FG, China deepen biotechnology ties, focusing on agriculture, others

The Director General of the National Biotechnology Research and Development Agency (NBRDA), Prof. Abdullahi Mustapha, on Tuesday hosted the Minister Counsellor of the Embassy of the People’s Republic of China, Wang Yingqi, and the Deputy Director of its Economic and Commercial Section, Cai Xinfa, at the agency’s headquarters in Abuja.

The visit was centred on strengthening bilateral cooperation between Nigeria and China in biotechnology, with emphasis on agriculture, healthcare, and scientific research. Discussions highlighted the importance of joint initiatives to drive development in these sectors.

Prof. Mustapha underscored the crucial role of biotechnology in solving Nigeria’s socio-economic challenges, particularly food insecurity and limited access to healthcare. He detailed the agency’s research breakthroughs and ongoing initiatives designed to support sustainable national development, noting the significant market potential of these advancements.

The Director General also referred to the agency’s recent Memorandum of Agreement with Shanghai Haiqi Ltd to establish Nigeria’s first insulin manufacturing facility, describing it as a breakthrough for the health sector. According to him, the initiative will save lives while reducing the country’s reliance on expensive imports. “This is just the beginning. We are eager to deepen cooperation with China in agriculture and other key areas,” he stated.

Minister Counsellor Wang Yingqi praised the agency’s achievements in applying biotechnology to national development. He described the insulin agreement as “a good beginning for our operations” and assured that he would facilitate connections between NBRDA and top Chinese research institutions and companies to broaden areas of collaboration.

Deputy Director Cai Xinfa stressed the need for joint research projects between NBRDA and Chinese institutions. He further pointed out the importance of upgrading NBRDA laboratories to boost research capacity, innovation, and productivity.

The visit reaffirmed Nigeria-China relations in science and technology, with both sides agreeing that stronger cooperation in biotechnology will advance food security, improve healthcare, and foster economic growth.

Abia State releases 2025 SS2 MCPE result, 28080 pass out of 31046

The Abia State Ministry of Basic and Secondary Education has released the 2025 SS2 Mandatory Central Promotion Examination (MCPE) results. According to Kanu U. P. (Mrs), Director of the Examinations Development Centre, “out of 31,046 candidates, 28,080 passed while 2,966 did not meet the promotion requirement.” This represents a 90.45 percent pass rate and a 9.55 percent failure rate.

Kwara Senator, SMEDAN disburse N100,000–N500,000 grant to artisans

Senator Saliu Mustapha, representing Kwara Central, has supported over 300 small-scale business owners, craftsmen, and artisans in his district through a multi-million naira empowerment programme.

The initiative, carried out in partnership with the Small and Medium Enterprises Development Agency of Nigeria, provided each beneficiary with funds ranging from N100,000 to N500,000. According to the lawmaker, the programme aims to strengthen small businesses, create jobs, and promote economic independence among constituents.

Speaking during the event, Mustapha’s Director General for Ilorin East, Hon. Bashirat Kolawole, said the grants were aimed at uplifting entrepreneurs and helping them expand their businesses. She noted that the senator has consistently championed initiatives that make his constituents self-reliant rather than dependent.

A political analyst, Comrade Lanre Ishowo, commended Senator Mustapha as a genuine philanthropist who has positively affected countless lives across Kwara Central.

The SMEDAN representative, Mr. Marvelous Atta, described the programme as a major milestone in empowering skilled workers across the district. He said: “Craftsmen and small business owners that are the ‘lifeblood of the economy’ are often hindered by limited access to capital, inadequate training, and lack of modern tools. Ogun development programme empowers 17264 farmers

Ogun State government has announced that its Value Chain Development Programme (VCDP) has directly impacted 17,264 beneficiaries across eight local government areas.

Bolu Owotomo, Commissioner for Agriculture and Food Security, made this known on Tuesday in Abeokuta during a policy engagement and stakeholders’ forum on the Gender Action Learning System (GALS).

The VCDP is a federal government initiative, funded by the International Fund for Agricultural Development (IFAD) in collaboration with the Ogun government and farmers’ organisations. It was created to support smallholder farmers in rice and cassava value chains, helping them increase productivity to strengthen food security and boost economic growth.

