Apply: NECO CBE computer based exam centre operators

August 26, 2025 – The National Examinations Council (NECO) has announced that it will begin the full migration from the traditional Pen and Paper Test to Computer Based Examination (CBE) with effect from the 2025 November/December Senior School Certificate Examination (SSCE) External.

NECO is inviting applications from interested Computer Based Centre Operators to apply for registration with the Council based on specified criteria and guidelines.

The Council has released detailed requirements for system, hall, and facilities that each Computer Based Examination centre must meet. These include computer specifications, network structure, CCTV monitoring, power backup, and personnel integrity. NECO stressed that only operators who meet these standards will be considered for accreditation.

System Requirements:

1. Minimum of 150 functional Computer Systems/Laptops with 10% (i.e., 15) backups with the following minimum specifications: Intel Based processor: Dual core Celeron/Pentium, Ram: 4GB Ram, HD: SSD Preferred, 32GB minimum, Windows 10, 100/1000 MB RJ45 Network Port, Browser (Latest version of Google Chrome, Mozilla Firefox, or Microsoft Edge).
2. Minimum 15 inches flat screen Computer monitor for desktops or 17 inches for laptops.
3. The computer systems must be connected to a robust computer server with capacity to carry a minimum of 150 systems concurrently.
4. Provision of up-to-date Antivirus and all the systems must be virus free.
5. All the computer systems must be linked together in a star topology on Cable Local Area Network topology (LAN), (Wireless Computer connection is not allowed).
6. Switches must be on uninterrupted power source throughout the examination.
7. Gigabit switches are the recommended switches and each centre must have 2 backup switches.

Hall Requirements:

1. Provision of individual cubicle with minimum length of 26 inches, breadth of 18 inches and height of 18 inches and appropriate seat for each system.
2. Availability of adequate and functional air-conditioners and lighting.
3. Availability of prescribed CCTV network with IP Cameras for monitoring.
4. The CCTV must be cabled; no wireless CCTV will be allowed.
5. Exposed or flying cables are not allowed in the examination hall; all cables must therefore be trunked.
6. Network coverage: There must be strong MTN or AIRTEL signal at the location of the centre.
7. There must be enough Wall Clocks that will be visible to all candidates in the hall as candidates would no longer be allowed to bring in Wrist Watches to the examination hall.
8. Make-shift CBE centres are not allowed; all centres must therefore be dedicated CBT centres that are used and maintained as such all year round.
9. The centre must not be in shared premises such as cinema hall, shopping mall, market, etc.

Facilities and Personnel Requirements

1. Availability of back-up power supply (power generating set of minimum 40kva for a centre with 250 systems and UPS/inverters that can carry all systems for a minimum of three (3) hours.
2. Adequate CBE personnel, two technical personnel (2) and one (1) network engineer.
3. The CBE centre personnel (including technical staff) should be dependable and trustworthy. They are to be men of high integrity that can ensure the credibility of the examination process.
4. Provision must be made for adequate holding room or reception facility e.g canopy with chairs, etc.
5. There must be internal toilets (inside the CBE hall).
6. Adequate security personnel for the CBE Facilities.
7. The centre must be adequately fenced.

Every proposed CBE centre is required to download the requirements and guidelines from NECO website, complete and submit the application form with the necessary documents via the link https://cblt.neco.gov.ng.

According to the Council, “The centre that scales the application process will go through adequate inspection and accreditation and would be required to abide by all regulations stipulated by the Council for CBE centres.”

Delta Gov reports 306,177 beneficiaries of NG-CARES programme

Delta State Governor, Sheriff Oborevwori, has disclosed that 306,177 residents have directly benefited from the Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES) Programme, while over 1.2 million others have been reached indirectly.

The Governor, represented by the Secretary to the State Government, Dr. Kingsley Emu, made this known during the South-South Independent Verification Agents (IVA) Performance Review Meeting held at the Unity Hall, Government House, Asaba.

He explained that NG-CARES, which was originally designed as an emergency post-COVID-19 intervention, has now grown into a strong platform for poverty reduction, economic growth, and social inclusion.

According to him, the programme has become a key driver of sustainable development and has provided relief for vulnerable groups across Delta State.

