NIMC and BICTDA Launch Partnership to Integrate Digital Identity Solutions

MAIDUGURI — August 5, 2025 – The National Identity Management Commission (NIMC) on Tuesday paid a working visit to the Borno State Information and Communication Technology Development Agency (BICTDA) in Maiduguri. The visit marks the start of a strategic partnership aimed at integrating digital identity solutions across the state.

A delegation from NIMC, which included senior officials from the Technical Services and State Operations Directorate, was received at the BICTDA headquarters by the agency’s Executive Secretary, Engr. Mohammed Kabir Wanori, FNSE, along with key management staff.

During the meeting, discussions focused on digital identity integration, data-driven service delivery, secure citizen verification systems, and harmonizing digital infrastructure to meet national development goals.

Speaking at the event, Engr. Wanori described the visit as “timely and highly strategic,” highlighting the importance of effective digital identity management in improving service delivery, enhancing security, and supporting development, especially in post-conflict areas like Borno.

“We are deeply honored to welcome NIMC’s leadership to BICTDA. Today’s visit signifies the beginning of a robust partnership that will elevate our digital literacy initiatives, promote inclusion, and foster trust between government and citizens,” he said.

NIMC officials commended Borno State’s proactive approach to ICT-led reforms and expressed readiness to work on projects such as deploying NIMC verification APIs, organizing capacity-building programs, conducting grassroots NIN enrollment drives, and integrating institutional data.

The partnership aligns with Governor Babagana Umara Zulum’s commitment to rebuilding state institutions through innovation, transparency, and inclusive digital transformation.

Both agencies agreed to form a joint technical working group to identify areas of collaboration, set timelines for implementation, and launch pilot projects in the coming weeks.

This collaboration is expected to improve identity verification services in key sectors including health, education, security, and the economy, while supporting BICTDA’s mission to build a resilient and inclusive digital ecosystem in Borno State.

The Kogi State Government has addressed reports claiming it owed the West African Examinations Council (WAEC) registration fees, which allegedly led to the withholding of students’ results. Speaking on the matter, the State Commissioner for Education confirmed that an immediate meeting was held with WAEC officials, and the issue was resolved.

“The State Government is not owing WAEC a dime,” the Commissioner stated, assuring that students would be able to access their results within hours.

Sokoto Mandates Two-Year Rural Service for State-Trained Medical Workers

The Sokoto State Government has introduced a new policy mandating all medical professionals whose training it sponsors to serve in rural communities for two years. This measure aims to address the acute shortage of healthcare workers in underserved areas and improve equitable healthcare delivery across the state.

Spearheaded by the State Commissioner for Health, Dr. Faruk Umar Abubakar, the initiative targets doctors, nurses, pharmacists, and allied health workers, who will be bonded to serve in rural health facilities for a minimum of two years.

The decision follows a comprehensive needs assessment that revealed an overconcentration of health workers in urban areas, leaving rural communities with minimal access to medical services.

“We are not just posting them to rural areas, we are also motivating them with better pay, improved facilities, and security support,” Dr. Abubakar said. He noted that the approach has already inspired interest from the education sector, which is considering adopting a similar model to tackle teacher shortages in remote areas.

To further encourage compliance, the Sokoto State Government has approved a 10% salary bonus for those engaged in rural service. The Commissioner expressed optimism that this incentive will persuade many professionals to remain in rural communities beyond their mandatory service period. “We’re confident that many will eventually choose to stay because of the good working environment and the incentives,” he added.

The rural deployment strategy is part of a broader healthcare reform agenda championed by Governor Ahmad Aliyu’s administration. In a move that has drawn national attention, Sokoto now pays medical and health workers salaries that match the Federal Government’s remuneration scale.

This, according to Dr. Abubakar, was achieved through the Governor’s prompt approval of the Ministry’s proposal. “We made a compelling case to His Excellency that for the sector to retain its professionals, we must offer a competitive package, and he signed off. Today, Sokoto health professionals are the envy of their peers elsewhere,” he said.

The improved welfare conditions have also reversed a trend of brain drain in the sector, with many health workers who had resigned choosing to withdraw their resignation letters. The Commissioner attributed this turnaround to the administration’s focus on competitive pay, conducive work environments, and strong support systems for healthcare providers.

Dr. Abubakar highlighted the importance of collaboration in the sector’s recent successes. “Healthcare is not a one-man show. Doctors, nurses, pharmacists, medical scientists, cleaners, all play critical roles,” he said.

Professional associations such as the Nigerian Medical Association and the National Association of Nigerian Nurses and Midwives have commended the state’s commitment to staff welfare and expressed renewed confidence in its leadership.

FG targets 3.4 million direct beneficiaries through ACReSAL project

The federal government has announced that the Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL) project is set to directly impact 3.4 million beneficiaries, with 1.68 million of them, representing 49.41 percent, being women. The initiative aims to transform drylands in northern Nigeria through a long-term restoration plan.

Speaking at the opening ceremony of a 10-day stakeholders engagement on the strategic catchment management plan (SCMP) for 11 new river catchments across seven states in Ilorin on Monday, the national project coordinator of ACReSAL, Mr. Abdulhamid Umar, said the project focuses on restoring degraded land, rebalancing ecosystems, and strengthening community resilience.

Umar, represented by Engineer Adamu Shettima, Water Resources Management specialist in the federal project management unit, explained that the programme is supported by the World Bank through the International Development Association (IDA).

“This is the first time the federal government is developing a catchment management plan of this magnitude,” Umar said. “Having completed nine out of the proposed 20 plans, ACReSAL has come a long way with dedication and resolve from our teams at federal and state levels in driving this project forward.”

The new engagement will involve stakeholders from Malenda Kaduna-Mariga, Gurara-Gbalo in Abuja, Oshin-Oyi, and Sarkin-Powa-Kaduna strategic catchments, covering Kwara, Kaduna, Kebbi, Zamfara, Niger, and the Federal Capital Territory (FCT).

According to Umar, the strategic catchment management plan will enable ACReSAL to meet its development objectives and restore one million hectares of degraded land, making them usable for commercial, domestic, or other purposes.

“Strategic catchment management plans will integrate social and economic needs with natural ecosystems and long-term resource use,” he said. “They will outline structures for environmental cooperation, social commitment, and strategies to address potential environmental challenges early.”

Umar added that achieving a comprehensive plan requires contributions from strategic stakeholders to ensure a holistic and inclusive document.

Kwara State Commissioner for Environment, Hajia Nafisat Musa Buge, said the engagement aims to improve water governance, strengthen environmental resilience, and promote sustainable livelihoods in semi-arid regions.

She noted that the new catchments span across Kwara, Niger, Kaduna, Kebbi, Zamfara, and the FCT.

“As of today, there are nine developed SCMP across other zones, including Wase-Taraba and Hadejia-Jama’are,” Buge said. “We are proud that Kwara is hosting this next phase, where 11 additional catchments will undergo strategic planning.”

The Kwara State Coordinator of ACReSAL, Alhaji Shamsideen Olatunbosun Aregbe, called for strong stakeholder participation, describing the forum as an opportunity to shape the future of the state’s catchment areas through inclusive and sustainable planning.

“This gathering brings together key stakeholders to discuss, collaborate, and develop a plan that balances environmental, social, and economic needs,” Aregbe said. “Your input and expertise are invaluable to this process.”

Aregbe further explained that the ACReSAL project addresses land degradation and climate change in 19 northern states and the FCT through integrated landscape management, aiming to boost agricultural productivity, improve water resources, and create sustainable economic opportunities.
