The Federal Ministry of Works has opened applications for President Bola Ahmed Tinubu’s Engineering Mentorship Programme and Skilled Artisans for Capacity Building and On-Site Training, a nationwide initiative targeted at unemployed graduate engineers and skilled artisans across all Local Government Areas in Nigeria.

The programme, officially tagged President Tinubu’s Engineering Mentorship Programme, is a key intervention of the Federal Ministry of Works under the Renewed Hope Agenda. It is designed to strengthen national technical capacity, empower Nigerians, and support the delivery of critical Federal Government infrastructure projects across the country.

Participants will receive hands-on training, structured mentorship, and project-based exposure while contributing directly to ongoing construction and infrastructure works handled by the Federal Ministry of Works. Eligible applicants will be deployed to contractors managing federal projects within or near their regions, where they will undergo practical training and temporary engagement intended to improve professional competence, employability, and the transfer of modern construction technology.

The objectives of the programme include equipping young engineers and artisans with practical experience in modern construction methods, building a sustainable local talent pipeline for infrastructure development, reducing youth unemployment through structured short-term engagement, and strengthening project delivery by integrating trained local support personnel into project execution.

Eligibility for the programme is divided into two categories. The first category covers graduate engineers who possess B.Eng, B.Tech, or HND qualifications in Civil, Mechanical, or Electrical Engineering. Applicants in this category must be Nigerian citizens between the ages of 18 and 35, currently unemployed, and not engaged in government service or any full-time employment.

Graduate engineer applicants are also required to present evidence of NYSC completion, exemption, or exclusion, reside in or be willing to work within project locations, demonstrate basic computer literacy, and show readiness to participate fully in structured field training modules. Familiarity with engineering software was listed as an added advantage but not mandatory.

The second category targets skilled artisans with technical expertise in areas such as masonry, carpentry, steel reinforcement work, plumbing, welding and fabrication, electrical installation, heavy equipment operation, and surveying assistance. Artisans applying must be Nigerian citizens aged between 18 and 45, unemployed at the time of application, physically fit for construction-related work, and willing to undergo additional training and safety certification.

Programme features include temporary engagement with monthly stipends, field mentorship under registered engineers and certified supervisors, hands-on training at federal construction project sites, provision of basic safety gear, certification upon successful completion, and priority consideration for future government or contractor engagements.

Applicants are required to submit specific documents depending on their category. Graduate engineers must submit a CV, academic credentials, NYSC certificate or exemption letter, passport photograph, valid means of identification, and LGA of Origin certificate.

Artisans are to submit a CV or competency summary, trade test certificate or proof of experience, passport photograph, valid means of identification, and LGA of Origin certificate.

Shortlisted candidates will be invited for verification and orientation. Applications for all categories must be submitted on or before Wednesday, 31st December, 2025.

Delta Govt Sets Aside N20bn for Artisans, Traders in 2026 Budget

The Delta State Government has earmarked about N20 billion for programmes designed to support artisans, small traders, vulnerable groups and small and medium-scale enterprises through cash and in-kind interventions in 2026. This commitment is part of the state’s broader focus on social protection as it unveiled details of its 2026 Appropriation Law, which has a total budget size of about N1.7 trillion and allocates over 70 per cent to capital expenditure to deepen infrastructure development and social investment.

Briefing journalists in Asaba, the Commissioner for Economic Planning, Mr. Sunny Ekedayen, said the 2026 budget, recently passed by the Delta State House of Assembly and assented to by Governor Sheriff Oborevwori, represents a major increase from the 2025 budget of N979 billion. He explained that the original estimate of N1.664 trillion submitted to the House was reviewed by lawmakers, leading to marginal adjustments that served the best interest of the state.

Ekedayen noted that the budget is now a legal and “live” document and will take effect from January 1, 2026. “The most significant aspect of this budget is the strong tilt towards capital expenditure. For the first time, Delta State is prioritising capital projects to the tune of over N1.165 trillion, representing at least 70 per cent of the total budget,” he said.

