Katsina to complete cng filling station, unveils 500 solar tricycles

Katsina State Governor, Malam Dikko Umaru Radda, has reaffirmed his commitment to advancing Nigeria’s clean energy transition through the Presidential Compressed Natural Gas (CNG) Initiative. During his visit to the Initiative’s headquarters in Abuja, the governor held strategic meetings with its leadership to strengthen Katsina’s participation in green energy and CNG-powered transportation.

Governor Radda announced that the Greenville CNG Filling Station in Katsina is now 90 percent completed and will be commissioned next month. He said once the project is completed, the state will begin deploying CNG-powered buses for students, civil servants, and daily commuters to promote cleaner and cheaper transportation.

The governor also spoke on other ongoing projects, including the conversion of motorcycles and tricycles to CNG and gas engines. He revealed that the government will soon launch 500 solar-powered tricycles and electric motorcycles aimed at reducing petrol dependence and promoting environmental sustainability. Some official vehicles at the Government House have already been converted to electric models.

According to Governor Radda, these initiatives will reduce transportation costs, create jobs, and support local businesses, while positioning Katsina as a model for sustainable energy in Northern Nigeria.

The Chairman of the Presidential CNG Initiative, Barrister Ismaeel Ahmed, commended Governor Radda for being the first governor to visit the Initiative’s headquarters, describing him as a leader with vision for clean energy development. The Director-General, Engr. Michael Oluwagbemi, also announced that Katsina will benefit from new CNG projects under the 2024 rollout plan, including conversion kits, CNG buses, and mobile filling stations.

FG, Innoson to partner on youth skills training, job creation

The Minister of State for Youth Development, Ayodele Olawande, has reaffirmed the federal government’s commitment to youth empowerment and industrial growth during a visit to Innoson in Nnewi, Anambra State.

Speaking after the visit on Monday, Olawande explained the importance of choosing that particular day, often marked by “sit-at-home” restrictions in the region. “In a region where Mondays are often marked by sit-at-home restrictions, choosing to work, engage, and collaborate on such a day reflects our collective resolve to keep moving forward, no matter the challenges,” he said.

The Minister, accompanied by the Permanent Secretary, Mr. Olubunmi Olusanya, and other officials of the Federal Ministry of Youth Development, was received by the Chairman and Chief Executive Officer of Innoson, Chief Innocent Chukwuma (OFR). Olawande described Chukwuma as a symbol of humility and dedication to national progress. “His personal presence underscored not just leadership, but a profound sense of national duty,” he stated.

During the tour of the facility, the Minister noted Innoson’s ongoing expansion into Compressed Natural Gas (CNG) vehicle production and conversion, plastic manufacturing, tractor assembly, and rice milling. He emphasized that these areas represent critical opportunities for job creation, industrial growth, and youth empowerment.

“I witnessed the living proof of Nigerian innovation and resilience. What Chief Innocent Chukwuma has built is more than a company, it is a statement of belief that Nigerians can produce excellence. Together, we will expand that belief into a nationwide reality,” Olawande said.

The visit also highlighted Innoson’s investment in human capital through its technical training and apprenticeship programmes. Olawande interacted with several young Nigerians who have benefited from these initiatives, including two young women trained as auto-technicians. One of them continues to work within the company, while the other has successfully established her own auto workshop. “Their stories beautifully capture the transformative power of skills and opportunity,” the Minister noted.

As part of the outcomes of the visit, Olawande disclosed that the Federal Ministry of Youth Development is working with Innoson to establish a partnership that will expand youth training, apprenticeship, and enterprise development across the country. The initiative will particularly target the automotive value chain and related sectors, creating more income-generating opportunities for young people.

The Minister also used the visit to strengthen collaboration with Anambra State. He held discussions with the State Commissioner for Youth Development, Hon. Patrick Agha Mba, on joint strategies to expand the “1 Youth, 2 Skills” campaign. According to Olawande, the campaign aims to equip Nigerian youths with multiple practical skills that promote self-reliance and productivity.

“We are committed to equipping more young Nigerians with practical, income-generating skills that drive self-reliance and productivity across the country,” Olawande said.

Wale Edun calls youth to tap climate finance opportunities

Nigeria’s Minister of Finance, Wale Edun, has called on citizens to work closely with the federal government to drive economic development, stressing that climate finance is now a key area of opportunity for growth.

Mr Edun made this call during the launch of a Guide for Accessing Climate Finance, a toolkit designed to support eco-friendly businesses in attracting investment and tapping into global climate finance. The event was held as a side session of the 31st Nigerian Economic Summit with the theme “Unlocking Climate Finance for Sustainable Growth.”

