Katsina secures $8m SABER credit for ICT and business reforms

Katsina State has secured an $8 million credit under the State Action on Business Enabling Reforms (SABER) program after meeting key Disbursement Linked Indicators (DLIs) set by the Federal Government of Nigeria in partnership with the World Bank.

Governor Dikko Umaru Radda, PhD, disclosed this during the Nigerian Communications Commission (NCC) Business Roundtable on Improving Investment in Broadband Connectivity and Safeguarding Critical National Information Infrastructure. He reaffirmed his administration’s commitment to ICT-driven governance and economic transformation, emphasizing that the SABER credit highlights Katsina’s strong performance in reform areas crucial to economic development.

According to Governor Radda, “The SABER credit recognizes our progress in ICT and digital infrastructure, investment climate reforms, and land administration. We have implemented a Right-of-Way charges waiver to attract broadband investment and improve connectivity across the state.”

He further explained that the state has streamlined business registration and investment approval processes through digital systems, making it easier for investors to operate. In land administration, technology-enabled reforms have been introduced to enhance transparency, efficiency, and access to land services.

“These achievements underscore our belief that technology and digital governance are key to reform, service delivery, and economic growth,” the Governor stated.

With the $8 million credit, Katsina State aims to strengthen its digital backbone, foster private sector partnerships, and accelerate its goal of becoming a technology-driven, knowledge-based economy. This initiative aligns with ongoing efforts to expand broadband access and boost investor confidence in the state.

Delta government urges youths to join ongoing Nigerian Army recruitment

The Delta State Government has called on youths across the state to take advantage of the ongoing 90th Regular Recruitment Exercise for Trades and Non-Tradesmen and Women into the Nigerian Army as part of efforts to promote youth engagement, employment, and national service.

The Secretary to the State Government, Dr. Kingsley Emu, made the call during a sensitization visit by the Army Headquarters Team, Abuja, led by Brigadier General Patrick Alimikhena. Dr. Emu said it was a thing of pride for soldiers of Delta origin to serve and defend the territorial integrity of the nation, adding that the Oborevwori administration would continue to support initiatives that create opportunities for young Deltans.

He explained that the State Government had established a structured synergy between traditional rulers, religious organizations, and Local Government Councils to deepen sensitization and ensure Delta meets its allocated quota in the recruitment exercise.

Also speaking, the State Commissioner for Youth Development, Barrister ThankGod T. Trakiriowei, appreciated the team for the visit and disclosed that an enlistment committee had been set up by the State Government to drive the registration process. He encouraged interested youths to take full advantage of the Nigerian Army recruitment portal to complete their applications before the closing date.

In his remarks, the leader of the delegation, Brigadier General Patrick Alimikhena, urged Delta youths to seize the opportunity to serve their country and achieve their dreams through a rewarding career in the Nigerian Army.

He announced that online registration for the 90th Regular Recruitment Exercise for Trades and Non-Tradesmen and Women began on September 29, 2025, and will close on November 14, 2025. The recruitment exercise for shortlisted candidates will take place from December 4 to 17, 2025, at the Cenotaph, Asaba.

Katsina government approves recruitment of 1020 healthcare workers

Katsina State Government, under the leadership of Governor Dr. Dikko Umar Radda, CON, has announced the approval for the recruitment of 1,020 new healthcare personnel across the state. According to the government, 80 percent of the new recruits will be drawn from the state’s dedicated casual staff who have served in various health facilities for several years.

This decision highlights the government’s commitment to improving healthcare delivery and recognizing the efforts of existing staff. The move is expected to strengthen primary healthcare systems and boost service delivery across Katsina State.

A Committee has been inaugurated to oversee the recruitment process of the new primary healthcare staff into local government healthcare facilities. The Committee, chaired by Hon. Lawal Rufa’i Safana, held its inaugural meeting at the Conference Hall of the Ministry for Local Government and Chieftaincy Affairs, Katsina.

Briefing newsmen after the meeting, Hon. Safana explained that the Committee was mandated to set clear and transparent criteria for the recruitment process. He said, “We have undertaken a pledge to abide by the criteria set up for the employment process to ensure fairness and merit.”

Hon. Safana emphasized that the Committee would focus on selecting qualified and committed individuals capable of delivering quality healthcare services. “We intend to give priority to casual staff that have been working with the health facilities,” he stated.

He added that the Committee would ensure objectivity and sincerity throughout the process, noting that only applicants who meet the qualifications and demonstrate dedication to service will be considered.

The Chairman, who also serves as the Special Adviser on Local Government Inspectorate, reaffirmed the government’s resolve to reward dedication and strengthen the healthcare system.