Governor Oborevwori stated, “Delta has used the programme to empower households, farmers, and small businesses, alongside other initiatives such as the Widows’ Welfare Scheme and women-focused grants, which align with my administration’s MORE Agenda.”

He commended the World Bank, the Federal Government, and all stakeholders for their role in sustaining NG-CARES. He added that the IVA review was essential for improving transparency, accountability, and ensuring greater impact as the programme moves into the next phase of implementation.

FAO, FG meet on agriculture, food security, and job creation

August 26, 2025 – The Honourable Minister of Youth Development, Comrade Ayodele Olawande, received a high-level delegation from the Food and Agriculture Organization of the United Nations (FAO), led by Dr. Hussein Gadain, in his office for a strategic meeting aimed at strengthening collaboration and reviewing ongoing initiatives in Nigeria’s agriculture and food sectors.

In his remarks, the Minister conveyed the Federal Government’s appreciation for FAO’s longstanding partnership and continued technical support in advancing sustainable agriculture, food security, and rural development.

He stated, “Agriculture is not only the backbone of our economy but also central to the well-being and livelihoods of millions of Nigerians. Our collaboration with FAO is vital in achieving national priorities such as food security, poverty reduction, job creation, and climate resilience.”

The Minister acknowledged the positive contributions of FAO-supported programmes in areas such as climate-smart agriculture, livestock development, early warning systems, food security analysis, and policy formulation.

He highlighted the importance of aligning initiatives with the Sustainable Development Goals (SDGs), particularly SDG 2: Zero Hunger, as a priority for Nigeria’s development strategy.

The meeting created an avenue to review progress on ongoing agricultural projects, address existing implementation challenges, and identify new areas of cooperation between the Federal Government and FAO.

Reaffirming the government’s commitment, Comrade Olawande assured the delegation of sustained support to strengthen the partnership in pursuit of shared development objectives.

Apply: Nigerian Air Force DSSC 34/2025 Enlistment/Recruitment

August 26, 2025 – Nigerian Air Force has officially announced the opening of its application process for the Direct Short Service Commission, DSSC 34/2025.

The exercise will admit graduates and postgraduates across different professions into training as Direct Short Service Cadets.

In its release, the Force stated, “The Nigerian Air Force is enlisting graduates and postgraduates for training as Direct Short Service Cadets in various professions.”

It further stressed that the recruitment is strictly guided by eligibility standards to ensure that only qualified candidates are considered.

Eligibility requirements:
1. Applicants must be Nigerian citizens by birth.
2. Applicants must be between the ages of 20 and 32 years, while Medical Doctors (consultants) could be between the ages of 25 and 40 years at the time of the application.
3. The Exercise is not for serving personnel desiring Branch Commission. Therefore, personnel above 32 years of age are not to apply.
4. A serving personnel must be recommended by his/her Commanding Officer/Commander and must have served for 10 years and attained the rank of Cpl.
5. Applicants must not be less than 1.66m tall for males and not less than 1.63m tall for females.
6. Applicants must be free of any previous conviction(s) on criminal grounds by a court of law.
7. Applicants must be medically, physically and psychologically fit and must meet the Nigerian Air Force medical and employment standards.
8. Interested applicants must possess a minimum of Second Class Upper Division for holders of first degree and Upper Credit for HND holders. An Msc/MA as well as Computer literacy will be added advantages. Likewise, membership of relevant professional bodies is an added advantage. In addition, applicants must possess credit in English Language and Mathematics as well as 3 additional credits in subjects related to their course of study.
9. Applicants must possess NYSC Discharge Certificate or Letter of Exemption from NYSC at the time of applying for DSSC.
10. Medical applicants must possess certificates of registration with their respective statutory professional bodies in Nigeria.

Online registration set to begin on Wednesday 27 August 2025 and close on Tuesday 7 October 2025.

Application process is free of charge and will only be available online at www.nafrecruitment.airforce.mil.ng. Interested candidates have been advised to carefully review the specific disciplines listed on the portal before filling their forms.

Upon completing the application, candidates must print out three forms as part of the process.

i. Acknowledgment Form.
ii. Parent/Guardians Consent Form.
iii. Local Government Area Attestation Form to be signed only by one of the following:

a. Military Officer from the same State as the applicant and not below the rank of Wing Commander in the Nigerian Air Force or equivalent in the Nigerian Army and Nigerian Navy.
b. Police Officer of the rank of Assistant Commissioner and above.
c. Substantive Local Government Chairman/Secretary.
d. Magistrates from Applicants’ state of origin.

