Nigeria Unveils 10-Year Plan to Transform Agriculture with Youth at Centre

The Nigerian government has unveiled a 10-year Strategic Action Plan (2026–2035) aimed at transforming the agricultural sector through youth-led innovation.

The announcement came as part of Nigeria’s efforts to implement the Comprehensive Africa Agricultural Development Programme (CAADP) Kampala Declaration (2026–2036), which focuses on improving food and nutrition security across Africa.

Vice President Kashim Shettima shared the details on Tuesday during the United Nations Food Systems Summit Stocktake (UNFSS+4) held in Addis Ababa, Ethiopia. Speaking at a high-level dialogue involving African leaders and youth agri-food entrepreneurs, the Vice President emphasized the role of young Nigerians in reshaping food systems.

“A nation that is prepared for the future is not known by the promises it makes, but by the place it gives to its youth in shaping those promises. To see African youths leading the charge in this essential sector speaks more eloquently than any speech,” Shettima said.

The action plan will prioritize agricultural innovation, food sustainability, and economic diversification.

Government officials also stressed the need to attract investment in agritech, rural farming, and modern agricultural practices, aligning the plan with national economic growth and food security goals.

Meanwhile, Vice President Kashim Shettima also addressed the Plenary Session on Transforming Food Systems in Complex Settings, where he announced that Nigeria has already committed $538.05 million to the first phase of the Special Agro-Industrial Processing Zones (SAPZ) programme.

The initiative is designed to increase agricultural productivity, enhance rural livelihoods, and drive agro-industrialisation across key regions.

“The SAPZ programme in Nigeria is being implemented in partnership with the African Development Bank, the International Fund for Agricultural Development, the Islamic Development Bank, and other key development partners. The initiative is projected to attract $1 billion in total investments by 2027, reduce post-harvest losses by 80%, and has already generated over 785,000 jobs across targeted regions,” Shettima stated.

He stressed that African youths remain central to shaping the future of the agri-food sector, describing them as the continent’s most valuable asset. He urged both public and private stakeholders to mobilise support for youth participation in agricultural transformation.

Reaffirming the Federal Government’s focus on food security, the Vice President said President Bola Ahmed Tinubu’s administration has declared a State of Emergency on Food Security, reactivated more than 500,000 hectares of arable land, expanded access to seeds and extension services, and deployed strategic food reserves.

27 States, FCT Access N78.6 Billion UBE Funds After FG Reforms

The Federal Government has recorded a significant improvement in the utilization of Universal Basic Education (UBE) Matching Grants, with 27 states and the Federal Capital Territory accessing ₦78.6 billion out of ₦121 billion previously unutilized as of January 2025.

This represents a 65 percent increase and is credited to reforms introduced under President Bola Ahmed Tinubu’s Renewed Hope Agenda.

According to the Federal Ministry of Education, this development follows the implementation of a revised Matching Grant formula, part of the UBEC 2025–2030 Strategic Blueprint.

This blueprint was developed in collaboration with the Universal Basic Education Commission (UBEC), State Universal Basic Education Boards (SUBEBs), and the Ministry itself. The new approach focuses on equity, accountability, and improving service delivery by aligning education funding with national priorities and local needs.

To ensure faster access to funds, the Ministry and UBEC began a strategic advocacy drive, engaging directly with state governors. These sessions included performance feedback and reform data, helping to renew states’ commitment to counterpart funding responsibilities and encourage quick drawdowns of funds for vital education projects.

Honourable Minister of Education, Dr. Maruf Tunji Alausa, CON, said, “This progress is a result of deliberate reforms and stronger federal-state collaboration. We commend proactive states and urge others to act.”

He also confirmed the Ministry’s ongoing commitment to ensuring that UBE funds are properly used to improve infrastructure, teacher training, and learning outcomes nationwide.

This achievement highlights the Renewed Hope Agenda’s focus on transparent and effective governance in the education sector, supporting long-term national development through quality education investment.

Adamawa State Governor, Ahmadu Umaru Fintiri, has announced a plan to recruit 12,000 young people into the state civil service before the end of 2025. He made this known while addressing the Women’s Wing of the Christian Association of Nigeria (WOWICAN), who visited him at the Council Chambers, Government House Yola.