According to Mr Owotomo, the beneficiaries included 7,433 men, 4,906 women, 2,941 male youths, and 1,984 female youths. He explained that 15,000 of them were rice and cassava producers, while more than 100 others were engaged as processors and marketers.

“Yields have improved impressively; rice productivity has more than doubled from 1.5 metric tonnes to 3.1 metric tonnes per hectare. While cassava yields rose from 18 metric tonnes to 33 metric tonnes per hectare,” he said.

The commissioner highlighted that one of the strongest aspects of the programme was its focus on gender equity and social inclusion through GALS. “As the programme gradually winds down, we are called to ensure that the seeds of transformation it has planted continue to flourish across our communities,” he said.

Mr Owotomo stressed that the Ogun government remained committed to agriculture as a cornerstone of economic development, noting that food security and agribusiness remain central to the state’s growth strategy.

In her presentation, the acting programme coordinator, Abiola Sobukola, said GALS had recorded transformative results among beneficiaries, including more women actively taking part in household decision-making. She called on policymakers and stakeholders to expand its use in the state.

Waliu Owode, chairman of the Ogun House of Assembly Committee on Agriculture, added that the assembly would continue to enact gender-friendly laws to support farmers and promote agricultural development.

Katsina LG chairman flags off SMEDAN training for 140 entrepreneurs

The Chairman of Katsina Local Government, Hon. Isah Miqdad AD Saude, has launched a training programme for 140 selected entrepreneurs from Arewa “A” Ward, in collaboration with the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN).

Speaking at the ceremony held at the council secretariat, Hon. Miqdad said the initiative was designed to empower small-scale business owners with modern skills to improve their trades. He explained that financial support would be provided to participants after completing the training.

“This programme is organized in partnership with SMEDAN to help you upgrade your businesses. Funding support will follow after the training. We are using Katsina Local Government funds to implement this, contrary to claims by opposition that the state government does not give councils their full entitlements,” he said.

The chairman stated that the exercise was a clear demonstration of Governor Malam Dikko Umar Radda’s commitment to granting local governments full autonomy in managing their resources. He urged the beneficiaries to apply the skills learned in their business activities and assured that other constituencies in the council would also benefit from similar programmes.

Also speaking, Alhaji Baffa, the Katsina State Coordinator of SMEDAN, said the training was aimed at equipping small business operators with the knowledge to expand and sustain their ventures. He emphasized that supporting small-scale enterprises remained crucial for economic growth and job creation.

The event included paper presentations, lectures, and interactive sessions led by SMEDAN officials, focusing on strategies to strengthen small businesses and improve financial management.

Men and women entrepreneurs from Arewa “A” Ward attended the training and expressed optimism that the programme would help boost their businesses through access to new skills and financial empowerment opportunities.

FG unveils ward-based development plan with EU support

The Federal Government says it is banking on a new Ward-Based Development Programme to deliver inclusive growth at the grassroots level, aligning it with the European Union’s Global Gateway Investment Strategy.

The Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu, disclosed this in Abuja at a one-day seminar on “Advancing Sustainable Development through the EU–Nigeria Development Cooperation and Instruments of Innovative Financing.”

Senator Bagudu explained that the initiative represents a bottom-up approach to governance that ensures every Nigerian community has access to essential services, infrastructure, and opportunities. “The Ward Development Programme is designed to bridge the gap between policy and people, while promoting inclusiveness, accountability, and sustainability,” he said.

He noted that the programme aligns with the EU’s focus on green transition, digital transformation, human capital, and resilient infrastructure. According to him, Nigeria’s ongoing reforms under President Bola Ahmed Tinubu’s Renewed Hope Agenda are already stabilising the economy. However, he admitted that citizens are facing temporary hardships.

Bagudu assured that fiscal gains from the reforms will be equitably redistributed to cushion the effects, especially for the most vulnerable households. He added that targeted investments in infrastructure development, renewable energy, digital economy, and education would help strengthen long-term growth.

