FG PAP seeks NCC partnership on beneficiaries empowerment

The Presidential Amnesty Programme (PAP) has called for collaboration with the Nigerian Communications Commission (NCC) to create engagement opportunities for ex-agitators and beneficiaries of the programme.

During a courtesy visit to the Executive Vice Chairman and Chief Executive Officer of the NCC, Dr Aminu Maida, in Abuja on Thursday, the PAP Administrator, Dr Dennis Otuaro, said the commission’s support would strengthen the post-training empowerment scheme of the programme.

Otuaro explained that many of the beneficiaries of the PAP have completed formal education and vocational training in relevant fields, making them qualified to contribute to national growth and development.

According to him, the programme has produced a pool of skilled human resources that can be utilised for the socio-economic advancement of the Niger Delta and Nigeria.

He said, “We are on a mission to seek support and collaboration with government agencies like the NCC to see how some of them can be engaged so that they can contribute their quota to national development.

The whole scope of the programme centres on national and human security where the beneficiaries are trained in formal education and vocational skills, including information technology. Many persons have been trained in various professional fields.”

The PAP boss added that over 18,000 persons have been trained under the initiative and are ready to be engaged.

“These are potential human resources that should be harnessed for national development. By the design of the programme, we have the post-training, employment and empowerment component. So we have an army of human resources that will contribute to national growth when engaged. We also have persons with doctors of philosophy (PhDs) that can be easily engaged, and that is the essence of the human capacity development that we carry out,” he said.

In response, Dr Maida assured that the NCC is committed to supporting initiatives that promote human capacity development and provide equal opportunities. He noted that interventions must show value to ensure lasting impact.

Maida also stressed the importance of infrastructure security to protect digital assets and maintain nationwide digital connectivity, which is key to economic development and inclusive growth.

Lagos launches maiden Eko arts and crafts competition

The Lagos State Government has introduced a new initiative aimed at using the creativity of young people to celebrate heritage and shape the state’s cultural identity.

Speaking at a press briefing on Thursday, the Senior Special Assistant to the Governor on Tourism, Arts and Culture, Damilola Ayinde-Marshal, Esq., announced the launch of the Maiden Eko Arts and Crafts Competition.

The event is designed to give secondary and tertiary school students a platform to showcase their artistic gifts and explore opportunities in the creative industry.

Describing the competition as “a golden opportunity” for young Lagosians, Ayinde-Marshal said it would help transform their passion into productive careers.

She noted, “Within our classrooms are young artists, sculptors, and creative thinkers whose gifts must not only be encouraged but also refined, celebrated, and projected to the world. This competition reflects the vision of Governor Babajide Sanwo-Olu, under the T.H.E.M.E.S Plus agenda, to position Lagos as the cultural and entertainment hub of Africa.”

She explained that the initiative goes beyond talent discovery, adding that it would provide mentorship, exhibitions, and potential partnerships for students. The competition also aims to foster entrepreneurship within the creative sector while promoting Lagos’s cultural identity through both modern and traditional art forms.

Ayinde-Marshal highlighted the importance of arts and crafts as a tool for storytelling and heritage preservation. “By promoting arts and crafts, we are not only encouraging creativity but also safeguarding the cultural wealth of Lagos State,” she said.

NYC to partner FG to tackle youth unemployment

Newly elected President of the Nigerian Youth Congress (NYC), Comrade Annum Jethro Terhile, has pledged to partner with federal government agencies, private sector players, and international organizations to tackle youth unemployment in Nigeria through empowerment and skill acquisition programmes.

Speaking shortly after his inauguration alongside the NYC executive members at the weekend in Abuja, Comrade Jethro emphasized that unemployment remains one of the major issues confronting the Nigerian youth.

He was inaugurated by the Dr. Yakubu Shendam-led Board of Trustees (BOT) following his election at the 2025 National Convention of the Congress.

In his acceptance speech, Jethro assured that under his leadership, the NYC would not only work to create jobs but also nurture job creators. According to him, “The future of Nigeria lies in the hands of its youth. An unempowered youth is not only a minus but a danger and threat to the country.”

