FG Backs HOPE Programme to Boost Human Capital, Inclusive Growth

0

July 22, 2025—The Honourable Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, today participated in the inaugural meeting of the National Steering Committee for the Human Capital Opportunities for Prosperity and Equity (HOPE) programme.

This programme is a World Bank-supported initiative focused on accelerating inclusive economic development through targeted investments in Nigeria’s people.

The meeting was chaired by the Honourable Minister of Budget and Economic Planning, Senator Abubakar Atiku Bagudu. It brought together key members of the Federal Executive Council as co-chairs, including ministers responsible for Finance, Education, Health, and Women Affairs. These leaders are expected to drive the HOPE programme’s objectives forward.

In his remarks, Mr. Edun described HOPE as “a transformative platform to unlock Nigeria’s economic potential by strengthening health, education, and governance systems nationwide.”

He further emphasized the initiative’s alignment with President Bola Ahmed Tinubu’s economic renewal agenda, which places human capital development at the center of long-term prosperity.

“The President’s vision is clear: prosperity must be inclusive. No one is to be left behind,” he stated.

According to Mr. Edun, five states and the Federal Capital Territory are already part of the initiative. He called on the remaining states to join quickly.

“There is strategic urgency in investing in Nigeria’s youth. Africa is projected to account for 25 percent of the global workforce over the next three decades,” he noted.

He also reaffirmed the Finance Ministry’s strong support for the swift passage of the Boreum Plan before the National Assembly goes on summer recess.

HOPE is a major part of this plan, which provides a financial framework for state-led interventions in education, primary healthcare, and social development that are aligned with international standards.

FG Launches National Soybean Policy to Boost Production, Food Security

Abuja, July 22, 2025 – The Federal Ministry of Agriculture and Food Security (FMAFS) has launched the National Soybean Production Policy and Strategy, alongside the Nigerian Soybean Partnership, in a major effort to expand soybean production and strengthen Nigeria’s food security.

Speaking at the launch in Abuja, the Honourable Minister of Agriculture and Food Security, Senator Abubakar Kyari, CON, said the initiative aligns with President Bola Ahmed Tinubu GCFR’s Renewed Hope Agenda.

“Nigeria currently produces 1.35 million metric tons of soybean annually, but demand has surged beyond 2.7 million metric tons. This policy is our roadmap to closing that gap and building a competitive, nutrition-driven, and export-ready soybean value chain,” he stated.

The new strategy outlines a plan to cultivate 1 million hectares of soybean and produce 460,000 metric tons of soybean grain over the next two years. Senator Kyari highlighted soybean’s critical role in human nutrition, poultry feed production, and industrial use.

He also noted that Nigeria’s non-GMO soybean gives the country a unique competitive advantage in global markets, which opens the door for export growth and higher income for local farmers.

The Nigerian Soybean Partnership will unite federal and state governments, private investors, farmer cooperatives, and development agencies to support all segments of the soybean value chain.

“This partnership is our opportunity to build an inclusive, resilient, and globally competitive soybean economy,” the Minister said.

He called on State Commissioners of Agriculture to lead the implementation at the subnational level. The event gathered a wide range of stakeholders from government, industry, and development sectors, all committed to transforming Nigeria’s soybean future.

Benue Backs N3.9 Trillion National Soybean Strategy, Targets 400,000 Tons in 3 Years

Benue State Governor, Rev Fr Dr Hyacinth Iormem Alia, has reaffirmed the state’s commitment to national agricultural growth, particularly in soybean farming.

Speaking on Tuesday, July 22, 2025, at the Official Launch of the National Soyabean Production Expansion Policy and Strategy held at the Abuja Continental Hotel, Abuja, Governor Alia emphasized the importance of Benue State in Nigeria’s agricultural transformation.

Governor Alia stated that Benue is an integral part of the National Soybean Expansion Strategy, which aims to generate N3.9 trillion in annual revenue, create one million jobs across 22 states and the Federal Capital Territory, and position Nigeria as a global agricultural powerhouse.

According to him, “Our fields, enriched by nature and sustained by tradition, have made Benue the leading producer of soybeans in Nigeria and Sub-Saharan Africa.”

The Governor noted that Benue plays a major role in the country’s soybean output, cultivating a substantial share of Nigeria’s 780,000 hectares and contributing significantly to the nation’s 758,000 metric tons of annual soybean production. He affirmed that the greatest achievements are still ahead and that the state has set benchmarks for excellence in the sector.

Governor Alia explained that through the Benue Agricultural Development Company and key partnerships, the state is deploying agricultural extension officers, forming mechanization clusters across 15 soybean-producing Local Government Areas, and training farmers in best practices and climate-smart agriculture.

He stated, “We will double our soybean output from 202,000 to at least 400,000 tons in three years; contribute more than 400,000 metric tons to national production annually; generate billions in new revenue and support Nigeria’s N3.9 trillion industry target; empower tens of thousands of households and create a sustainable agricultural legacy.”

The Governor called on the Federal Government, development partners, private investors, and all stakeholders to support the soybean sector, urging a joint effort to turn soybeans into a golden crop for Nigeria.

“Together, we will make Nigeria a global leader in soybean production and ensure lasting prosperity for every community,” he said.

Also addressing the audience, the Honourable Minister of Agriculture and Food Security, Senator Abubakar Kyari, highlighted the economic and nutritional importance of soyabean production in Nigeria’s agricultural value chain.

He urged commissioners for agriculture nationwide to pursue the soybean initiative with vision and determination, encouraging collaboration with farmers, processors, and investors.

The Minister praised Governor Alia for his bold leadership and coordination in driving agricultural development in Benue State. A session was held for goodwill messages from various stakeholders, including Kpenkaan Terhemen Johnpaul, Chairman of the Forum of State Investment Promotion Agencies of Nigeria (FoSIPAN) and Executive Secretary of the Benue Investment Promotion Agency.

Johnpaul emphasized that investment promotion agencies across the country will work with the Federal Government, development partners, and private investors to de-risk agribusiness projects and attract capital to create sustainable value chains.

The event concluded with the presentation of the seven pillars of the Soyabean Production Strategy and the unveiling of the National Soyabean Production Policy and Strategy.