The launch was supported by the Partnership for Agile Governance and Climate Engagement, a United Kingdom-funded programme, working in collaboration with the Federal Ministry of Budget and Economic Planning and the UK International Development.

Addressing participants, Mr Edun urged young Nigerians to take advantage of new opportunities under the leadership of President Bola Tinubu. He said the current administration has created a fair environment for all Nigerians to contribute to national growth.

“Everybody can now participate. The biggest opportunity of the moment is in climate. The country has changed; it is no longer a place where you need to have connections,” he stated. “The best way to get ahead now is to identify distortions in the economy, address them, and take advantage of opportunities within the rules of the day.”

The minister stressed that the global economy was becoming less empathetic and more inward-looking, adding that it was vital for developing nations like Nigeria to align with new financing models. He pointed out that achieving the Sustainable Development Goals would require massive investment.

“In order to meet the Sustainable Development Goals, the world needs to spend about five trillion dollars annually between now and 2030. We know that the 100 billion dollars promised annually to developing countries for climate action has not been fully met,” he said.

According to him, the Federal Ministry of Finance has already set up a Green Growth Office and Facility to ensure Nigeria stays in line with international financing approaches that support job creation and sustainable development. “There is no point being on a different page from the rest of the world,” he added.

Speaking at the event, Ifeanyi Ugwuoke, national team lead of the Partnership for Agile Governance and Climate Engagement, described climate change as an urgent challenge that requires reliable and accessible financing. He emphasized the importance of providing resources that allow governments and eco-friendly businesses to build infrastructure and push initiatives that would strengthen Nigeria’s climate response.

“We developed the Guide to Accessing Climate Finance to highlight the various funds available for governments and green businesses to tap into,” Mr Ugwuoke explained.

Basil Obasi, a public financial management adviser at the programme, also addressed participants, noting that state governments must take advantage of available opportunities in the climate finance space. He said the initiative was designed to create awareness and encourage states to act more proactively.

“We are supporting climate governance and public sector reforms. Our goal is to show states what resources exist that they are not accessing, and to encourage them to take action. Linking projects to green growth and community economics will help them attract funds, create green jobs, and boost development,” Mr Obasi stated.

In her remarks, Cynthia Rowe, head of development cooperation at the British High Commission, highlighted Nigeria’s potential to lead Africa’s transition to a green economy. She urged the government and businesses to maximize every opportunity in the climate sector.

“The UK Government has a strong relationship with Nigeria. We have decades of partnership in development and people-to-people ties. One of our goals is to serve as a catalyst for Nigeria’s development. Climate finance is a pathway for Nigeria to take control of its own development and destiny. Climate issues are a major concern for Nigeria, and we are committed to supporting its efforts to address them,” she said.

Prof Pantami graduates 250 youths in Gombe with free digital skills

Professor Isa Pantami Foundation has graduated about 250 citizens in Gombe State from all eleven local government areas as Batch 3 participants in Smartphone Repair, Artificial Intelligence Training and Cybersecurity Training. The initiative also included mentorship programs aimed at preparing young people for self-reliance.

The training was free and fully sponsored by Professor Isa Ali Ibrahim Pantami, CON (Majidadin Daular Usmaniyya). According to the Foundation, the vision is to build a generation of job creators rather than job seekers. “Our goal is to empower young Nigerians with digital and technical skills that can make them independent and productive,” the organizers stated.

As part of the empowerment, all participants were provided start-up tools to begin their own workshops along with certificates. The graduation ceremony was held on Monday, 6th October 2025, at Al-Waalidayn Charitable Foundation Headquarters, Pantami, Gombe.

The program is designed to run in batches across the country, with Bauchi expected to host the next round. Organizers confirmed that the selection process is based on merit through an online portal opened before each batch. This ensures that opportunities reach motivated youth across Nigeria.

The Foundation emphasized that such digital skills in cybersecurity, artificial intelligence and smartphone repair can drive employment growth and support innovation.

Katsina local govt becomes 9th LGA in Nigeria to launch website

Katsina Local Government has reached a significant milestone by becoming the 9th Local Government Area out of the 774 across Nigeria to officially launch its own website, a landmark step towards promoting transparency, accountability, and digital governance.

Before this development, only eight LGAs nationwide had active websites. This new achievement places Katsina Local Government among the few forward-thinking councils in Nigeria embracing innovation to improve service delivery and strengthen citizen engagement.

Speaking on the launch, the Executive Chairman, Hon. Isah Miqdad AD Saude, described the initiative as a tool designed to promote openness and better communication. According to him, “the official website was conceived as a platform to foster transparency, accountability, and effective communication between the government and the people.”