He stressed that his administration would prioritize collaborations with the government at all levels, reputable development partners, and the private sector to build sustainable youth empowerment programmes.

He highlighted plans that range from vocational training centers to entrepreneurship hubs, technology innovation labs, and agricultural empowerment projects, ensuring that every young Nigerian is carried along regardless of tribe or religion.

Jethro further noted that despite a slight drop in youth unemployment from 8.00 percent to 7.50 percent, a lot more needs to be done to address the challenges faced by young people, including underemployment, limited opportunities, and lack of platforms to showcase their talents.

He described this situation as “the Nigerian youth question,” which must be solved to secure the nation’s future.

He assured youths of an inclusive leadership style that would amplify their voices, value their ideas, and unleash their potential. “To the teeming Nigerian youths: this is your Congress. Your dreams, your struggles, and your aspirations will shape our journey. I promise an inclusive platform where your voices will be heard, your ideas will be valued, and your potential will be unleashed,” Jethro said.

“Together, we will work to ensure government policies align with the needs of our youth, fostering an environment where innovation, creativity and hard work are rewarded.”

He also extended an invitation to stakeholders and partners to join hands with the NYC to provide youths with the resources they need to succeed.

“To my fellow leaders, stakeholders, and partners, I extend a hand of collaboration. Let us unite in building a Nigeria where no youth is left behind, where every young person has the tools to succeed, and where our collective energy transforms challenges into opportunities,” he stated.

Earlier, Dr. Shendam charged the new NYC leadership to negotiate better deals with politicians across party lines ahead of the 2027 elections to improve the welfare and prospects of young Nigerians. He stressed that youth empowerment and access to opportunities must remain at the heart of national policies.

Other speakers at the inauguration praised the process that produced the new leadership of the NYC and encouraged the executives to remain focused on pursuing programmes that would improve the lives of young Nigerians.

Tinubu orders 3,780 NIMC staff training, approves salary, benefits

President Bola Tinubu has directed the National Identity Management Commission (NIMC) to implement a nationwide training programme for its 3,780 employees across all staff levels.

In a statement released over the weekend in Abuja, Kayode Adegoke, NIMC’s Head of Corporate Communications, said the initiative follows the President’s directive to strengthen capacity in Ministries, Departments, and Agencies for improved service delivery.

The training is ongoing simultaneously across the 36 states and the Federal Capital Territory, Abuja. “This is the first time in NIMC’s history that all staff are undergoing structured training in line with a presidential directive,” Adegoke said.

Before now, staff training had received limited attention within the Commission. However, with the appointment of Abisoye Coker-Odusote as Director General and Chief Executive Officer, the Commission has seen major progress in workforce development and staff support.

At the state and local government levels, staff have either completed or are participating in sessions aimed at enhancing skills and aligning tasks with national priorities.

Alongside the training programme, the Director General has introduced several support measures. These include the distribution of more than 2,500 enrollment devices to offices nationwide, a 25 to 35 percent salary increase approved by the Federal Government, additional transport allowances, and the provision of free staff buses for personnel at the headquarters.

Employees have praised the reforms, crediting them with boosting morale and improving working conditions. They also acknowledged the leadership of Coker-Odusote in providing the tools and resources needed to deliver efficient identity management services.

FCT pushes youth empowerment skills, entrepreneurship training

The Acting Executive Secretary of the FCT Primary Health Care Board, Dr Ruqaiyat Wamako, has called for renewed efforts in empowering young people with life skills and entrepreneurship training to secure their future.

She made this known during the closing ceremony of the Empowering Future Community Dialogue organised by Pathfinder International with support from Organon under the Empowering Futures Project. The initiative targets adolescents and young people between the ages of 10 and 24 years, both in and out of school.

Dr Wamako said young people are leaders of today and tomorrow, stressing the need to equip them with practical skills beyond classroom knowledge.

