According to a statement from the UNFPA Secretariat, “The Office of Independent Evaluation operates independently within the Fund to ensure impartiality and objectivity of its evaluations.” The office plays a key role in evaluating policies that have been approved by the UNFPA Executive Board.

NELFUND Resumes Upkeep Disbursements for Students

Abuja, Nigeria — July 11, 2025: The Nigerian Education Loan Fund (NELFUND) has resumed disbursement of upkeep payments to student beneficiaries who have successfully updated their bank account information from digital wallet platforms to commercial bank accounts.

Recall earlier that NELFUND started direct disbursement to students as backlogs were being cleared.

This announcement comes as a relief to thousands of students who experienced delays in receiving their financial support. According to NELFUND, over 3,600 students who were previously registered with digital-only banking services have now received their backlog of upkeep payments after updating their banking details on the NELFUND portal.

“This development marks a significant breakthrough in resolving earlier disbursement delays,” NELFUND stated. “We appreciate the patience and understanding of all affected students during this period. Your resilience and cooperation have made this progress possible.”

For students still waiting for their payments, NELFUND is urging action. Those who are still using digital wallet accounts should raise a support ticket via the official NELFUND portal to request access to update their bank details.

Another option is to report the issue through their institution’s IT office, which will gather and forward the necessary information to NELFUND for processing.

“NELFUND remains committed to ensuring that no eligible student is left behind,” the agency emphasized. “This resolution process is part of our broader effort to enhance the efficiency, transparency, and student-centered delivery of our support services.”

The agency is also encouraging students to use only official communication channels and to help others who might need support during the update process.

Nigeria, EU Partner on €20 Million Cultural and Creative Economy Initiative

Nigeria and the European Union have entered into a €20 million agreement to enhance collaborations in the cultural and creative sectors. This partnership aims to boost Nigeria’s digital creative industries, support local film festivals, and foster museum partnerships.

The announcement was made on Thursday, July 10, 2025, during a courtesy visit by the European Union delegation to the Federal Ministry of Art, Culture, Tourism and the Creative Economy in Abuja.

The delegation was led by the EU Ambassador to Nigeria and ECOWAS, Ambassador Gautier Mignot, and welcomed by the Honourable Minister of Arts, Culture, Tourism and the Creative Economy, Barrister Hannatu Musa Musawa.

“Culture is central to civilization and growth. We must harness our rich cultural heritage to drive economic growth, create jobs, and promote national unity,” said Barrister Musawa during the meeting. She further emphasized the government’s intention to use arts and culture as tools for national development and social harmony.

A key highlight of the meeting was the plan to produce a ‘Unity Song’ featuring major Nigerian artists. This project is designed to promote national unity and address security issues through the power of music, reflecting the creative economy’s potential for social change.

The €20 million initiative will also prioritize strategic international cultural exchanges and support local infrastructure for creative ventures. According to both parties, the funding is expected to make a meaningful impact on Nigeria’s cultural landscape by promoting job creation and fostering innovation in digital content creation and traditional arts.

Barrister Musawa also revealed plans for an upcoming Creative Economy Summit. The summit will bring together industry stakeholders to drive strategic collaboration and investment, while preventing duplication of efforts in the creative sector. It is expected to support innovation, digital transformation, and economic growth in Nigeria’s creative economy.

The Minister stressed the importance of data-driven policy making, noting that “data mapping will be crucial in informing cultural and creative economy interventions.” She explained that targeted, evidence-based strategies are necessary to ensure effective results and sustainable growth in the sector.

Both the Nigerian government and the EU expressed strong commitment to deepening ties through capacity building, digital skills development, and cultural preservation.

The partnership will align with international best practices but remain grounded in Nigeria’s unique cultural identity and economic realities.

NIS Warns Nigerians Ahead of CDCFIB Recruitment Launch

Ahead of the Civil Defence, Correctional, Fire and Immigration Services Board (CDCFIB) recruitment scheduled for July 14, 2025, the Nigeria Immigration Service (NIS) has issued a strong warning to job seekers. Recall that the Federal Government earlier announced recruitment into the four paramilitary agencies under the CDCFIB.

The NIS has cautioned the public against using fake websites, especially niscareer.org.ng, which is not affiliated with any official recruitment process.

In a public notice, the agency stated, “The Nigeria Immigration Service wishes to caution the public against patronizing fake recruitment websites particularly (niscareer.org.ng).”

The CDCFIB had earlier postponed the recruitment but later confirmed that the exercise will officially begin on July 14 through its verified portal: recruitment.cdcfib.gov.ng. The recruitment will run for three weeks.

Interested job applicants are also advised to expect slow access to the official portal due to high web traffic on that day. Thousands of Nigerians are expected to visit the site to submit their applications, which will lead to possible congestion.

Eligible applicants are urged to remain alert and avoid fraudulent links while visiting only the official government job portal.

NITDA DG Unveils Bold Digital Literacy Vision at Lagos CEO Forum

At the BusinessDayNg CEO Forum Nigeria held in Lagos under the theme “From Reforms to Recovery,” Kashifu Inuwa, the Director General of the National Information Technology Development Agency (NITDA), outlined Nigeria’s progress toward a digital economy.