Each Local Government Area Attestation Form must be supported with the passport photograph of the signee and a photocopy of either a driver’s licence, national ID card, or international passport. The Force warned that “above forms will not be generated for invalid applications.”

A zonal general aptitude test will be conducted at a date to be announced on the recruitment portal. Only applicants who pass this stage will be invited for the selection interview.

Akwa Ibom to Inaugurate Ibom Arise Resort to Drive Investment

Akwa Ibom State Governor, Pastor Umo Eno, has announced December 2025 as the target date for the inauguration of the Ibom Arise Resort, a world-class tourism and recreation facility.

The Governor disclosed this while addressing Government House Correspondents, explaining that the project is part of preparations to make the upcoming yuletide season most memorable for the people of the state.

Governor Eno, who led a team of investors on an inspection tour of the project, assured that the resort will be managed by a private recreation firm of international standard.

He said, “This project will be commissioned before or about December this year. And, even if we finish within the timeline, we have to first test run it. We have to be sure we are ready to take in guests; we have to put in the management contract because it is going to be managed by a private organization of international standard that must have won the bid.”

The Governor stressed that all operational mechanisms must be in place before the facility begins full operations, highlighting that the goal is to ensure an exciting Christmas celebration for Akwa Ibom families.

“All that must be in place, and about December it’s ready for Christmas, for our kids, families, and for our people to have quality relaxation and enjoy the resort. On the whole, I can confidently say that judging from the quality and level of work so far accomplished, Akwa Ibom is ready for the world,” he added.

The Chief Executive Officer and President of Digital Learning Network, Chicago, USA, Mr. Thomas Larmena, who joined the tour, expressed delight at the level of work done. He commended the Governor for transforming the former 70 hectares of gully erosion into a luxury tourism site.

According to him, “This breathtaking aerial view and standard of facilities at the resort show a commitment to excellence.” He also assured the Governor of his organization’s readiness to partner with the state government to promote more development initiatives.

The Ibom Arise Resort, designed as a premier holiday destination, features a hybrid lake, swimming pool, floating bars, a sports arena, a football field, fully serviced apartments, a banquet hall, and a mini-shop complex.

These facilities are expected to boost tourism, attract investors, and enhance hospitality and real estate opportunities in the state.

TRCN Portal Now Open for Teacher Registration, Licensing

Education Minister, Dr. Tunji Alausa, has activated the Teachers’ Registration Council of Nigeria (TRCN) digital portal and the strategic vision for Nigerian teachers, describing them as “milestones in transforming education and repositioning the profession.”

The digital portal provides online registration, licensing, renewals, and professional development while serving as a national teacher database.

The portal can be accessed at www.trcn.gov.ng, where teachers can register, update records, process licenses, check results, and print certificates remotely.

Dr. Alausa explained that the Strategic Vision is built on professionalization, digitalization, accountability, equity, and global alignment. He also introduced a Teacher Ethics and Criminal Record Verification Framework to safeguard classrooms, stressing that the measure is “protective, not punitive.”

Minister of State for Education, Prof. Suwaiba Said Ahmad, said the new system redefines professionalism and supports President Bola Ahmed Tinubu’s Renewed Hope Agenda by equipping teachers with essential digital tools.

TRCN Registrar, Dr. Ronke Soyombo, confirmed that the launch is part of her 100-day digitization plan, which includes streamlining the Professional Qualifying Examination into five core areas and introducing an AI-powered lesson plan generator.

Hon. Mohammed Isa highlighted the importance of inclusivity for persons with disabilities, ensuring no teacher is left behind in the reforms. International partners, including the British Council and the British High Commission, commended the initiative for promoting transparency and motivating the teaching workforce.

Apply: PIP Foundation Free Phone Repair and AI Training (10,000 Youths)

The Professor Isa Pantami Foundation (PIP Foundation) has announced the launch of its third training programme, called the TechFix Empowerment Program, offering free training in phone repair and artificial intelligence (AI) to over 10,000 Nigerian youths.

The initiative is designed to provide participants with practical, in-demand skills that encourage self-reliance, entrepreneurship, and vocational development.