The minister praised the EU’s €900 million financing package covering energy, health, education, social protection, and peacebuilding, describing it as critical support for Nigeria’s national development goals. He pointed to the Emi Eko Project as a model of how EU-backed investments are already transforming livelihoods through climate-resilient and inclusive outcomes.

He stressed that the seminar was aimed at consolidating gains from the EU–Nigeria partnership by creating a structured framework for bankable projects, enhancing cooperation between government agencies, and ensuring accountability in the use of resources.

“With innovative financing models and strong cooperation, we can transform Nigeria’s development landscape one ward at a time,” Bagudu affirmed.

FG considers furniture and design training for PAP beneficiaries

The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, on Monday, visited the Julius Berger Nigeria Plc Associated Furniture Producers (AFP) Showroom and its industrial factory in Abuja as part of his effort to deepen the implementation of the programme’s objectives.

Otuaro also toured PrimeTech, an international firm known for sustainable design and construction of buildings, industries, civil structures, roads and infrastructure.

He was conducted round the facilities by the General Manager of Julius Berger Nigeria Plc AFP, Oliver Cohnen, and the company’s Head of Corporate Security and Compliance, Poul Nielsen.

The PAP Administrator was accompanied by his Technical Assistant, Edgar Daniel; Special Assistant, and the PAP’s Head of Vocational Training Unit, Lambert Daunemighan, as well as the Head of Special Projects, Victor Ebikonte.

Speaking during the visit, Otuaro said the move was aimed at exploring avenues for the PAP to carry out high-quality training of ex-agitators and beneficiaries in furniture and woodwork, alongside sustainable architectural design and engineering solutions with global standards.

He explained that his goal was to ensure that beneficiaries of industrial-scale training would apply the vocational skills and knowledge they gain to add value to the socio-economic development of the Niger Delta and Nigeria.

According to him, “My interest is that our youths have to add value to the social-economic growth of the Niger Delta and that of the country. They can do this effectively when they acquire high-quality training that will make them to be useful to themselves, the region and the nation.”

Otuaro noted that when ex-agitators and other beneficiaries are equipped with the right expertise in a structured environment, they will be able to produce products that meet international standards and have high market demand.

He expressed satisfaction at the quality of the finishing, creativity and exquisite outlook of the furniture he saw during the tour, stressing their durability and international appeal.

He added, “I decided to undertake the visits to these facilities to enable me to see things for myself to be able to take the right decision on the vocational initiative I have for ex-agitators and beneficiaries of the PAP in the areas of furniture and woodwork, and designs.

“I am pleased with the top-class industrial equipment, high-quality furniture and the huge factory I have seen here and the fact that they have international appeal. This means that if our people are able to acquire the right vocational skills here, they will be able to produce furniture of international standards.”

The PAP Administrator emphasized that President Bola Tinubu had given him a mandate to take the programme directly to the people of the Niger Delta.

He described seeking the right facilities to train and retrain many youths in critical vocational trade areas as one of the key steps toward realizing the president’s vision.

He concluded, “His Excellency, President Bola Ahmed Tinubu, GCFR, gave me a mandate to take the programme to the people, and that is what I am doing. This initiative is part of the deliberate plans to achieve that mandate.”

Foundation distributes seeds in Yobe, unveils seed bank plan for farmers

The Nigerian Conservation Foundation (NCF) on Tuesday distributed improved crop seeds to farmers in Maja-kura community, Nguru, and announced plans to establish a seed bank to strengthen agricultural productivity in Yobe State.

Mr Harry Junior, Coordinator of the NCF Hadejia-Nguru Wetlands Conservation Project, said the exercise was part of a United Nations Development Programme (UNDP)-supported climate change adaptation initiative. He explained that the seeds, which include soybean, cowpeas, sorghum and millet, would be stored in the seed bank since the planting season had ended, ensuring that farmers could access them in subsequent farming periods.

“The initiative will also serve as an exchange, where farmers provide crop residues after harvest in return for seedlings. The residues will then be processed into animal feed and packaged, creating additional income for communities,” Junior said.

He added that the programme would engage youths in processing the animal feed, while women would handle packaging and sales, thereby strengthening household income. According to him, the project is designed to promote empowerment, skill acquisition and sustainable income generation, while also addressing youth restiveness and reducing women’s redundancy in the region.

