FG launches programme for Nigerians to buy Meter and get refunded

0

The Federal Government has launched a new programme allowing Nigerians to purchase electricity meters upfront and receive refunds through energy credits if they prefer immediate metering instead of waiting for free meters.

The initiative was disclosed by the Nigerian Electricity Regulatory Commission (NERC) Commissioner for Corporate Services, Mr. Nathan Shatti. He said the arrangement is made possible through ongoing FGN/World Bank/NERC interventions under the Meter Asset Provider (MAP) scheme.

Mr. Shatti delivered a paper titled “Metering Challenges in Nigeria and Government Interventions,” where he highlighted steps being taken to close the national metering gap, promote transparent billing, and eliminate estimated billing for electricity consumers.

He explained that under the Presidential Metering Initiative (PMI), the Federal Government provided N700 billion to deliver 2.5 million prepaid meters and distribution transformer meters. He added that a procurement process is ongoing with 42 Local Meter Manufacturers and Assemblers (LMMA) to supply and install 750,000 meters within 15 months. According to him, the PMI also includes plans to train 5,000 meter installers in collaboration with the National Power Training Institute of Nigeria (NAPTIN).

Mr. Shatti further highlighted the World Bank-financed Distribution Sector Recovery Programme (DISREP), under which 3.2 million meters are planned for deployment. He disclosed that so far, 645,000 meters have been delivered to DisCos, with 117,861 already installed.

He also discussed the Meter Acquisition Fund (MAF) established by NERC in 2023. Under Tranche A, he said N21 billion was disbursed in May 2025 for 143,929 meters, with 115,141 installed across 11 DisCos. For Tranche B, N25 billion was disbursed in September 2025 for 184,609 meters, with 98,328 installed as of January 2026.

Speaking on the MAP scheme, Mr. Shatti said customers who prefer immediate metering and would not want to wait under the ongoing FGN/World Bank/NERC interventions can purchase meters upfront and receive refunds through energy credits. He revealed that of the N25 billion paid by 2.5 million customers under MAP metering, N20 billion has already been refunded, with 2.1 million customers benefiting from energy credit refunds.

NEC: 12 States Adopt New Tax Laws, Push Health and Education Spending

0

Twelve states across the federation have so far adopted and harmonised the new tax laws with their respective state tax laws, as part of ongoing fiscal reforms aimed at strengthening revenue generation and improving economic coordination.

Chairman of the Presidential Fiscal Policy and Tax Reforms Committee, Taiwo Oyedele, disclosed this during his presentation at the National Economic Council Conference held in Abuja.

According to him, beyond the 12 states that have already aligned their tax laws, 13 other states currently have the bills before their houses of assembly, while 11 states are in the final stages of presenting the proposed laws to their state legislatures.

Oyedele explained that it is important for states to adopt and harmonise the new tax laws to avoid multiple taxation and create a more predictable tax environment for businesses and individuals.

He also advised state governors to grant autonomy to their internal revenue agencies to strengthen institutional capacity. “Let us stop using consultants to collect taxes. It undermines our ability to do what is right,” he said. He added, “The new tax law says you can’t use consultants to do the routine work of the tax authority, and their autonomy must be guaranteed.”

Oyedele further disclosed that the Federal Government plans to introduce a tax amnesty programme as part of the broader reform agenda. Addressing members of the NEC, which comprises all state governors and is chaired by the Vice President, he said, “As part of this reform, there is a plan for a voluntary disclosure programme, in other words, people admit that they have not been paying their taxes diligently over the years, and they don’t have the money to pay off immediately. If we don’t clean the past, we are not sure we will get the money going forward. So we need your help to adopt a tax amnesty programme that we are designing that will help people to come clean with their past tax compliance.”

In a communique issued at the end of the conference, the council emphasised the need to restructure and realign economic policies to promote inclusivity, equity, and social cohesion. The communique stressed the importance of improving living standards and strengthening outcomes in human capital development (HCD).

The council urged state governments to increase per capita spending on health, education, and youth employment to improve human capital outcomes and expand opportunities for economic participation. It noted that Nigeria’s persistent underinvestment in education and health remains a major concern, especially when compared with other countries.

According to the communique, there is an urgent need to ramp up investment in key social sectors such as education, health, and nutrition to drive long-term growth and stability.

The NEC also agreed to implement measures to support domestic production, with the aim of making the Nigerian economy more productive, competitive, and export-focused. This includes incentivising subnational entities to prioritise effective investment planning.

It further noted that Nigeria’s federal system is unique, as the constitution vests powers in local government areas, states, and the federal government, sometimes exclusively and sometimes jointly, to achieve fundamental national objectives.

The communique also called on federal and state governments to foster stronger partnerships with the private sector, civil society organisations, and development partners to achieve inclusive and sustainable national development.

Edo First Lady’s Office Calls for Closing Gender Gap in STEM

To achieve greater impact, Mrs. Anani called for collaborative efforts to provide mentorship, resources, and opportunities that will empower girls and women to pursue their passions in STEM.

The event ended with a strong appeal for collective action aimed at bridging the STEM gender gap and unlocking a brighter future for Africa.

FG unveils committee to modernise Polytechnics under Skills-G Phase II

0

The Federal Government has inaugurated a ministerial implementation committee to oversee the modernisation of laboratories and enhance skills development in Nigerian polytechnics.

The Minister of Education, Dr Tunji Alausa, inaugurated the committee in Abuja and said the initiative was aimed at phasing out obsolete equipment in polytechnics across the country. He explained that the programme would introduce industrial-grade engineering facilities and strengthen hands-on technical training in beneficiary institutions.

According to him, the intervention is supported by the Tertiary Education Trust Fund (TETFund) and will cover 37 federal and state polytechnics under the second phase of the Skills-G intervention.

“The key objective of this intervention is the modernisation of our laboratories, phasing out obsolete equipment in Nigerian polytechnics and replacing them with industrial-grade engineering equipment,” Dr Alausa stated, describing it as “the second phase [whose] first phase was carried out between 2011 and 2012”.

“Now, we are in the second phase and 37 polytechnics will benefit. Unlike the previous TETFund intervention that focused on buildings, the Skills-G intervention will focus on the polytechnic laboratory ecosystem,” he explained.

Dr Alausa said the programme would provide equipment for mechatronics, robotics, renewable energy systems, advanced telecommunications, electronics and automobile engineering. He added that the reform would ensure dual certification for polytechnic graduates, combining the National Diploma (ND) or Higher National Diploma (HND) with recognised National Skills Qualification certificates.

He further disclosed that the committee would supervise ongoing skills development interventions in 14 polytechnics, recommend institutions for the third phase in 2026 and monitor the upgrade of engineering workshops in selected institutions.

Stressing accountability and transparency, the Minister said some institutions had previously procured unusable equipment that is now kept in storage. He warned that quarterly reports would be submitted to the Federal Ministry of Education and TETFund, and non-compliant institutions could face sanctions.

Professor Idris Bugaje, Executive Secretary of the National Board for Technical Education (NBTE) and chairman of the committee, said the body would revive delayed Skills-G implementation. He added that it would ensure proper execution of the 2025 skills intervention and screen polytechnics for the 2026 phase.

Professor Bugaje noted that upgrading engineering workshops would help Nigeria align with global engineering standards under international accords.

Earlier, Sonny Echono, Executive Secretary of TETFund, reaffirmed the agency’s commitment to funding the interventions. He explained that earlier delays were linked to ongoing contracts and new local-content requirements, and assured stakeholders of continued collaboration to improve technical and engineering education in the country.
