Ekiti Begins Implementation of Nigeria for Women Programme Scale-Up

The Ekiti State Government has officially commenced the implementation of the Nigeria for Women Programme Scale-Up (NFWP-SU), a World Bank-supported initiative aimed at providing sustainable economic opportunities for women across the state.

Commissioner for Women Affairs and Social Development, Mrs. Olapeju Babafemi, confirmed the launch of the programme, describing it as a vital step in promoting inclusive human capital development under the administration of Governor Abayomi Oyebanji.

“This programme represents a significant step in empowering women economically at the grassroots level. The administration’s investment in the programme is a testament to its commitment to improving women’s livelihood and economic independence. The vision of the Programme is to engender an inclusive and economically vibrant society where women are empowered to thrive,” Babafemi stated.

According to her, the initiative will initially begin operations in three Local Government Areas, Efon, Moba, and Gbonyin/Ayekire, before further expansion.

The programme is expected to strengthen teamwork among women, enhance their savings culture, build social cohesion, and improve the overall quality of life for women and their families.

The Commissioner expressed appreciation to the First Lady, Dr. Olayemi Oyebanji, for her significant contributions to the rollout of the programme across the state.

She also encouraged women to fully participate by forming Women Affinity Groups (WAGs) and complying with the operational guidelines of the initiative.

To lay a solid foundation for the project, the State Project Coordinating Unit (SPCU), led by the State Project Coordinator, Mrs. Toyin Familoni, began initial community engagements and paid courtesy visits to key stakeholders in the Efon Local Government Area. These included traditional rulers, chiefs, the local government chairman, and senior council officials.

Speaking during these interactions, Familoni said, “The visits were part of strategies designed to seek community buy-in and create an enabling environment for effective implementation.”

She also highlighted the beginning of the Participatory Rural Appraisal (PRA) Exercise in Efon as a major step in aligning the project with the specific needs and realities of the communities.

“The PRA activities involve stakeholder mapping, community sensitization, and identification of ward facilitators. These are crucial steps to ensure that the intervention fits the actual requirements of the women in the community and achieves maximum impact,” Familoni explained.

The NFWP-SU is tailored to enhance women’s financial literacy, promote a strong savings culture, and increase access to finance through the structured formation of Women Affinity Groups.

According to Familoni, the programme will not only uplift individual women but also positively affect entire communities by boosting productivity and reducing poverty.

She stated that initial feedback from Efon leaders and other stakeholders has been overwhelmingly positive, with many expressing hope that the programme will bring sustainable development and economic transformation for women in the area.

“Reactions from community leaders and stakeholders in Efon have been very encouraging. There is a strong sense of optimism that the Nigeria for Women Programme will truly bring about long-term benefits for the women involved,” she said.

Familoni further confirmed that the implementation will soon expand to Moba and Ayekire, the other two pilot local government areas selected for the first phase of the programme in Ekiti State.

The Nigeria for Women Programme Scale-Up is a joint initiative by the Federal Ministry of Women Affairs and the Ekiti State Ministry of Women Affairs and Social Development, with financial and technical support from the World Bank. The programme is part of a wider national agenda to reduce poverty and gender inequality through women’s economic empowerment and capacity development.

Official: WAEC, NECO to Begin CBT by Nov 2025, Go Digital by 2026

The Federal Ministry of Education has confirmed that both the West African Examinations Council (WAEC) and the National Examinations Council (NECO) will begin Computer-Based Testing (CBT) for objective papers by November 2025, with full digital migration, including essay components, set for 2026.

This major shift from Paper-Pencil Test (PPT) to digital exams aims to modernize Nigeria’s assessment system and improve integrity in public examinations.

The Honourable Minister of Education, Dr. Maruf Tunji Alausa, CON, made this announcement during an inspection visit to SASCON International School, Abuja, where NECO conducted its first CBT-based Senior Secondary Certificate Examination (SSCE).

The Minister described the pilot as “a remarkable demonstration of possibility, preparedness, and progress,” commending NECO for leading the way in educational reform.

By 2026, all WAEC and NECO exams will be administered at accredited CBT centres across the country. The government is working with both public and private CBT centres to ensure that this initiative is fully implemented nationwide.

According to Dr. Alausa, “It’s not just about technology—it’s about integrity.” He emphasized that the goal is to reduce examination malpractice, restore confidence in the system, create jobs, and boost investment in Nigeria’s education and ICT sectors.

Hon. Oboku Oforji, Chair of the House Committee on Basic Examination Bodies, praised NECO, stating, “NECO is our own, and under Prof. Wushishi’s leadership, it’s making us proud.” The pilot CBT SSCE is being seen as a successful step toward full digital transformation in the education sector.

Lawmakers, including Senator Ekong Samson, have also shown strong legislative support for the transition. NECO Registrar, Prof. Ibrahim Wushishi, expressed readiness to expand the digital model despite challenges with infrastructure in certain areas, and he called on state governments to offer their backing.

This year’s SSCE had 1,367,210 registered candidates. Kano recorded the highest registration numbers, while the smallest centre was hosted in Jeddah, Saudi Arabia. The Ministry urges all stakeholders to support the digital examination reform.

FG Backs HOPE Programme to Boost Human Capital, Inclusive Growth

0

July 22, 2025—The Honourable Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, today participated in the inaugural meeting of the National Steering Committee for the Human Capital Opportunities for Prosperity and Equity (HOPE) programme.

This programme is a World Bank-supported initiative focused on accelerating inclusive economic development through targeted investments in Nigeria’s people.

The meeting was chaired by the Honourable Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu. It brought together key members of the Federal Executive Council as co-chairs, including ministers responsible for Finance, Education, Health, and Women Affairs. These leaders are expected to drive the HOPE programme’s objectives forward.

In his remarks, Mr. Edun described HOPE as “a transformative platform to unlock Nigeria’s economic potential by strengthening health, education, and governance systems nationwide.”

He further emphasized the initiative’s alignment with President Bola Ahmed Tinubu’s economic renewal agenda, which places human capital development at the center of long-term prosperity.

“The President’s vision is clear: prosperity must be inclusive. No one is to be left behind,” he stated.

According to Mr. Edun, five states and the Federal Capital Territory are already part of the initiative. He called on the remaining states to join quickly.

“There is strategic urgency in investing in Nigeria’s youth. Africa is projected to account for 25 percent of the global workforce over the next three decades,” he noted.

He also reaffirmed the Finance Ministry’s strong support for the swift passage of the Boreum Plan before the National Assembly goes on summer recess.

HOPE is a major part of this plan, which provides a financial framework for state-led interventions in education, primary healthcare, and social development that are aligned with international standards.