He described the development as historic, pointing out that the capital component of the 2026 budget is larger than the entire 2025 budget. According to him, this approach would help accelerate development across the state’s 25 local government areas and ensure that projects deliver visible impact. He added that the administration plans to begin implementation immediately. “We are determined to hit the ground running from the first day of 2026,” Ekedayen said.

The Commissioner, who was accompanied by the Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu; the Executive Assistant to the Governor on Public Enlightenment, Projects and Policies, Mr. Olisa Ifeajika; and the Executive Assistant on Media, Mr. Felix Ofou, said ongoing projects would be completed without abandonment. He added that new projects would be carefully selected to deliver maximum value to residents.

Ekedayen disclosed that contractors are usually mobilised up to 40 per cent to ensure timely delivery of projects, especially considering the state’s relatively short construction season. He said this approach helps reduce delays and supports better project execution across sectors.

On social protection, Ekedayen said the government has earmarked about N20 billion to support artisans, small traders, vulnerable groups and MSMEs through targeted programmes. He added that a Social Protection Bill has been sent to institutionalise the initiative and provide a clear framework for implementation. According to him, the goal is to ensure transparency, continuity and effective delivery of support.

He also said infrastructure development would be evenly spread across the state’s towns and cities. Ekedayen noted that Delta’s settlement pattern requires resources to be distributed across several urban and rural centres rather than concentrated in one location. He revealed that the government has set aside N100 billion for targeted interventions in local governments to address special community needs based on requests from grassroots stakeholders.

In the health sector, Ekedayen highlighted major investments in tertiary healthcare facilities, including the procurement of high-end diagnostic equipment from Germany for three state-owned tertiary hospitals. He said plans are also underway to expand medical education, strengthen primary healthcare, recruit additional health professionals and sustain support for the state’s health insurance scheme.

Education remains a priority, according to Ekedayen, with continued investment in state-owned universities, polytechnics, colleges of education, nursing and health technology institutions, as well as hundreds of primary and secondary schools. He described Delta as an emerging education hub, citing improvements in infrastructure and learning environments.

Agriculture is also expected to play a key role in the 2026 budget through a three-pronged strategy involving direct government funding, private sector partnerships and large-scale agribusiness initiatives. Ekedayen said the approach is aimed at boosting food production, creating jobs and reducing post-harvest losses, adding that the state is well positioned to benefit from the second batch of the Federal Government’s Special Agro-Industrial Processing Zones initiative.

On revenue, Ekedayen said Delta State’s IGR has grown by over 140 per cent since 2023, rising from N83 billion to over N200 billion, with a target of at least N250 billion in the coming year. He attributed the growth to improved efficiency rather than increased tax burden. He also disclosed plans to diversify revenue through initiatives such as the blue carbon market, leveraging mangrove restoration and climate finance. Ekedayen described Governor Oborevwori as a practical leader focused on lasting impact. “From January 1, 2026, government machinery will be fully in motion. Development will deepen, projects will be reinforced, and every part of the state will witness tangible progress,” he said.

FG, IFAD Records Higher Rice and Cassava Yields in Nasarawa

The Federal Government of Nigeria has announced a bumper harvest in rice and cassava production by farmers participating in the Value Chain Development Programme (VCDP) in Nasarawa State during the 2025 farming season. The achievement is the outcome of the FGN/IFAD VCDP implemented in collaboration with the International Fund for Agricultural Development (IFAD).

The State Programme Coordinator of the FGN/IFAD VCDP, Dr. Eunice Adgidzi, disclosed this at a one-day media roundtable held in Lafia, the Nasarawa State capital. She said the improved harvest reflects years of structured support, training, and access to better farming inputs provided to participating farmers across the state.

Dr. Adgidzi explained that when the programme began in 2020, many rice farmers relied on seed broadcasting rather than establishing nurseries for transplanting. According to her, this practice resulted in high seed wastage, weak plant development, and low yields. She noted that consistent training and capacity-building activities under the programme have changed farmers’ approaches and strengthened their technical skills.