The website provides access to official information, updates on government programs, and also offers an avenue for residents to share feedback, inquiries, and suggestions directly with the Council.

This marks a historic first since the creation of Katsina State, as Katsina Local Government becomes the first LGA in the state’s history to establish an official website. The Council emphasized that the move reflects its commitment to modernization, openness, and the use of technology to enhance local governance.

The platform, accessible via www.katsinalg.kt.gov.ng, will serve as a hub for information on projects, policies, tenders, and public services, underscoring the administration’s dedication to inclusive and responsive leadership.

NUT urges FG to restore TRCN funding

The Federal Government has reaffirmed its unwavering commitment to teachers’ welfare, professional growth, and collaboration in the education sector as Nigeria joined the rest of the world to commemorate the 2025 World Teachers’ Day and the President’s Teachers and Schools Excellence Awards. The event, held at the Eagle Square, Abuja, brought together teachers, school administrators, and education stakeholders under the global theme, “Recasting Teaching as a Collaborative Profession.”

The Honourable Minister of Education, Dr. Maruf Tunji Alausa, in his keynote address, emphasized that a collaborative teacher understands that education is not an individual task but a shared responsibility. He explained that teachers who work together and share lesson plans, teaching strategies, and classroom experiences contribute greatly to improving the education system. “A collaborative teacher freely shares lesson plans, resources, and teaching strategies while remaining humble enough to learn from others,” he said.

Dr. Alausa described teachers as the foundation of human capital development and nation-building, noting that the Ministry has introduced several policies, including the National Teacher Policy, to empower and motivate teachers across the country. He said the Ministry is also leveraging digital platforms to connect teachers across states and promote peer learning. “When teachers collaborate and thrive, children learn better, the education system grows stronger, and the nation is assured of a brighter future,” he added.

The Minister commended all stakeholders for achieving positive milestones in improving teachers’ welfare and urged community leaders, teacher unions, parents, and development partners to continue supporting the Education for Renewed Hope Agenda and Sustainable Development Goal 4 on quality education.

In her remarks, the Honourable Minister of State for Education, Prof. Suwaiba Sa’idu Ahmad, stated that the 2025 celebration aligns with the global movement led by UNESCO, ILO, UNICEF, and Education International to recognize the crucial role of teachers in achieving sustainable development. She highlighted that the Ministry is currently implementing several initiatives such as the National Teacher Development Policy (2022), the Digital Literacy and Skills Framework, and the establishment of Professional Learning Communities (PLCs) in schools across Nigeria. These initiatives, she said, aim to strengthen collaboration and improve learning outcomes.

“Teaching must evolve from an isolated practice to a collaborative culture built on trust, openness, and shared responsibility,” Prof. Ahmad said. She added that these efforts will raise teacher quality, professional pride, and excellence while attracting more young talents into the profession.

The Permanent Secretary, Mr. Abel Olumuyiwa Enitan, explained that collaborative teaching has been globally recognized as a powerful tool for improving learning outcomes. He said the Ministry, working with its agencies and state education ministries, is embedding collaboration and continuous professional development into teacher training and classroom practice. He noted that this effort aligns with the 1966 ILO/UNESCO Recommendation on the Status of Teachers, which calls for improved working conditions and support for educators.

In his goodwill message, the National President of the Nigeria Union of Teachers (NUT), Comrade Audu Titus Amba, commended the Federal Government for sustaining the President’s Teachers and Schools Excellence Awards, which were first instituted in 2007 to honor deserving teachers and schools. He expressed gratitude to President Bola Ahmed Tinubu, GCFR, for his continued support for teacher welfare and recognition.

Comrade Amba also urged the Federal Government to revisit the delisting of the Teachers Registration Council of Nigeria (TRCN) from government funding to strengthen its operations and adequately address challenges facing teachers, especially in unity schools. He cautioned against the privatization of education, warning that such a move could increase inequality and limit access to quality education for many Nigerian children.

The highlight of the event was the presentation of awards to outstanding educators and institutions across the country. Katsina State Governor, Malam Dikko Umar Radda, was named the 2025 Best Education Governor for his recruitment of over 7,000 teachers and the implementation of a ₦70,000 minimum wage for teachers in his state. Other honourees included Governors Ahmed Usman Ododo of Kogi State, Sheriff Oborevwori of Delta State, and Ahmadu Umaru Fintiri of Adamawa State for their notable contributions to improving education at the state level.