Governor Fintiri explained that the new jobs are part of his administration’s commitment to job creation and boosting the state’s economy. “Out of the 12,000 jobs, 5,000 will be for teachers,” he said.

“Another 2,000 will be for doctors and nurses who will be posted to the Health Services Management Board.” These new positions will come in addition to the 5,000 roles already being filled within the civil service.

He also stated that while the government was recruiting 4,000 civil servants, reports of more vacancies led him to approve the recruitment of another 1,000 workers, raising the figure to 5,000.

Governor Fintiri revealed plans to establish a School of Technology and Entrepreneurship, aimed at equipping young people with practical skills for financial independence. He attributed recent successes to “prudent leadership” and said Adamawa is now ranked among Nigeria’s top five states for development.

In response to the recent fatal flooding in the state, Governor Fintiri assured that his government would demolish illegal structures blocking waterways. He noted, “The Dam in Fufore is not the immediate cause of the flooding.”

He emphasized improvements in school infrastructure and student performance, saying education remains a priority for his administration.

The Governor also called on WOWICAN to continue praying for the state and said his government is committed to fairness, equity, and security.

Mrs Helen James, WOWICAN State Chairperson, praised the Governor’s inclusive governance and commended his development efforts. “Women now occupy sensitive positions in your government. We came to say thank you,” she said.

Abia Approves CSS-Style Integrated Farm for Food Security, Youth Agribusiness

The Abia State Government (ABSG) has approved the establishment of a CSS-type large-scale integrated farming structure in the state, aimed at strengthening food security.

This announcement was made by the Commissioner for Information, Prince Okey Kanu, during a press briefing on the outcome of this week’s State Executive Council meeting, which was presided over by Governor Alex Otti.

Prince Kanu explained that the state government is setting up this CSS-type farm to boost the food production capacity of the state, as well as provide a platform for youth involvement in agriculture and agribusiness. He said, “The administration of Dr. Alex Otti has completed the first phase supervision exercise of the CSS-farm trained farmers.”

In a previous initiative, 302 young Abians were sent to CSS farms in Nasarawa State for training. Upon completing their training, these trainees were empowered to begin their agricultural ventures. Now, the program is being brought back to Abia State.

“When that is in place here in the state, it will not only boost the food production capacity of the state government but offer a training ground for our teaming youths to go into agriculture and agribusiness,” Prince Kanu added.

The success rate of the first phase of the training exercise has been reported as over 80%. The beneficiaries, who utilized the interest-free funds judiciously, also trained at least three new farmers. “They are in a position to pay back the interest-free funds that were extended to them and will be adequately encouraged,” the commissioner noted.

He also mentioned that there were certain promises made to the incubatees (trainees), assuring them that they would be properly identified and empowered to pursue different areas of agriculture that they were trained in. This aligns with the program’s objectives to develop sustainable agricultural practices within the state.

However, Prince Kanu pointed out that about 26 beneficiaries had not made themselves available for access or supervision of their projects. As a result, these individuals cannot adequately account for the funds extended to them. “They will face serious sanctions,” Kanu stated.

In addition to the establishment of the large-scale farming structure, the state government, through the Ministry of Agriculture, has approved a support package for farmers.

This will include improved inputs, which will be rolled out in the coming weeks.

“The distribution will be based on the database from the Ministry of Agriculture, which the Ministry put together during their farmers enumeration exercise,” said Prince Kanu. This initiative aims to ensure that those genuinely involved in agriculture receive the necessary support.

“The improved inputs are meant to help farmers increase their productivity and contribute to the overall goal of enhancing food security in Abia State,” he emphasized. This move also ensures the credibility of the program by targeting the right individuals who are genuinely engaged in farming.

The Commissioner for Information also provided an update on the ongoing efforts by the Ministry of Lands and Housing. The ministry is conducting aerial imagery of Abia’s 4,795.74 square kilometers, including radar and 2D line mapping of Aba and Umuahia, which measure about 2,220 square kilometers.

“The aerial mapping of our land space will enable the government to know the extent of lands in Abia and identify areas where government projects can be carried out,” Prince Kanu explained.

Mr. Chaka Chukwumerije, the Commissioner for Land and Housing, further explained the purpose of the land mapping. “All these efforts are made to strengthen the efficient delivery of services of the government,” he said. He noted that the aerial imagery would help government agencies identify project sites more easily.