She explained that entrepreneurship remains key to addressing unemployment, noting that young Nigerians should learn to create opportunities for themselves instead of waiting for white-collar jobs.

According to her, promoting locally made products, including food and sanitary items, is vital in reducing dependence on foreign goods and in tackling malnutrition in communities.

She also urged parents, especially mothers, to engage their children in productive activities and closely monitor their use of mobile phones, warning that exposure to harmful online content poses serious risks to youth development.

Earlier, the Regional Portfolio Director of Pathfinder International, Dr Amina Dorayi, reaffirmed the organisation’s commitment to adolescent health and community development in Nigeria. She commended the partnership with the FCT Primary Health Care Board, saying it has consistently demonstrated leadership in improving healthcare delivery and protecting lives.

“We have worked with the FCT Primary Health Care Board not only on this intervention but on many other projects, and they have shown the willingness to improve healthcare delivery, prevent ill health, and protect the lives of our people,” Dr Dorayi said.

She expressed appreciation to traditional rulers, community elders, and parents for their support in opening doors for youth engagement and collaboration.

Describing young people as the future of Nigeria and Africa, she urged communities and families to continue supporting adolescents in building life skills and becoming responsible citizens.

The Pathfinder portfolio director further noted that the organisation, which has operated in Nigeria for nearly six decades, will continue to support government and communities in areas such as maternal, newborn and child health, HIV/AIDS reduction, and adolescent wellbeing.

According to her, the Empowering Futures initiative, supported by Organon, is aimed at strengthening community systems while equipping young people with knowledge and skills to thrive. She also called for sustainability of the programme at community level, noting that Pathfinder International will continue to provide technical support and monitor progress.

Dr Dorayi added that the goal is to see young beneficiaries surpass the achievements of the present generation in service to their communities and the nation within the next decade.

In their goodwill remarks, representatives from the Federal Ministry of Health and Social Welfare, Ms Aiyemo Theresa, and the Gwarimpa Community District Head, Alhaji Umar Bayero, commended Pathfinder International for the initiative.

They also reaffirmed their commitment to adolescent health in the Federal Capital Territory through effective collaboration.

The Empowering Futures Project focuses on addressing the health and social needs of adolescents through dialogue, mentorship, and community-driven solutions.

The All Progressives Congress National Youth Wing has launched an internship programme designed to train young Nigerians in politics, governance, and leadership.

According to a statement shared on X by APC National Youth Leader, Dayo Isreal, the initiative aims to give young people practical experience in national youth projects while building leadership and professional skills.

Isreal confirmed that the application portal opened on Friday, September 12, and will close on Friday, September 19, 2025. He added that the programme is scheduled to take place in Abuja.

“For individuals with a passion for politics, governance, and youth empowerment,” the statement read.

The Youth Wing explained that the internship would also serve as a platform for participants to grow their networks. “Gain hands-on experience, build leadership and professional skills, and also network with policymakers and youth leaders,” it stated.

Cross River has no claim to Akwa Ibom’s 76 oil wells – Victor Attah

Former Governor of Akwa Ibom State, Obong Victor Attah, has dismissed Cross River State’s claim to 76 oil wells, stating that Akwa Ibom owes them nothing. Speaking on ARISE TV on Thursday, September 11, 2025, Attah explained that Cross River lost its status as a littoral state following the ceding of Bakassi to Cameroon under the International Court of Justice ruling and the Green Tree Agreement.

“The only reason Cross River was ever regarded as a littoral state was because it had direct access to the Atlantic Ocean through Bakassi. But with the ICJ ruling and the Green Tree Agreement, Bakassi was ceded to Cameroon. That immediately left Cross River landlocked, with only a few islands, and therefore no longer a littoral state,” he said.

According to Attah, the consequence of the ICJ judgment was that all oil wells in Bakassi were lost to Cameroon.

He emphasized that official maps clearly show that the Nigeria–Cameroon boundary meets Akwa Ibom’s boundary before reaching the sea. “By law and geography, Cross River no longer qualifies as a littoral state,” he noted.

