Anambra State Urges Recruitment for Aging Local Government Staff

0

The Anambra State House of Assembly Committee on Public Accounts has called for the urgent recruitment of new personnel into the state’s local government system, warning of a potential administrative gap caused by an aging workforce.

This recommendation came during the committee’s review of the audited accounts of the Anambra State Government for the financial year ending December 31, 2024.

Committee Chairman, Hon. Noble Igwe, expressed concern over the dwindling capacity of local government administrations to provide essential public services.

“It is now difficult to find anyone in the local government system with up to 20 years of service left. This trend presents a clear danger to the continuity of governance and service delivery at the grassroots,” Hon. Igwe stated.

The committee noted that without swift recruitment of young and skilled professionals, the state could face a collapse in administrative capacity. Hon. Igwe stressed that the inclusion of fresh talent would not only fill the impending gaps but also bring innovation, energy, and modern approaches into governance.

He also recommended regular capacity-building programs for existing staff, including workshops, seminars, and professional training. “Continuous training is vital to improving productivity and aligning our local government system with global best practices,” he added.

During the review, the committee examined the financial performance of local councils and emphasized the need for transparency, fiscal discipline, and accountability in managing public funds.

The Committee plans to submit its full report and recommendations to the House in the coming weeks, paving the way for legislative measures aimed at strengthening grassroots governance and ensuring sustainable service delivery in Anambra State.

The Sokoto State Government is reviewing the bond agreement with students it sponsors for higher education. This was disclosed by the State Deputy Governor, Alhaji Idris Mohammed Gobir, when he received executive members of Sokoto Professionals on a courtesy visit.

Alhaji Idris Gobir said the new bond would require such students to serve the state for 15 years before deciding to work elsewhere. He explained that the measure aims to ensure beneficiaries give back to the state.

“This will make sure that those who have benefited from government sponsorship contribute to the development of Sokoto before moving on,” he stated.

The Deputy Governor also appealed to the association to help in providing career guidance for indigenes, encouraging them to pursue courses with strong job prospects and skills relevant to the modern economy. He noted the government’s interest in partnering with the group to achieve these goals.

Earlier, the Chairman of the Association, Engineer Zayyanu Tambari Yabo, described Sokoto Professionals as a non-partisan body dedicated to supporting indigenes in professional education.

He informed the Deputy Governor that the association has already trained many indigenes in leadership, entrepreneurship, and ICT.

Engineer Yabo assured the Deputy Governor of the group’s readiness to collaborate with the government for the state’s progress. He later presented the association’s newsletter and a plaque to Alhaji Idris Gobir as a mark of appreciation.

Dr. Adepoju described the visit as a significant step toward strengthening NASRDA’s mission of developing and launching satellites.

NEC Approves Over N122 Billion Flood Intervention Funds for States, FCT, Others

0

At its 150th meeting, the National Economic Council (NEC) received a detailed presentation from the National Emergency Management Agency (NEMA) on the current status of flood incidents across the country and the agency’s 2025 Flood Preparedness and Response Strategies. The meeting, held on Thursday, addressed urgent measures to mitigate the impact of floods nationwide.

Following the presentation, NEC directed the release of special intervention funds to all 36 states, the Federal Capital Territory (FCT), and relevant ministries and agencies to support flood mitigation and emergency response efforts.

According to the approved allocation, each state and the FCT will receive N3 billion, while the Federal Ministry of Budget and National Planning, the Federal Ministry of Environment, and the Federal Ministry of Water Resources and Sanitation will each get N1.5 billion. NEMA itself will receive N10 billion to enhance nationwide disaster management operations.

NEMA described the intervention as both strategic and timely, noting that it reflects the commitment of the President Bola Ahmed Tinubu administration to “safeguarding the lives and property of citizens.”

The agency emphasized the need for collective action, urging state governments to strengthen their State Emergency Management Agencies (SEMAs), operationalize Local Emergency Management Councils (LEMCs), and enforce physical planning laws and building code compliance.

“Disaster preparedness is not optional but a shared mandate across all levels of governance,” NEMA stated.

The agency assured that it would continue working closely with state governments, relevant ministries, departments, agencies, LEMCs, and stakeholders to ensure coordinated, timely, and effective flood response efforts across the nation.

This, it added, is essential to reducing the risks posed by flooding and ensuring community safety nationwide.

Maiha Urges AfDB to Boost Finance for Youth, Women in Nigeria’s $74bn Livestock Plan

0

The Minister of Livestock Development, Idi Mukhtar Maiha, has called for stronger collaboration among stakeholders to boost access to finance for youth and women engaged in livestock agribusiness across Nigeria. He made the appeal on Monday, 4 August 2025, during a high-level policy dialogue organised by the African Development Bank (AfDB) in Abuja.

The event, themed “Access to Finance and Empowering Youth and Women for Agribusiness Success,” brought together policymakers, development partners, financiers, and agripreneurs.

Maiha stressed the importance of financial inclusion, asset support, and market linkage for rural livestock farmers. Citing data from the Enhancing Financial Inclusion and Access (EFInA) Access to Finance Survey, he noted that formal financial inclusion in Nigeria rose from 56 percent in 2020 to 64 percent in 2023. “However, 26 percent of Nigerians are still financially excluded, which means 28.8 million adults are not part of the financial system. Financial exclusion is pervasive in rural areas due to illiteracy, low penetration by banks and fintech, sociocultural attitudes, and poor infrastructure,” he explained.

He revealed that the Ministry of Livestock Development is intensifying efforts to empower 37,000 young men and women through practical training, provision of starter assets, and sustainable access to markets. According to him, the Nigeria Livestock Growth Acceleration Strategy (NL-GAS) aims to transform the livestock sector from a $33 billion to a $74 billion industry within five years.

“The ten-pillar NL-GAS has two pillars that are the main areas of discussion here today. These are Finance and Insurance and the Women and Youth Initiative. We are collaborating with different actors to ensure that our farmers and other stakeholders are financially included in all sectors such as dairy, small ruminant, poultry, and rural trade,” Maiha said.

He urged the AfDB and other partners to design financing options that align with the realities of the livestock industry. He also pointed to the importance of targeted policy reforms, including strengthened credit guarantees and cooperative-based lending, to unlock opportunities for informal livestock players.

Other goodwill messages came from the Special Adviser to the President on Livestock Development, Professor Attahiru Jega; Chairperson of the Nigerians in Diaspora Commission, Abike Dabiri-Erewa; Minister of Youth Development, Senator Atiku Abubakar Bagudu; Minister of Budget and Economic Planning; and Minister of Agriculture and Food Security, Senator Abubakar Kyari.

In his welcome address, Dr. Abdul Kamara, AfDB Country Director for Nigeria, outlined the Bank’s strategy for transforming agribusiness while ensuring that financing reaches vulnerable groups. “Our objective is not just about giving out loans; it is about designing inclusive, adaptive financing mechanisms that empower women and youth where they are and with what they have,” Kamara stated.

He observed that only 11.4 percent of Nigerian businesses access credit through banks, with most relying on informal lending, if at all.

This, he said, limits economic growth. Highlighting the Investment in Digital and Creative Enterprises (I-DICE) programme and other value chain-focused initiatives, Kamara emphasised the AfDB’s commitment to driving smart agribusiness investments that promote employment and strengthen local food systems.

Delivering his keynote address, Senator Abubakar Kyari called for faster adoption of innovation and retention of value within local economies through public-private partnerships.

“We cannot continue exporting raw produce while importing finished products. If we want true empowerment, we must fix the value chains, especially financing, processing, and certification,” he said.