Other members of the Committee include the Executive Secretary of the State Primary Healthcare Development Agency, the Local Government Auditor General, the Chairman of ALGON, the Permanent Secretary of the Ministry for Local Government and Chieftaincy Affairs, the Permanent Secretary of the Local Government Service Commission, and the Director of Administration and Supply at the State Primary Healthcare Development Agency, who will serve as Secretary.

This development aligns with Katsina State’s broader goal of enhancing healthcare infrastructure, creating job opportunities, and ensuring better access to medical care for residents.

Edo State, UNICEF to launch 5-Year food and nutrition plan

The Edo State Government, in collaboration with the United Nations Children’s Fund (UNICEF), is set to launch the Edo State Multi-Sectoral Plan of Action for Food and Nutrition (2025–2029). The initiative, driven by the Ministry of Budget and Economic Planning, aims to strengthen food security, promote food safety, and improve nutrition outcomes across the state.

The announcement was made by the Functioning Permanent Secretary, Ministry of Budget and Economic Planning, and Chairman of the State Committee on Food and Nutrition (SCFN), Mr. Kingsley Ogbodu, during the committee’s 2025 third-quarter review and appraisal meeting held in Benin City.

Mr. Ogbodu stated that the new plan is designed to guide the implementation of nutrition-sensitive programs and interventions by all Ministries, Departments, and Agencies (MDAs) across Edo State’s 18 Local Government Areas. He said, “The Multi-Sectoral Plan of Action will serve as a roadmap for coordinating efforts that address food and nutrition challenges. It will support every MDA in executing policies and programs that enhance food security and nutrition for all.”

In his remarks, Mr. Ogbodu explained that the plan focuses on improving food and nutrition outcomes, particularly among children and vulnerable groups. He added that it will help mobilize stakeholders, strengthen partnerships, and raise public awareness on the importance of coordinated actions in achieving food sufficiency and food safety. He commended Governor Monday Okpebholo for his commitment to promoting nutrition and food safety through the SHINE Agenda, describing it as a strong step toward achieving sustainable food systems in Edo State.

During the meeting, representatives from various MDAs presented progress reports on ongoing programs that align with the state’s food and nutrition priorities. Among the initiatives discussed was the Back-to-Farm Initiative, which encourages citizens to return to agriculture through cluster farming. The program supports cooperative production, improves access to food, and promotes agricultural value-chain development across the state.

Reports from the Agricultural Development Programme (ADP) were also reviewed, highlighting ongoing training and capacity-building for farmers to adopt modern, sustainable, and nutrition-sensitive practices. Members of the committee expressed confidence that these programs will increase agricultural productivity, improve livelihoods, and enhance nutrition outcomes, especially in rural communities.

Engr. Ufumwen Asemota, representing the Edo State Rural Water Supply and Sanitation Agency (STRUWASSA), noted that the government has begun efforts to expand access to clean and potable water to support food safety and nutrition. She said, “Access to safe water is essential for healthy living and sustainable agriculture. Continued investment in water infrastructure will help households and farmers while promoting sanitation in our communities.”

Mr. Osayande Isaac from the Ministry of Science and Technology commended the state government for reintroducing the monthly environmental sanitation exercise. He stated, “The renewed sanitation program, especially in markets and food processing areas, is helping to maintain hygiene standards and ensure that food sold and consumed is safe.”

The committee also raised concerns about the rising use of chemicals for artificial fruit ripening and other food items, warning about their harmful effects on human health. Members called for continuous sensitization and stronger collaboration among stakeholders to promote best practices and ensure long-term food security.

The Edo State Multi-Sectoral Plan of Action for Food and Nutrition (2025–2029) was developed through a participatory process involving relevant MDAs, development partners, academia, civil society organizations, and the private sector. The five-year plan is expected to be officially launched in October 2025.

FG reaffirms commitment to food security, job creation through agriculture

The Honourable Minister of Livestock Development, Idi Murkta Maiha, has reaffirmed the Federal Government’s commitment to unlocking the vast potential of Nigeria’s agricultural and livestock sectors as a pathway to ensuring food security, creating jobs, reducing poverty, and driving economic diversification.

Speaking at the Africa Agriculture Dialogue 2025 held in Abuja on Tuesday, October 7, 2025, the Minister emphasized the importance of strategic partnerships in achieving this goal. “To unlock the full potential of our agricultural sector, we must improve access to finance, technology, and knowledge,” Maiha stated. “This is why our collaboration with the African Development Bank and other stakeholders—including herders and processors—is critical in ensuring inclusive participation across the agricultural value chain.”

