Edo launches free skills programme for women and girls

September 9, 2025 – The Women Helping Women Initiative, in collaboration with the Office of the Edo State First Lady, the Ministry of Women Affairs, the Edo State Diaspora Agency and other partners, has launched a programme designed to equip women and girls with creative and entrepreneurial skills at no cost.

The initiative aims to promote inclusive growth and improve economic opportunities across Edo State.

Speaking during her goodwill message and book review, the Executive Chairman of the Edo State Board for Technical and Vocational Education, Barr. Onomen Briggs, emphasized the importance of the “60 Days WHW Transformational Roadmap.” She noted that the roadmap highlights values and skills that can shape the future of women and girls in the state.

According to her, solidarity, empowerment, and sustainability are critical for long-term success. She added that skills such as digital literacy and financial literacy will not only help women support themselves but also enable them to uplift their communities.

This initiative is expected to strengthen women empowerment and drive economic growth across Edo State.

Lagos approves loans for teaching and non-teaching staff

Lagos State Government, through the Teachers Loan Board, has approved the applications of 265 beneficiaries for car refurbishment and housing loans as part of efforts to improve the welfare of teaching and non-teaching staff.

The approval was given today during the bi-annual Teachers Loan Board meeting held at the Teaching Service Commission headquarters in Ikeja and presided over by the Permanent Secretary, Teaching Service Commission, Mrs. Bopo Oyekan-Ismaila.

Speaking at the meeting, Mrs. Oyekan-Ismaila emphasized the state government’s dedication to the welfare of teachers and other education workers. She explained that the approvals are necessary to retain talented educators and ensure their commitment to the important role they play in society.

According to her, “with the upward review of car refurbishment loan from N100,000.00 (One Hundred Thousand Naira) to N500,000.00 (Five Hundred Thousand Naira) for the senior level management officers and N30,000 to N100,000 for Junior level Officers by the Governor, greater percentage of staff can now benefit from the scheme.”

She further disclosed that the consideration for the upward review of housing loans, as recommended by the Joint Negotiating Council, is ongoing and already receiving attention from the state government. Mrs. Oyekan-Ismaila urged beneficiaries to use the loans wisely and positively impact the overall performance of students across Lagos State.

Also speaking at the meeting, the Director of Teachers Welfare Department, Teaching Service Commission, Mr. Akinwande Festus, noted that welfare packages remain crucial to the satisfaction and motivation of teachers. He said, “adequate welfare packages enhance teachers’ contentment with their jobs, leading to higher motivation and morale.”

He stressed that the loans help both teaching and non-teaching staff to improve their standards of living, while also serving as an encouragement to talented and experienced personnel, thereby preventing the loss of skilled educators to other opportunities.

The Teachers Loan Board is charged with considering applications for housing and car refurbishment loans from teaching and non-teaching staff across all Education Districts, LASTVEB, and TESCOM. Once applications are approved, funds are disbursed by the State Treasury Office, Alausa, to eligible beneficiaries.

Kano Moves to Create Fair Job Opportunities Policy

September 9, 2025 – The Committee on the Domestication of the Federal Character Partial Principle completed and submitted the draft Kano State Inclusive Employment Policy 2025.

The landmark draft policy, initiated under the directive of His Excellency, Alhaji Abba Kabir Yusuf, is designed to promote fairness and inclusiveness in private sector employment by creating greater opportunities for the indigenes of Kano State.

According to the Committee, the draft policy will address challenges of marginalization, enhance equity in recruitment processes, and strengthen the participation of citizens, particularly the youth and women, in the expanding private sector of the State.

“The successful completion of this draft marks an important milestone in advancing His Excellency’s vision of reducing unemployment, fostering unity, and ensuring just representation for the people of Kano State,” the statement noted.

The policy aligns with the Federal Character principle and is seen as a progressive step to improve job creation and economic development in the State.

Adamawa begins verification for N8bn pension arrears payment

Adamawa State has commenced the verification of pensioners, a process expected to lead to the release of N8 billion in outstanding pension arrears. The exercise, which began on Tuesday, has sparked hope among beneficiaries who believe payment will follow soon after.

The Public Relations Officer of the Adamawa State Pensioners Union, Ahmed Zambwa, confirmed the optimism in an interview, noting that the government has assured immediate payment once the verification ends.

He said, “Payment is expected to begin immediately after the verification exercise which commences today. We are optimistic that Governor Fintiri will make good his promise once the verification is over.”

The exercise is scheduled to last for one week, targeting both state and local government retirees. Three months ago, Governor Ahmadu Fintiri pledged to clear the backlog of arrears amounting to N8 billion. Of this figure, N5 billion is allocated to state pensioners, while N3 billion is meant for local government pensioners.

Prior to the announcement of the verification, many pensioners had grown anxious about the governor’s promise.

However, the latest development has revived confidence that the administration will fulfill its financial commitment, thereby easing the burden on retirees who have long awaited their benefits.