He further stressed that being located on a river does not make a state littoral. “Benue sits on the Benue River, Niger on the Niger River, Kogi at the confluence of the Niger and Benue, and Cross River State itself on the Cross River, but none of them are littoral. Littoral status depends strictly on access to the sea, not rivers or naval bases,” Attah said, adding that Akwa Ibom does not owe Cross River any 76 oil wells.

On reports of a ₦500 million payment to Cross River, the former governor clarified that no such deal was made under his administration. “If such an agreement was reached, it was after my administration. During my tenure, Cross River went to court hoping to gain oil wells from the ICJ decision. But when the judgment went against them, they withdrew the case. I countersued and insisted that the Supreme Court and Federal Government uphold the ICJ ruling. The Court affirmed that Cross River is not a littoral state,” he explained.

He argued that oil wells belong strictly to the state in whose territory they are located. “If they lie within Akwa Ibom boundaries, they belong to Akwa Ibom. Nobody has ever provided proof that Akwa Ibom is drawing revenue from Cross River oil wells. Boundaries decide ownership, not sentiment,” he said.

Addressing calls for a political solution, Attah recalled that he once suggested a compromise. “I once suggested a political compromise, even proposing that portions could be shared, but Cross River rejected it and chose to rely on the courts. When the Supreme Court judgment did not favor them, they withdrew, and I obtained judgment in Akwa Ibom’s favor,” he said.

“To now suggest that Akwa Ibom should ‘dash’ Cross River oil wells is like asking Zamfara to give away its gold mines. Oil wells are not gifts, they are tied to land. Unless Nigeria’s boundaries are to be redrawn, which is unthinkable, there is no basis for negotiation,” Attah concluded.

FG mandates TRCN, assigns NTI to teacher training role

The Federal Government of Nigeria has announced a major realignment of the roles and responsibilities of the Teachers Registration Council of Nigeria (TRCN) and the National Teachers’ Institute (NTI) as part of reforms to strengthen the teaching profession, streamline education delivery, and ensure high-quality learning for every Nigerian child.

Speaking on the reform, the Honourable Minister of Education, Dr. Maruf Tunji Alausa, CON, said the move reflects the Ministry’s aggressive agenda to restructure its agencies in line with President Bola Ahmed Tinubu, GCFR’s Renewed Hope mandate, to provide the highest standard of education across the country.

Under the new framework, the NTI will return to its core mandate of in-service teacher training and continuous professional development at the foundational, basic, and post-basic levels, while the TRCN will focus exclusively on regulating the teaching profession and licensing qualified teachers nationwide.

In line with this reform, the Federal Government has introduced new welfare terms and operational guidelines for both agencies in key areas including teacher licensing and registration, professional development requirements, monitoring and compliance mechanisms, teacher welfare and benefits, as well as curriculum and professional practice standards.

“Going forward, no teacher will be allowed to stand before a Nigerian classroom without proper registration and licensing by TRCN. This ensures that every child is taught by competent, professional teachers who meet the highest standards,” Dr. Alausa stated.

The Minister explained that both agencies now have new operational guidelines to enhance governance, oversight, and accountability. Key provisions for TRCN include mandatory teacher registration and licensing, digital integration with the national Education Management Information System, and strict enforcement of ethics and discipline within the profession.

The NTI, on its part, will serve as the national implementing body for distance-based teacher training programmes, while ensuring its courses align with approved standards and frameworks.

Dr. Alausa described the reform as “a big day for the Nigerian child,” emphasizing that the restructuring will sustain ongoing progress in teacher quality and educational outcomes.

He reaffirmed the government’s commitment to embedding professionalism in teaching, expanding access to continuous professional development, and enforcing compliance across all levels of education.

“This reform is about results and sustainability. It is about building a future where Nigerian children are taught by the best, prepared for the best, and supported by the best. We are consolidating progress to ensure sustainability, capability, and accountability in our teaching workforce. It is Renewed Hope in action,” the Minister said.