Maiha described the Dialogue as a major initiative under President Bola Ahmed Tinubu’s Renewed Hope Agenda, highlighting that agriculture, and particularly the newly established Ministry of Livestock Development, are central to the administration’s transformation drive. He referenced global models to support his message, saying, “Countries like Denmark and Ghana, which are less endowed than Nigeria, have successfully transformed their agricultural sectors. With focus, innovation, and strong institutions, there is no reason Nigeria cannot achieve even greater success.”

The Minister further stressed the economic value embedded in the livestock sector. “There is no waste in the animal kingdom. From meat to dairy, leather to by-products, every component has economic value. Our task is to build systems that convert these opportunities into sustainable businesses,” he said. He also called for increased strategic investments and public-private partnerships to develop a profitable and inclusive agricultural economy capable of supporting rural communities and boosting national revenue.

In her remarks, the Consul General of Denmark, Honourable Jette Bjerrum, emphasized the importance of knowledge sharing and partnership in agricultural growth. She said Denmark remains committed to demonstrating practical solutions and supporting risk mitigation through financing and collaboration, underscoring Denmark’s readiness to strengthen bilateral agricultural ties with Nigeria.

Also speaking at the event, Mr. Li Zhensheng, Chairman of the Global Cooperation Promotion Research Centre, pledged support for Nigeria’s livestock development. He pointed out that irrigation remains a major challenge and announced plans to introduce China’s advanced water conservation technologies to enable sustainable year-round farming.

Dr. Abdul Kamara, representative of the African Development Bank Group, reaffirmed the Bank’s continued support for agricultural transformation across Africa, noting the Bank’s ongoing investments in agricultural infrastructure and livestock value chain development.

Earlier, the Embedded Advisor for Agriculture at the African Development Bank (AFDB), Richard-Mark Mbaram, said Africa’s agricultural success depends on how well governments, private investors, and development institutions align their efforts to empower smallholder farmers, enhance value chains, and ensure that agricultural growth translates into real socio-economic progress.

The two-day programme, themed “Unlocking Finance for Agricultural Transformation in Africa,” brought together key stakeholders from across the agricultural ecosystem, including government officials, investors, and international partners.

Lagos scholarship board tells applicants to reply to email or miss cbt

The Lagos State Scholarship Board has released an important notice to all applicants for the 2023/2024 and 2024/2025 scholarship awards. According to the notification, only those who have successfully completed the indigeneship verification exercise are required to respond to the email or SMS sent by Dragnet Consulting. The message reads, “Applicants are to reply to the mail or SMS sent by Dragnet Consulting to confirm their preferred mode of sitting for the CBT.”

The Board further warned that “failure to respond to the email and/or SMS would amount to non-participation, and there will be no make-up CBT exam.” Applicants are advised to treat this notice as urgent and ensure they reply promptly to avoid disqualification.

Gombe establishes information technology and digital economy commission

Gombe State Government has signed into law the establishment of the Gombe State Information Technology and Digital Economy Commission, marking a major milestone in its drive toward digital transformation and economic diversification. Governor Muhammadu Inuwa Yahaya assented to the bill at the Government House, describing it as a strategic response to the global shift toward digital innovation and a decisive step to make Gombe a leading tech-driven economy in Nigeria.

“This commission will serve as the engine room for innovation, digital inclusion, and economic empowerment across our state,” the Governor said.

The Gombe State Information Technology and Digital Economy Commission, known as GSITDEC, is designed to strengthen digital infrastructure, support innovation, and expand access to technology-driven opportunities. The new agency will focus on developing and implementing ICT and digital economy policies, promoting digital literacy, supporting tech startups, and advancing e-governance. It will also play a key role in attracting digital investments and ensuring cybersecurity and data protection across government platforms.

The Commissioner for Science, Technology, and Innovation, Prof. Abdullahi Bappah Garkuwa, described the signing as a transformative milestone that will align Gombe with global technology trends. He said the commission will bridge the gap between traditional governance and modern digital solutions, helping to create new opportunities for youth, women, and entrepreneurs in the state.

“This is not just about technology—it’s about unlocking the full potential of our people and economy through smart, inclusive innovation,” Dr. Ahmed noted.

The establishment of GSITDEC follows recent collaborations between the Gombe State Government, the National Information Technology Development Agency (NITDA), and Uniccon Group, focused on improving digital infrastructure and training programs. With this move, Gombe joins other forward-thinking states embracing the digital economy as a pathway to economic growth, job creation, and sustainable development.