Nigeria Police commends DEPOWA scholarship for children of fallen heroes

Inspector-General of Police, IGP Kayode Adeolu Egbetokun, Ph.D., NPM, has praised the Defence and Police Officers’ Wives Association (DEPOWA) for launching a landmark initiative to provide full scholarships for children of fallen heroes. He gave the commendation during a courtesy visit by DEPOWA to the Force Headquarters, Abuja.

The visit, which carried the theme “Thank You to Our Troops,” highlighted the association’s plan to support families of late officers through education. The President of DEPOWA, Mrs. Oghogho Musa, explained that the scholarship programme would begin with the commissioning of the DEPOWA Future Leaders Academy scheduled for September 2026.

She stated that the scholarship is not only for children of fallen heroes but will also foster national cohesion by admitting children from surrounding communities.

Mrs. Musa expressed appreciation to the Inspector-General of Police for his leadership and acknowledged the sacrifices of officers in combating violent crimes, protecting communities, and contributing to international peacekeeping. “The scholarship is our way of saying thank you and of building hope for the future,” she said.

Responding to the initiative, IGP Egbetokun reaffirmed the Nigeria Police Force’s commitment to its constitutional mandate. He stressed that the Force remains dedicated to protecting lives and property, maintaining public order, and safeguarding democracy.

“The NPF draws strength from the support of stakeholders such as DEPOWA and other affiliate associations,” the IGP noted.

UK commits £19m for climate-resilient schools and health centres in Nigeria

The United Kingdom Government has confirmed a funding commitment of £19 million to support the development of climate-resilient health and education facilities in Nigeria. The announcement was made during the joint inauguration of 84 new facilities in Kano and Jigawa States under the Climate Resilient Infrastructure for Basic Services (CRIBS) programme.

The event brought together representatives of the UK Government, UNICEF, the Federal Ministry of Health, and the Governments of Kano and Jigawa States.

The CRIBS initiative is described as a pioneering programme designed to protect vital health and education services from the growing impacts of climate change. Nigeria is ranked as the second most at-risk country in the world for climate-related dangers facing children, with millions affected by flooding, drought, and heat each year.

To respond to this challenge, the CRIBS approach has focused on strengthening 39 primary healthcare centres and 45 schools in the two states through targeted adaptation measures.

The inauguration of the facilities marks a significant milestone in promoting scalable and community-driven solutions to climate challenges. The ceremonies featured ribbon-cutting, guided site tours, and media sessions to highlight how climate-resilient infrastructure can safeguard essential services that protect lives and education.

Speaking at the event, Cynthia Rowe, Development Director Nigeria at the British High Commission in Abuja, said: “The UK Government is proud to support the Government of Nigeria through this £19m commitment to the CRIBS programme. This work has been developed through a partnership of organisations and experts including the Federal Government of Nigeria, the UK Government, UNICEF, World Bank, World Health Organization, Sextant Foundation, JigSaw, Fab Inc, Crown Agent and UK Lafiya Programme. CRIBS demonstrates how climate-resilient infrastructure can improve access to basic services for vulnerable populations. We hope this model inspires broader replication across Nigeria.”

UNICEF Representative in Nigeria, Wafaa Saeed, added: “This initiative is a testament to what strong partnerships can achieve. By investing in climate-smart infrastructure, we are not only protecting services but also empowering communities to safeguard their children’s future. CRIBS is a model for how we can build resilience where it matters most, at the frontline of service delivery.”

The initiative is aligned with the Nigerian Government’s priorities in climate action, health, and education, and reflects the UK’s commitment to supporting the country’s efforts in mitigating risks and improving service delivery.

Launched in April 2024, CRIBS is funded by the UK Foreign, Commonwealth and Development Office (FCDO) and implemented primarily by UNICEF. It brings together Nigerian authorities and international partners to design sustainable and affordable solutions to climate-related threats.

The programme’s success in Kano and Jigawa has already led to its expansion to Bauchi, Enugu, Gombe, Kaduna, and Katsina States, with the aim of delivering broader access to resilient healthcare and education facilities for vulnerable communities across Nigeria.

FG PAP denies owing Novena University fees for 5000 Itsekiri students

Presidential Amnesty Programme has dismissed reports that it is owing tuition fees for 5000 students of Itsekiri extraction at Novena University, Ogume, Delta State. The agency in a statement on Tuesday said it has no outstanding obligations in Novena University or any other institution within or outside Nigeria.

The statement was in reaction to claims made by the Office of the Sole Representative of His Royal Majesty Ogiame Atuwatse III, CFR, the Olu of Warri to NNPLC. The office alleged that the Amnesty Programme was indebted to Novena University on behalf of Itsekiri students who graduated under the scholarship scheme of the programme.

Collins Oritsetimeyin Edema, representing the monarch, had said in a statement that the supposed liability compelled the Olu’s palace to announce an intervention to clear tuition and other outstanding fees of the affected graduates.

The Amnesty Office, however, explained that no records exist in Novena University or in its own files to suggest that 5000 Itsekiri students were ever awarded scholarships under the programme. According to the agency, the claims were misleading and not backed by official records.