Also speaking, Dr Michael Nkereuwem, a senior lecturer in the Department of Crop/Soil Science at the Federal University Dutse, highlighted the benefits of adopting improved seed varieties as part of climate change adaptation. He guided farmers on the planting methods, benefits and maturity periods of the improved crops, emphasizing how they could improve yield and resilience against pests and diseases.

The event attracted key stakeholders, including officials from the Yobe Ministry of Agriculture, Nguru Local Government Area, Yobe Ministry of Environment and traditional leaders from the benefiting communities.

In his remarks, Al-amin Umar, Deputy Director of Agriculture in Nguru Local Government, commended the initiative and praised the quality of seeds distributed.

“I am very impressed with the Nigerian Conservation Foundation. They have lived up to their promise to support multiple communities in Nguru Local Government,” Umar said. He noted that the distributed seeds were resistant to pests and diseases, and that farmers had been trained on appropriate planting methods such as seed spacing and the number of seeds per hole.

Katsina allocates N100bn for NG-CARES programmes, MSME support

Katsina State Government has announced that it has set aside more than N100 billion for the implementation of various programmes under the Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES) scheme.

The intervention programmes, which are being carried out across the country, are designed to tackle challenges around food security, potable water, healthcare, education, and the provision of small grants to households for livelihood projects.

Confirming the development, Ibrahim Kaula Mohammed, chief press secretary to the Governor of Katsina State, issued a statement on Monday, as reported by BusinessDay. Governor Dikko Radda made the disclosure during a two-day National Retreat on NG-CARES. The retreat, which had the theme “Building a Sustainable NG-CARES Programme: The Role of the National Assembly,” brought together lawmakers from both the federal and state levels, development partners, and community stakeholders.

Governor Radda described the NG-CARES initiative as financial support to help households navigate economic hardship. He urged participants at the retreat to come up with innovative solutions to protect the poor, empower youth, and build resilience in both rural and urban communities.

He further highlighted the progress made by the state through initiatives in climate-smart agriculture, skills training, and support for micro, small and medium enterprises (MSMEs). According to him, these efforts are revitalising local economies, promoting self-reliance, and creating opportunities for inclusive growth. He assured that his administration would continue to invest in these programmes to deepen their impact.

In his remarks, Lukman Mudassir, who represented the Speaker of the House of Representatives, Abbas Tajudeen, commended the Katsina State Government for settling all outstanding pension arrears. He also noted that the state had become a model of accountability, pointing out that the House of Representatives had set up a dedicated Committee on NG-CARES/CSDP to ensure that social protection reforms reach every vulnerable Nigerian.

Also speaking, Abubakar Yahya Kusada, Chairman of the House Committee on NG-CARES, recalled the different interventions introduced during the COVID-19 crisis to support households, farmers, MSMEs, and vulnerable groups. He praised Governor Radda for strengthening the Community and Social Development Agency (CSDA), describing it as a strong vehicle for poverty reduction.

Kusada revealed that the National Assembly had made provisions in the federal budget to support the implementation of NG-CARES programmes nationwide, ensuring both continuity and predictable funding. He disclosed plans for the creation of a centralised digital dashboard that would provide real-time updates on programme implementation across states.

“The vision is clear — to transform NG-CARES into a fully institutionalised, sustainably funded, and nationally owned programme,” he said.

In a goodwill message, World Bank representative Pami Ade acknowledged the difficult reality of poverty in Nigeria but expressed confidence that structured interventions like NG-CARES were designed to address these challenges. He commended Katsina’s ward-based model, which allocates at least N10 million to every community for priority projects such as schools, clinics, roads, and agricultural inputs.

“This is true community-driven development. Proper use of funds encourages more support, addresses food insecurity, and reduces frustrations that often fuel violence,” Ade said. He called for stronger laws and institutional frameworks to secure the future of NG-CARES, recommending that Katsina’s approach should be replicated nationwide.

The retreat was attended by development partners, traditional rulers, state commissioners, and civil society groups. Discussions focused on strategies to institutionalise NG-CARES, promote transparency, and strengthen Nigeria’s social protection system.