“Today, rice farmers under the programme are harvesting up to 4.5 metric tonnes per hectare, which is a major improvement compared to what was obtainable before,” she said. Dr. Adgidzi attributed the gains to the distribution of certified, disease-resistant and drought-tolerant seeds, combined with improved agronomic practices introduced through the programme.

She added that cassava production has also recorded significant progress. “Cassava farmers are now producing up to two metric tonnes per hectare, largely due to access to improved planting materials supplied by the programme,” she stated.

Dr. Adgidzi further outlined the three core components guiding the implementation of the VCDP. These include the Market Development Component, which focuses on improving profitability for smallholder farmers and agro-processors through better market access and value addition. The second is the Smallholder Productivity Enhancement Component, designed to boost productivity in an economically and environmentally sustainable way. The third is the Programme Coordination and Management Component, which ensures effective implementation while integrating gender inclusion, youth participation, environmental sustainability, monitoring and evaluation, knowledge management, and communication.

Also speaking, the Knowledge Management and Communication Officer of the FGN/IFAD VCDP in Nasarawa State, Mr. Samson Jonah Akwe, urged journalists to understand donor expectations when reporting on the programme. He highlighted key achievements recorded between 2021 and 2025, including the construction of commodity aggregation centres, culverts, market stores, and rice and cassava processing facilities across several local government areas.

According to him, notable projects include an aggregation centre at the Ashangwa Rice Innovation Platform, a rice processing centre in Wamba Local Government Area, and a fully equipped rice processing facility with drying sheds, drying slabs, and a crèche for the Kauna-Maiday MPCS in Doma Local Government Area. Mr. Akwe also listed the provision of small-scale irrigation facilities, irrigation pumps, rice threshers, mini rice transplanters, and rice reapers to farming communities across the state.

iHatch Cohort 4 Awards Over N52m in Seed Funding to Three Startups

The Idea Hatch (iHATCH) has produced three startups that emerged as winners out of 12 others at this year’s Cohort 4 technology demonstration, with the firms going home with a cumulative seed fund prize of over N52 million.

The iHatch Cohort 4 National Demo Day was organised by the National Information Technology Development Agency (NITDA) in collaboration with the Japan International Cooperation Agency (JICA) in Abuja. The initiative is a free five-month incubation programme designed to help Nigerian entrepreneurs refine their business ideas.

Interface Africa, a startup that enables small businesses to access affordable solar financing, won the first prize of 15,000 dollars. The second prize of 12,000 dollars went to Ahiaoma, a user-friendly marketplace focused on trust in the food supply chain by connecting food producers directly to retailers. The third prize of 10,000 dollars was awarded to Linia Finance, a budgeting bank that combines everyday banking services with tools that help users manage spending.

The iHATCH programme is built around coaching sessions, structured lectures and boot camps aimed at generating viable and scalable business models, with emphasis on youth participation, innovation, entrepreneurship and technology nationwide programme.

Other startups that participated in the Cohort 4 programme included Ficore Labs, Cohortle, Eventro, PPTLinks, Garden in a Box, Easy Buy 4 Me, Soft Drop, Linia Finance and Grabb Livestock.

Reacting to winning the first prize, Mr Al Amin Idris, Founder of Interface Africa, said the funding would be used to train about 1,000 agents on affordable solar energy solutions.

“Our target is to use this money not just to train them, but to use the resources to unlock investment in about 100,000 businesses, especially in rural markets,” he said.

Speaking at the event, the Permanent Secretary of the Ministry of Communications and Digital Economy, Nadungu Gagare, said the federal government would remain committed to creating an enabling environment for startups and innovators to grow.

Represented by Emmanuel Udoidiok, an official of the ministry, Gagare described the programme as an affirmation of Nigeria’s drive to build a competitive, innovation-led digital economy.

