues the National Identification Number (NIN) — a unique number assigned to every registered citizen and legal resident. The database is designed to eliminate duplicate identities and support efficient delivery of public services.

NSIPA, which oversees the Federal Government’s social intervention schemes, administers GEEP — a micro-credit programme targeted at traders, artisans, and farmers through initiatives such as TraderMoni, MarketMoni, and FarmerMoni.

Previous empowerment programmes in the country have faced challenges, including ghost beneficiaries, weak verification systems, and cases of multiple claims by single individuals, which often undermine their impact.

The introduction of the NIN-enabled G2P card is aimed at addressing these gaps by linking each beneficiary’s identity to a verifiable database. Under the system, beneficiaries will be authenticated using their NIN before accessing loans or support, ensuring that funds are traceable and reach the intended recipients.

The G2P framework is part of a broader push by the Federal Government to digitise public service delivery and reduce human interference in the disbursement of social benefits.

With this collaboration, both agencies are expected to create a more accountable system where empowerment funds under GEEP are distributed efficiently, transparently, and directly to qualified Nigerians.

In recent developments, the Federal Government has relaunched the scheme under GEEP 3.0 as part of its renewed push for financial inclusion and poverty reduction. The latest phase includes the rollout of interest-free loans of up to ₦300,000 to thousands of beneficiaries across the 774 local government areas, with applications tied to identity verification requirements such as the National Identification Number and Bank Verification Number.