The statement reads, “The management of PAP wishes to state unequivocally that it is not owing Novena university any tuition fees on account of the said Itsekiri graduates and any claim to the contrary is totally false, baseless, and represents an attempt to stand truth on its head. PAP wishes to say also that it is not owing tuition fees in any institution within or outside the country.”

It further clarified that a formal investigation was launched by a previous leadership of the agency into allegations of scholarship admission racketeering at Novena University and three other institutions. The findings, according to PAP, showed that the list of 5000 students came from the Itsekiri National Youth Council (INYC) in 2017 without any involvement of the Amnesty Office.

The report also indicated that there was no correspondence between Novena University and PAP that could validate the claims. During the investigation, the committee met with the president and secretary of INYC and also interacted with Novena’s Vice-Chancellor and other officials. The university management could not produce any official documentation linking PAP to the admission of the affected students.

“At the end of the exercise, the PAP duly informed the management of Novena University that the Amnesty Programme office would not bear any liability for the affected students. Doing so would have amounted to encouraging sharp practices. Therefore, the PAP could not have accepted responsibility and obligation where it had none. The affected Itsekiri graduates of Novena University that the Olu’s palace is intervening for, were never beneficiaries of the amnesty programme’s scholarship,” the statement said.

The Amnesty Office also pointed out that successive administrations before the current one, led by Dr Dennis Otuaro, had received the report of the investigation and agreed with its findings. This, it said, confirms that the official position has remained consistent over time.

The statement noted that Dr Otuaro has expanded the PAP scholarship scheme to create wider access to education for ex-agitators and beneficiaries in the Niger Delta. His administration, according to PAP, is focused on closing the human capital development gap in the region.

“Thankfully, Dr Otuaro has expanded the PAP scholarship scheme in order to create more access to higher education for ex-agitators and beneficiaries, and aggressively bridge the human capital development gap in the Niger Delta. His noble reforms and initiatives to ensure that the PAP renders efficient service to the people of the Niger Delta have been applauded in official quarters, as well as by all well-meaning individuals and organisations. Dr Otuaro remains unwaveringly committed to deepening the implementation of the programme’s mandate, especially through his policy of inclusivity, to complement the Renewed Hope Agenda of President Bola Tinubu, GCFR, for the Niger Delta,” the statement concluded.

NgREN deploys Eduroam in 4 Nigerian universities

The Nigerian Research and Educational Network (NgREN), under the National Universities Commission (NUC), has successfully deployed the eduroam service at Bayero University Kano, Ahmadu Bello University Zaria, Covenant University Ota, and the Obafemi Awolowo University Ile-Ife.

Chief ICT Officer, Mr Oluwatobi Fowora, who led the team of experts, said the development is part of NgRENID’s identity federation goals to provide secure and seamless wireless access for academic staff and researchers across the Nigerian University System.

He noted that the team also assessed the readiness of each university’s institutional repository for integration with the Nigerian Institutional Repository and Identity System (NIRIS), in line with international standards and compatibility requirements.

According to him, the deployments were carried out with strong institutional participation and high impact. Activities included initial site inspections of the universities’ data centres, assessment of internet connectivity and network architecture, configuration and deployment of eduroam infrastructure, and testing authentication and connectivity.

The programme also featured technical training for ICT and library staff on OpenLDAP and eduroam credential population, as well as meetings with library teams to evaluate DSpace installations and repository readiness.

At the universities, some librarians raised concerns about policy direction, sustainability, and governance structures within NgREN. At Obafemi Awolowo University, the Vice-Chancellor, Professor Adebayo Bamire, called for better involvement of the University Librarians Association in engagements with NgREN. Similarly, Covenant University’s Vice-Chancellor, Professor Timothy Anake, urged NgREN to improve stakeholder engagement while stressing the importance of enhanced service delivery.

In a related development, staff of NgREN recently concluded a Federated Identity Training Programme facilitated by GÉANT and the AfricaConnect3 Project. The training, which held virtually from 7 April to 16 May 2025, was described by participants as a key step towards digital transformation in Nigeria’s research and education sector.

“As a strategic move for Nigeria’s digital future, the training was specifically designed to equip NgREN staff with the knowledge and skills to deploy a national identity federation system, and position Nigeria to become an active participant in Education Global Authentication and Authorization Infrastructure (eduGAIN), a global inter-federation service that connects research and education institutions worldwide,” one of the participants explained.

The organisers noted that integrating NgRENID with eduGAIN will allow Nigerian universities to enjoy secure access to global digital resources, enhanced cross-border research collaboration, improved user management, and stronger digital identity assurance.

The programme featured international instructors with expertise in federated identity systems. Mario Real from GEANT in the Netherlands gave strategic guidance on identity federations and their role in research collaboration.

Marco Malavolti from GARR/IDEM in Italy provided detailed sessions on federation architecture, including SAML, Shibboleth, and OpenLDAP. Andrijana Todosijevic from AMRES in Serbia shared strategies for effective federation management and user support. In addition, Katarina Simonovic, also from AMRES Serbia, demonstrated practical tools and user-friendly approaches for federated identity services.