Katsina State partners World Bank to empower IDPs

Katsina State Governor, Malam Dikko Umaru Radda, has reaffirmed his administration’s determination to rebuild lives and restore livelihoods affected by insecurity, describing the World Bank–supported Solutions for the Internally Displaced and Host Communities (SOLID) project as a timely and strategic intervention that will bring lasting peace and renewed hope to affected communities.

Governor Radda made this known when he received the World Bank Task Team Leader for the SOLID Project, Mr. Christopher Mays Johnson, and the Senior Social Development Specialist, Hajiya Zarah Goni Imam, at Katsina House, Asokoro, Abuja. The visit, according to officials, was part of preparatory activities for the full commencement of the SOLID Project, which aims to enhance resilience and provide sustainable support for internally displaced persons (IDPs) and their host communities across Northern Nigeria.

The delegation was introduced by the Executive Secretary of the Katsina State Development Management Board (KTDMB), Dr. Mustapha Shehu.

Governor Radda commended the World Bank for its consistent partnership with Katsina State, stressing that despite the severe challenges caused by insecurity and rural displacement, the state has continued to make progress through peace-driven initiatives. He noted that the SOLID Project comes at a critical time when the government is working to rebuild infrastructure, restore public confidence, and support those affected by violence and displacement.

He explained that over the past few months, several armed groups had voluntarily approached affected communities to seek peace accords and coexistence arrangements, marking what he described as a positive shift toward local stability. “Today, I can confidently say criminality has drastically reduced across our major flashpoints,” the Governor said. “We are now concentrating on rebuilding schools, hospitals, and water facilities that were destroyed during the crisis.”

The Governor disclosed that his administration has launched a rehabilitation and reintegration programme for repentant bandits who have voluntarily laid down their arms. The initiative, he said, provides livestock, vocational training, and economic support to help them rebuild their lives and reintegrate peacefully into society.

He further highlighted the ongoing partnership between Katsina State and the United Nations Development Programme (UNDP) in Jibia, where 152 housing units, vocational centres, and livelihood support programmes are being developed for displaced families. “The SOLID project perfectly aligns with our vision,” he said. “We want it to reflect the real needs of our people, focusing on welfare, recovery, and economic empowerment rather than weapons.”

Governor Radda emphasized that lasting peace can only be achieved by addressing the root causes of insecurity such as poverty, unemployment, and lack of opportunity. He stated that the government is working to empower rural farmers and youth through various agricultural and vocational schemes designed to boost local productivity and improve income levels. “If we strengthen rural productivity and empower our farmers, who make up more than 90 percent of our population, peace will naturally take hold,” he added.

In his remarks, the World Bank Task Team Leader, Mr. Christopher Mays Johnson, praised Katsina State for its proactive readiness and commitment toward implementing the SOLID project. He confirmed that the project had been approved by the World Bank Board on August 7, 2025, and that the loan signing process through the Federal Ministry of Finance was already underway.

Mr. Johnson also revealed that the World Bank was planning an initial coordination mission in mid-November 2025, during which all participating states would formally commence project implementation. “Katsina has demonstrated strong readiness and commitment, and the Bank is fully prepared to support both the State and the Federal Government in delivering this vital programme,” he said.

He explained that each participating state would establish a Project Coordinating Unit (PCU) focusing on infrastructure, livelihoods, and social development, while a third component would be managed at the federal level. He assured that the minor pending readiness issues would not delay the project’s commencement.

Speaking earlier, the Executive Secretary of the Katsina State Development Management Board, Dr. Mustapha Shehu, commended the World Bank for its continued engagement and support. He said that under Governor Radda’s leadership, the State Government had approved substantial counterpart funding for the SOLID Project and had domesticated its State IDP Policy to align with national frameworks.

Dr. Shehu also praised the Governor’s inclusive governance approach, noting his approval of 30 percent women participation in all State development programmes and his preference for a host-community resettlement model over camp-based living. “This model ensures that displaced persons own permanent homes, not temporary shelters,” he said.

In her remarks, the Senior Social Development Specialist at the World Bank, Hajiya Zarah Goni Imam, commended Katsina’s strong leadership and sense of ownership of the SOLID initiative. She urged continued collaboration between the World Bank and the State Government to ensure the project’s timely completion within its 20-month implementation window. “Katsina has shown remarkable commitment, and we are determined to ensure this phase achieves tangible results,” she said.

The World Bank delegation assured the Katsina State Government of its continued partnership and technical support to guarantee the successful rollout of the SOLID project. The initiative is expected to deliver lasting social and economic recovery for displaced persons and their host communities, with an emphasis on livelihood creation, infrastructure rehabilitation, and community resilience.