Mr. Solanke Francis Taiwo of Ansar-Ud-Deen Main School, Kemta–Abeokuta, Ogun State, received the award for Best Teacher and was presented with a brand-new car. Woliwo Primary School, Onitsha, Anambra State, and Onike Girls Junior High School, Lagos, were recognized as Best Primary and Best Secondary Schools, respectively, each receiving a school bus. Mrs. Odenike Fausat Mobolaji of Elepe Community Junior High School, Ikorodu, Lagos, emerged as the Best School Leader, winning a ₦3.5 million cash prize.

The Governor of Akwa Ibom State, His Excellency Pastor Umo Eno, Ph.D, has approved a pension increment of ₦27,000 for all retirees in the State Public Service. The approval takes effect from September 1, 2025, following the conclusion of the verification exercise for pensioners and the implementation of the new minimum wage of ₦80,000.

According to the statement titled “Approval of ₦27,000.00 Pension Increment to Pensioners in Akwa Ibom State Public Service,” the decision reflects the state government’s effort to align pension payments with the new wage structure and ensure that retirees benefit from improved living conditions.

“It would be recalled that His Excellency, the Governor had earlier approved a flat rate increase of ₦15,000.00 for pensioners who retired between 2007 and 2011, and ₦20,000.00 for those who retired before 2007, with effect from 1st April, 2024,” the release stated. The Governor had also been releasing funds monthly to offset the over ₦90 billion in inherited gratuities owed to retirees in the state.

“These approvals by His Excellency, therefore, are to demonstrate his administration’s commitment to improve on the welfare of pensioners in the entire Public Service of Akwa Ibom State,” the statement added.

The increment is expected to boost retirees’ income and improve their financial stability across the state.

Nigeria Customs cbt for inspectorate, assistant holds in 2 days as pre-test ends

The Nigeria Customs Service (NCS) pre-test for all shortlisted Inspectorate and Customs Assistant Cadre applicants comes to an end today, Monday, October 6, 2025, by 11:00 pm.

The online assessment, which began on Saturday, October 4, 2025, has seen candidates across the country participate from different regions. While the test has not been perfect, there are lessons to learn ahead of the main Computer-Based Test (CBT) that will follow. The main exam link, according to officials, will be sent to candidates and uploaded to their dashboards soon.

Nigeriastartupact.ng notes that although there were fewer complaints compared to the Superintendent Cadre exam, many candidates still reported the common issue: “Network error: Unable to connect to server. Please check your internet connection.” Some applicants even took to social media and our platform to express frustration about the network disruptions.

From past experience during the Superintendent exam, candidates are advised to prepare well and plan their schedules. It is particularly important for working applicants to take a day off during the main test. Losing one’s job over an exam that only selects 3,927 out of 286,697 applicants is not worth it.

During the last exercise, there were several changes in schedule. For instance, Batches B and C were shifted to 2:00 PM and 5:00 PM from their original times. The delay was due to heavy online traffic and server glitches as thousands of candidates tried to access the platform simultaneously. Some were even automatically disqualified after the system detected violations of exam rules.

Candidates are urged to follow all examination guidelines. They must read every instruction carefully before starting. Timing begins immediately after verification and commencement. A stable and fast internet connection is essential to avoid disconnection. Laptops or desktops are the only accepted devices; mobile phones are not allowed.

Participants must ensure their camera and microphone are functional and keep their devices fully charged or plugged in. Many candidates were logged out in the last test due to sudden shutdowns. The NCS also warns that candidates should stay in a well-lit, quiet environment, as both sound and motion are being monitored.

Faces must remain visible throughout the test. Any detection of a different face will result in automatic logout. Candidates on Level 08 and above may have additional stages after this phase. Once all questions are completed, applicants should click “Submit.”

The main exam, which is the second CBT link, is expected to begin two days after the pre-test, meaning Thursday, October 9, 2025. However, the CBT links could be released as early as Wednesday if Customs decides to move ahead of schedule.

FCSC set to conduct CBT exam for shortlisted candidates

The Federal Civil Service Commission (FCSC) has remained quiet for some time, but recent developments suggest that activities are ongoing. There have been growing rumors about an upcoming computer-based test (CBT) for shortlisted applicants under the ongoing FCSC recruitment exercise.

Contrary to widespread speculation, the recruitment process has not been abandoned. Reliable sources within the Commission confirmed that once all necessary preparations are finalized, qualified applicants will be contacted for the next phase, which is the CBT.

The Federal Civil Service Commission had officially released the list of shortlisted candidates for its 2025 recruitment exercise on July 17, 2025. Candidates whose names appeared on the list were directed to log into their dashboards and complete the Shortlisted Candidates Form. The form required them to provide details such as disability status, preferred examination center, and additional academic qualifications.

