Oyo State Government has announced a major investment opportunity in the tourism sector, calling for Expressions of Interest from both local and international investors to partner with the state on five priority tourism projects.

The initiative is being coordinated by the Ministry of Culture and Tourism in collaboration with the Oyo State Investment and Public-Private Partnership Agency (OYSIPA).

According to the government, the projects will be developed under Public-Private Partnership arrangements to boost the state’s tourism industry and attract long-term investment.

The five sites highlighted under the Focus 5 Tourism Investment initiative include Eleyele Lake, described as Ibadan’s premier eco-cultural waterfront destination; the Ibadan Cultural Centre, a multi-theatre complex designed for festivals, exhibitions, and civic events; Bower’s Tower, a heritage landmark expected to feature upgraded panoramic tourism infrastructure; Iyake Lake, known as one of only two suspended lakes in the world and envisioned as an eco-park and adventure zone; and Idere Hills, a scenic nature-adventure park with cultural attractions.

In a statement, the government said: “We seek credible partners to finance, design, build, operate, and maintain these sites in line with the State’s Tourism Reset Agenda, ensuring sustainability, community inclusion, and strong return on investment.”

The call is open to single firms, consortia, or joint ventures with proven technical expertise, financial strength, and experience in tourism, hospitality, real estate, cultural asset management, or related infrastructure.

The timeline released by the government indicates that the launch date is 1 September 2025, with a deadline for clarification questions set for 14 September. Site visits, which require pre-registration, are scheduled between 8 September and 26 September. The deadline for EOI submission is 30 September 2025.

The Expression of Interest Pack, which includes detailed instructions, site memoranda, and submission forms, can be downloaded from the official portal Here.

All submissions are required to be sent electronically in PDF format to investment@tourism.oyostate.gov.ng with the subject line “EOI – Focus 5 Tourism Sites – [Firm Name].”

Late submissions will not be considered and clarified that the EOI is for pre-qualification and shortlisting only, not a tender. The government added: “We reserve the right to accept or reject any Expression of Interest without liability.”
