FG Directs Universities to Adopt e-CRVS for Birth Registration via NPC Portal

The Federal Government has instructed all university students and staff, both existing and prospective, to update their birth registration by obtaining a verifiable birth certificate through the National Population Commission (NPC).

This directive is part of the newly launched Digital Electronic Civil Registration and Vital Statistics System, known as e-CRVS, aimed at enhancing the national civil registration system.

Following the official launch of the e-CRVS system by President Bola Ahmed Tinubu, the Federal Ministry of Education has started enforcing compliance. In a letter addressed to the National Open University of Nigeria (NOUN), the NPC stated: “Mr President has directed all Ministries, Departments and Agencies (MDAs) to leverage this invaluable resource for enhanced data accuracy and improved service delivery.”

The new system, developed for digital birth registration and vital record management, is now mandatory across all MDAs. Citizens have been advised to visit any NPC office across the country or register online using the VITALREG platform at https://birthreg-selfservice.nationalpopulation.gov.ng/ or https://attestation.nationalpopulation.gov.ng/welcome.

The NPC emphasized that any issues during the registration process should be immediately reported for prompt resolution.

“The Digital e-CRVS is a complete electronic system deployed to digitize all civil registrations such as birth registration, still birth registration, birth attestation, adoption, marriage notification, divorce notification, migration and death, as well as the verification of vital statistics,” the Commission explained.

According to the NPC, the new e-CRVS platform simplifies access for Nigerians and those in the diaspora, prevents double registration, and ensures consistent age declaration. “Its advanced technology guarantees the accuracy of the vital statistics,” it said.

The system is also designed to support foundational data sharing across all relevant government bodies. “More importantly, the e-CRVS system facilitates seamless foundational data sharing among Ministries, Extra-Ministerial Departments and Agencies (MEDAs), thus promoting a more integrated and collaborative approach to national planning and development and citizen service delivery,” the Commission noted.

In support of the federal directive, the Minister of Education, Dr. Tunji Alausa, has issued a circular dated July 23, 2025, to all Vice-Chancellors. Signed by Mrs. O.J. Anigbogu, Director of Educational Planning, Research and Development, the circular instructed universities to fully adopt the e-CRVS system using the NPC’s portal and to contact their technical partner, VITALREG, for additional guidance.