“The startups we celebrate today are proof that Nigeria possesses the talent and ambition to compete on the global stage because they are developing high-impact solutions across key sectors from fintech to health, tech and agritech solutions,” he said.

“These ventures are the direct outcome of deliberate government strategy and programmes like iHatch are national priorities, strengthening our innovation pipeline and contributing to the nation’s Gross Domestic Product and job creation goals.

“The Federal Ministry of Communication, Innovation, and Digital Economy is unwavering in its mandate to create the most enabling environment for these innovators,” he added.

The Director General of NITDA, Malam Kashifu Inuwa, represented by Victoria Fabunmi, National Coordinator, Office for National Digital Innovation (ONDI), said the federal government was building an inclusive innovation ecosystem from the grassroots to the global stage.

He explained that the iHatch programme started as a pilot in Abuja before being expanded to cover all 36 states.

“When we launched the iHatch programme, it began as a pilot in Abuja, but we quickly saw the potential of taking it deeper into states and communities, where talent is abundant.

“Today we are witnessing the emergence of founders on a national stage, ensuring that no founder is left behind,” he said.

NGF Pledges Effective Use of World Bank NG-CARES Funds

The Nigeria Governors’ Forum has pledged to ensure the proper and effective use of funds under the Nigeria Community Action for Resilience and Economic Stimulus Programme, following the World Bank’s confirmation of the programme’s effectiveness in delivering support to vulnerable households, farmers, and micro and small enterprises.

The pledge followed the disclosure of the World Bank’s additional financing at the end of the Forum’s seventh meeting of 2025, held at its headquarters on Lake Chad Street, Abuja, from Wednesday night to Thursday morning.

According to a communiqué signed by the NGF Chairman and Governor of Kwara State, AbdulRahman AbdulRazaq, and read by the Governor of Ogun State, Dapo Abiodun, the Forum said the additional financing for the NG-CARES Programme is expected to deliver tangible benefits to vulnerable households nationwide.

NG-CARES, originally known as the Nigeria COVID-19 Action Recovery and Economic Stimulus and now rebranded as the Nigeria Community Action for Resilience and Economic Stimulus, is a World Bank–supported programme of the Federal Government of Nigeria designed to provide grants, livelihood assistance, and food security support to poor and vulnerable households, farmers, and micro and small enterprises affected by COVID-19 and broader economic shocks.

The programme is implemented nationwide, with funding and reimbursements tied to the achievement of verified results.

The communiqué stated: “The Forum received notification from the World Bank confirming the effectiveness of the additional financing for the Nigeria Community Action for Resilience and Economic Stimulus Programme. This enables continued disbursements to states to support livelihoods, food security, public works, and resilience-building interventions.

“Governors renewed their commitment to sustaining implementation momentum, ensuring timely reporting, and maximising fund utilisation to deliver measurable outcomes for vulnerable households.”

The Forum also discussed security concerns. As contained in the communiqué read by the Ogun State Governor, the NGF pledged heightened security across all states during the 2025 festive season amid safety concerns.

It read in part: “The Forum received a communication from the Office of the National Security Adviser calling for heightened security preparedness across all states during the 2025 festive season due to increased population movements, large public gatherings, and elevated public safety risks.

“Governors are committed to strengthening inter-agency coordination, protecting critical infrastructure, and maintaining a security presence in hotspots to ensure a safe festive period nationwide.”

The communiqué further noted the outcome of the third edition of the Primary Health Care Leadership Challenge Awards, held on December 12, 2025, which recognised 13 states for outstanding progress in strengthening primary health care systems.

“Yobe State emerged as the national overall winner, while Zamfara, Nasarawa, Abia, Rivers, and Osun states topped their respective geopolitical zones. Kwara, Gombe, Kaduna, Anambra, Bayelsa, and Ogun states emerged as first runners-up.

“Governors acknowledged that the results reflect the value of sustained political leadership and peer-driven accountability and committed to building on these gains to further strengthen primary health care delivery nationwide.”