In a statement released on Monday, Prof. Suleiman Mohammed of the foundation said the programme is aimed at preparing Nigerians for opportunities brought by the Fourth Industrial Revolution.

“AI and other emerging technologies are expected to create 170 million new jobs globally,” the statement read, citing data from the World Economic Forum. “We must ensure that our citizens are prepared to benefit from these opportunities.”

The foundation, which was established by Professor Isa Pantami, a former Minister of Communication and Digital Economy, said the training will be offered at no cost. The focus is to help reduce unemployment and foster innovation among young Nigerians.

“We are not just training individuals; we are building a future where our youth can create opportunities for themselves and others,” the statement added.

FG to Launch Nigerian Data Exchange Platform by 2025

Nigeria’s Minister of Communications, Innovation and Digital Economy, Bosun Tijani, has announced the launch of the Nigerian Data Exchange Platform (NGDX) as part of top priority initiatives including Project Bridge, 3MTT and Rural Connectivity. Tijani described the move as a major milestone for Nigeria’s digital economy.

According to him, “NGDX will:
i. Enable secure, seamless data sharing across government and business.
ii. Unlock innovation, collaboration, and inclusive economic growth.
iii. Deliver smarter, faster services to citizens — under a framework of privacy, security, and accountability.”

The minister compared the project’s potential impact to the transformation seen in financial services through the Nigeria Inter-Bank Settlement System (NIBSS), saying NGDX will extend such interoperability across the entire economy.

He also expressed appreciation for international support, noting, “Grateful to the EU in Nigeria for convening this workshop and to colleagues from Finland and Estonia for their insights.”

Tijani emphasized that the government has set an ambitious timeline for implementation. “The target is aggressive, by end of 2025, NGDX should go live, a bold step into Nigeria’s digital future,” he said.

WAEC Extends CB-WASSCE 2025 Registration Deadline

The West African Examinations Council has announced an extension of the registration period for the CB-WASSCE for Private Candidates, 2025 Second Series. According to a statement released through its official X handle, the new deadline is now Friday, September 5, 2025. WAEC explained that the decision was taken “to enable prospective candidates who have started the process to complete it.”

The council urged all interested candidates to take advantage of this window to finalize their online registration for the examination.

NELFUND Guidelines for Student Loans in Tertiary Institutions

Abuja – 26 August, 2025 – The Nigerian Education Loan Fund (NELFUND) has officially released the Guidelines for Public Tertiary Institutions on the administration of the Student Loan Scheme established under the Student Loans (Access to Higher Education) Act, 2024.

The guidelines are designed to provide a clear framework for universities, polytechnics, and colleges of education to support the smooth implementation of the student loan programme.

According to NELFUND, the aim is to ensure transparent, inclusive, and accountable processes for Nigerian students seeking financial support to further their education.

The new NELFUND guidelines:
1. Applicants must be Nigerian citizens with valid admission into an Eligible Tertiary Institution (ETI) and provide key identification such as NIN, BVN, and JAMB details.
3. All loan application requests will be processed via the NELFUND online portal (www.nelf.gov.ng), requiring accurate personal, academic, and KYC information.
3. Approved loans will be disbursed directly to institutions to cover tuition and institutional charges. Optional upkeep allowances may be paid directly to students.
4. Beneficiaries will begin repayment two years after completing NYSC or exemption, with 10% of income remitted monthly under PAYE or self-employment models.
5. Institutions are obligated to verify applications within 20 working days, process refunds where necessary, and comply with reporting requirements. Breaches may attract sanctions, including suspension from the scheme.
6. The Fund commits to fairness, equity, non-discrimination, and strict compliance with Nigeria’s Data Protection Act 2023.

Speaking on the release of the guidelines, Mr. Akintunde Sawyerr, Managing Director of NELFUND, stated, “This initiative goes beyond providing loans; it is about removing financial barriers to education, fostering skills development, and building a future where every Nigerian student can achieve their potential regardless of background. These guidelines provide the roadmap for institutions and students to access the scheme transparently and effectively.”

The guidelines are issued in line with Section 23(3) of the Student Loans Act 2024 and represent a significant milestone in the Federal Government’s commitment to inclusive access to higher education.

NELFUND noted that the framework will also help reduce student dropout rates and support socio-economic mobility across the country.