The briefing was attended by Dr. Cliff Agbaeze, the Commissioner for Agriculture, and Mr. Ferdinand Ekeoma, the Special Adviser to the Governor on Media and Publicity, who were present to support the announcements.

Nasarawa AGILE Disburses N150 Million Grants to 490 Schools

On July 28, the Nasarawa State Government, in collaboration with the Adolescent Girls Initiative for Learning and Empowerment (AGILE) Project, launched the disbursement of School Improvement Grants to 490 secondary schools. This initiative aims to enhance access to quality education and promote gender equality in education.

A total of ₦150 million in counterpart funding has been released by the state. This financial support underlines Nasarawa’s commitment to breaking barriers that prevent girls from accessing and completing school, while also encouraging long-term investment in their development.

Speaking during the official flag-off in Lafia, Governor Abdullahi Sule emphasized, “girl-child education has come to stay,” and described AGILE as “a catalytic platform for addressing access, retention, and quality across the education value chain.”

The AGILE Project focuses on improving school infrastructure and learning conditions, especially for adolescent girls.

This move reflects strong collaboration between federal and state stakeholders, all aligned toward one goal—ensuring every girl, regardless of her background, gets the chance to learn, thrive, and contribute to national growth.

NIRSAL, REAN Partner to Power Agriculture with Off-Grid Energy

NIRSAL and the Rural Electrification Agency of Nigeria (REAN) have signed a Memorandum of Understanding (MoU) to deliver off-grid energy solutions to agricultural clusters across Nigeria. This initiative is expected to close the infrastructure gap in areas like irrigation, processing, and storage.

According to the announcement, “The partnership is aimed at ensuring sustainable production by supporting agricultural activities with reliable energy.” This move supports NIRSAL’s dedication to climate-smart agriculture and green energy financing.

The off-grid power plan targets rural farmers and processors who currently depend on petrol-powered systems. “This transition to green energy is a climate change mitigation strategy,” the statement added, “helping reduce greenhouse gas emissions and improving access to climate finance for small producers.”

Lagos Govt, Siemens Group Discuss Waste-to-Energy Collaboration

0

The Lagos State Government has signaled plans to partner with the Siemens Group on a new technology support initiative focused on converting waste to energy. This was made known during a strategic meeting held on Monday at Alausa, where key officials discussed the potential benefits of the partnership.

Speaking at the meeting, the Commissioner for the Environment and Water Resources, Mr. Tokunbo Wahab, said the collaboration will involve both the Ministry of Environment and Water Resources and the Ministry of Energy and Mineral Resources.

He explained that the state generates over 13,000 to 14,000 tonnes of municipal solid waste daily, and there is a need to turn this into a resource for energy production.

“We have committed about 4000 tonnes of waste to waste to wealth, 1500 tonnes to a Dutch company, while a large chunk also goes to Lafarge to power their plants,” Wahab stated. He emphasized that a large quantity of municipal waste still remains unutilized, and Lagos is open to more waste-to-energy initiatives that can transform the lives of its residents.

Wahab also pointed out that the Ministry of Energy and Mineral Resources is working on unbundling the energy sector by implementing new state-level laws that allow power generation and distribution within the state.

He added that there are existing projects like the power plant in Epe and the Material Recovery Facilities in Ikorodu and Badagry aimed at reducing pressure on landfills.

The Commissioner for Energy and Mineral Resources, Mr. Biodun Ogunleye, highlighted the state’s rapid urbanization and its impact on energy needs. He said, “The state is becoming more urbanised and growing rapidly and affecting the per capita,” adding that Lagos will ensure a favorable environment for private sector partners in the waste-to-energy sector.

Ogunleye stressed that the state government has already invested significant funds in the waste-to-energy program and encouraged Siemens to develop a viable business model that fits Lagos’ goals.

In response, the Commercial Director of Siemens Group, Durgen Schumann, expressed readiness to support the initiative. “We understand that waste is a big problem all over the world, and Siemens is ready to share its expertise to improve power generation in Lagos State,” Schumann said.

He explained that Siemens specializes in equipment used for power generation and is committed to helping Lagos achieve cleaner and more sustainable energy solutions.