On August 9, 2025, the Commission sent SMS notifications to shortlisted applicants instructing them to update or confirm their examination centers before August 12. This step indicated that the exams will be conducted in centers chosen by candidates. Since the Commission has already adopted a CBT format, the test is expected to follow that model.

However, reports suggest that the recruitment team may consider using a similar examination model to the one used by the Nigeria Customs Service (NCS), which allowed candidates to take their CBT exams remotely. Hopefully, the team is working to make sure that the examination experience will be better than what we have seen in the NCS CBT.

The delay in the FCSC recruitment exercise may be linked to the Commission’s ongoing internal activities. Recently, the FCSC conducted an online promotion accreditation examination for officers on levels 14 to 16, which ran from Friday, September 12 to Sunday, September 28, 2025.

In addition, the Commission is set to conduct a personnel audit and skills gap analysis between October 16 and November 14, 2025, as part of its effort to reposition its workforce.

For now, the key point is that every shortlisted applicant who successfully updated their profile will be eligible to participate in the forthcoming examination.

Circular claims presidency plans 2025 civil service promotion exams

A new circular reportedly circulating online from the Office of the Head of the Civil Service of the Federation (OHCSF) has outlined the details for the conduct of the 2025 Promotion Examination for civil servants across various Ministries, Departments, and Agencies (MDAs). The circular, dated October 3, 2025, and signed by the Permanent Secretary, Career Management Office, was addressed to top federal government officials, including the Chief of Staff to the President, the Secretary to the Government of the Federation, and the Chairman of the Federal Civil Service Commission.

According to the document titled “CONDUCT OF 2025 PROMOTION EXAMINATION FOR OFFICERS ON GRADE LEVELS 06–13 UNDER THE COMMON POOL OF THE HEAD OF THE CIVIL SERVICE OF THE FEDERATION,” the process has already commenced. The circular stated that MDAs are to forward Vacancy Returns, PMS/APER Scores, and Eligibility Lists of Officers “duly completed on the attached Template OHCSF-EMD (2025).”

The circular further explained that the field of selection is open to officers who have reached the required maturity on their posts as of January 1, 2025. It noted that “Officers on SGL 06 must have spent a minimum of two (2) years on the post by 1st January 2025, meaning their last promotion must have occurred on or before 1 January 2023.”

For officers between Grade Levels 07 and 13, the circular stated that “a minimum of three (3) years on the post by 1st January 2025” is required, which implies the last promotion should have been on or before January 1, 2022. It added that “only officers who meet these requirements and are not under any disciplinary action shall be eligible for the exercise.”

The 2025 promotion exercise, according to the circular, covers various pool cadres. These include Administrative Officers, Computer Engineers, Confidential Secretaries, Data Processing Officers, Executive Officers, Education Officers (OHCSF), Librarians, Library Officers, Planning Officers, Programme Analysts, Statistical Officers, Statisticians, Procurement Officers, Store Verifiers, and Store Officers.

The circular also provided clear instructions to MDAs on how to prepare their returns. It directed that “all particulars should be entered in capital letters only,” while “surnames should come first, followed by first and other names.” Dates, the circular added, must follow the “dd/mm/yyyy” format.

It further stated that “the state or location of each staff must be clearly indicated (e.g., Abuja, Lagos, Kaduna, Calabar, Bauchi, Enugu).” MDAs are also required to “clearly indicate officers currently on study leave, with or without pay, or on leave of absence, stating the effective date and expected date of resumption.”

The circular cautioned that “names shall not be added to the seniority list at accreditation venues,” and emphasized that “any officer not presented on the MDA’s final submissions shall not be accredited for the examinations.” It warned that “any submissions not in line with the above specifications shall not be processed.”

To ensure proper validation, it explained that all submissions will be checked against Integrated Payroll and Personnel Information System (IPPIS) records. The statement added that “any discrepancies noticed will be referred back to the MDA concerned,” and stressed that “submissions received after the deadline, or containing ineligible officers, shall not be entertained.”

For the format of submissions, the circular directed that “all returns must be made in Excel format, both soft and hard copies,” and must be “authenticated by the Director (Admin/HRM) of the relevant MDA.” It added that “submissions should reach the Permanent Secretary, Career Management Office (CMO), on or before Friday, 17th October 2025.”

The circular concluded with an instruction to treat the matter as urgent. “Please treat as urgent and bring the contents of this circular to the attention of all concerned officers,” the Permanent Secretary stated.

Although the authenticity of the document circulating on social media platforms, especially Facebook, has not been officially confirmed by the Office of the Head of the Civil Service of the Federation, the information has sparked interest among federal civil servants who are due for promotion.