FG Bans Export of Wood and Allied Products Nationwide

The Federal Government has imposed an immediate nationwide ban on the export of wood and allied products, revoking all previously issued licences and permits across the country.

The announcement was made on Wednesday by the Minister of Environment, Balarabe Lawal, during the 18th meeting of the National Council on Environment held in Katsina State.

Lawal said the directive is contained in a Presidential Executive Order titled “Presidential Executive Order on the Prohibition of Exportation of Wood and Allied Products, 2025,” and was introduced to curb rising cases of illegal logging and deforestation nationwide.

“Nigeria’s forests are central to environmental sustainability, providing clean air and water, supporting livelihoods, conserving biodiversity, and mitigating the effects of climate change,” the minister said.

He warned that continued exportation of wood and related products threatens these benefits and poses serious risks to the long-term health of the environment and forest ecosystems.

The order was published in the Extraordinary Federal Republic of Nigeria Official Gazette No. 180, Vol. 112 of 16 October 2025, and draws authority from Sections 17(2) and 20 of the 1999 Constitution (as amended).

These constitutional provisions empower the state to protect the environment, forests, and wildlife, and to prevent the exploitation of natural resources for private gain at the expense of the public interest.

Under the new policy, security agencies and relevant ministries are expected to enforce a clampdown on illegal logging, transportation, and export activities across all states.

Opening the council meeting, Katsina State Deputy Governor, Faruk Lawal Jobe, highlighted the state’s history of pioneering socio-economic policies.

He stressed the need for cooperation among authorities to tackle environmental challenges.

“Environmental sustainability is critical to achieving growth and improving the quality of life of our people,” Jobe said.

“Our administration has prioritised initiatives aimed at combating desertification and promoting afforestation,” he added.

FG Mentorship Programme to Recruit 10 Engineers Per State from January

The Minister of Works, David Nweze Umahi, has formally announced President Bola Ahmed Tinubu’s mentorship programme, which is scheduled to take off in January 2026 and will recruit at least 10 participants from each state of the federation.

Umahi said the initiative is designed mainly for technology transfer, explaining that successful mentees will be positioned to serve as subcontractors on contracts and other major projects after completing the programme.

According to the minister, the programme will advertise nationwide for civil engineers, graduates, skilled artisans, and technical workers, with a clear plan to recruit a minimum of 10 participants per state. He said the selected engineers will be exposed to projects located within their states, particularly ongoing mega projects.

“The intention is technology transfer,” Umahi said. “We want to expose them directly to the projects so that they can gain practical experience and grow their technical capacity.”

He explained that participants will be engaged by the companies currently handling federal road and infrastructure projects and will work under supervising engineers and contractors for as long as those projects last.

Umahi added that the programme is structured to provide training, on-site experience, and real project exposure that cannot be gained through classroom learning alone.

“At the end of the programme, we will look for seed money to enable them acquire equipment,” he said.

Through these centres, MTF provides aspiring filmmakers from 14 African countries with practical training, industry exposure, and access to professional networks needed to compete in the entertainment industry.

The programme curriculum covers a wide range of film modules, including scriptwriting, cinematography, directing, production management, and several post-production specialisations. At the end of the programme, students outside South Africa receive a university-accredited certificate through partner institutions, namely the University of Zambia, Kenyatta University in Kenya, and Pan Atlantic University in Nigeria.

The academy is seeking recent young African graduates who are passionate about storytelling, as well as young creatives interested in contributing meaningfully to local and pan-African television and film. It is also open to individuals who are eager to learn, innovate, collaborate, and help shape the future of screen entertainment across multiple formats and platforms.

Participants in the year-long programme will learn filmmaking by actively making films and developing their skills in film and TV production while working alongside experienced industry professionals on real projects that reflect local African stories.

The application process requires applicants to submit a CV of not more than two pages, a personal motivation letter of not more than 500 words, copies of passport and national identity documents, certified academic certificates and transcripts, proof of residential address, and additional banking details for South Africa applicants only.