In his presentation titled “Nigeria’s Journey to a Digital Economy,” Inuwa highlighted the key frameworks powering this transformation.

He cited President Bola Ahmed Tinubu’s Renewed Hope Agenda, the Ministry of Communications, Innovation and Digital Economy’s Blueprint, and NITDA’s Strategic Roadmap and Action Plan (SRAP 2.0) as major drivers of policy reforms, digital infrastructure, and tech talent development.

Speaking on the Digital Literacy for All (DL4ALL) Initiative, Inuwa said, “This is a bold national effort to achieve 70% digital literacy by 2027 across Nigeria’s formal and informal sectors, including schools, workplaces, markets, and underserved communities.”

He described digital literacy as the backbone of Nigeria’s digital economy. “The DL4ALL Initiative is designed not just to empower individuals with basic tech skills, but also to unlock opportunities for entrepreneurship, job creation, and socio-economic inclusion,” Inuwa emphasized.

NDE to Launch 2nd Phase of Renewed Hope Employment Initiative for 21,782 Youths

The National Directorate of Employment (NDE) has announced plans to kick off the second phase of the Renewed Hope Employment Initiative (RHEI) by the end of this month. This move is part of President Bola Ahmed Tinubu’s broader efforts to tackle youth unemployment and improve economic empowerment across Nigeria.

Speaking on the upcoming rollout, the Director-General of NDE, H.E. Silas Ali Agara, said, “The programme will target 21,782 beneficiaries, including youth, adults, and people with special needs.”

The initiative aims to boost employment through vocational skills training, small-scale enterprise development, rural employment promotion, and special public works programmes.

The online registration process, powered by an upgraded NDE portal, ensures easy access and proper management of applicants.

According to the NDE, the goal is to provide Nigerians with marketable skills that lead to both self-employment and wage employment. “This programme is designed to match labour market needs and empower citizens,” Agara added.

The RHEI is expected to make a meaningful impact in reducing unemployment and boosting economic development.

Plateau State Partners NASRDA and NOTAP for Tech Innovation

Plateau State’s Commissioner for Science, Technology and Innovation, Dr. Cletus Bako Shurkuk, led a top-level team to Abuja to build strong partnerships with two key federal bodies—the National Space Research and Development Agency (NASRDA) and the National Office for Technology Acquisition and Promotion (NOTAP).

During the visit to NASRDA, talks focused on using satellite technology and geospatial data to improve Plateau State’s efforts in agriculture, education, infrastructure, mining, and land management.

Dr. Shurkuk emphasized the state’s commitment under Governor Caleb Mutfwang’s “The Time is Now” agenda to use digital tools for governance. “We are investing in data-driven solutions as Plateau moves to declare 2025 the Year of Technology,” he said.

NASRDA’s Director-General, Dr. Mathew Olumide Adepoju, praised the initiative, stating, “We are ready to support Plateau’s journey through the digital economy. Our agency is open to setting up a Zonal Office in the state, offering access to satellite data and training for young innovators.”

The Commissioner was accompanied by Engr. Dominic Gwaman Datong, Director-General of Plateau ICT Development Agency (PICTDA), and Mr. Lamba Peter, mni, Permanent Secretary of the Ministry of Science, Technology and Innovation.

The delegation also visited NOTAP, where they were warmly received by Director-General Dr. (Mrs.) Obiageli E. Amadiobi. Discussions centered on empowering local inventors through patent protection, technology transfer, and intellectual property rights.

Dr. Amadiobi applauded the state’s approach, saying, “Plateau’s proactive move is commendable. We are already working to open a Zonal Office in the state.”

She directed her team to begin immediate technical collaboration with Plateau’s Ministry of Science, Technology and Innovation, aiming to support inventors and promote innovation across the state using high-value digital tools and legal protection systems.

NAKATSS BUK Urges Students to Complete Katsina State Scholarship Applications

The National Association of Katsina State Students (NAKATSS), Bayero University Kano (BUK) Chapter, has called on newly admitted and returning students to urgently apply for the Katsina State Scholarship for the 2024/2025 academic session.

The association stated that the Katsina State Scholarship Board will visit BUK next week for the screening and verification of applicants. “This is to inform all newly admitted students that the sale of Katsina State Scholarship Application Form for 2024/2025 Academic Session is about to be closed,” a NAKATSS official confirmed.

Eligible students are required to apply online via the Board’s official website at https://www.ktssb.org.ng. After applying, students must print the completed form and attach mandatory documents, including admission letter, registration receipt or Remita payment slip, SSCE result, primary school leaving certificate, certificate of indigene, and birth certificate.

“These documents are mandatory for the Scholarship Award Interview which will be conducted next week,” the statement added, urging students not to miss the opportunity.

Kaduna Govt Boosts Skills Development with Modern Vocational Institutes

The Kaduna State Government has renewed its commitment to advancing skills acquisition and vocational training across the state. In a major step forward, Governor Sen. Uba Sani held a strategic review meeting yesterday with the Kaduna State Skills Development Council and the Executive Secretary of the National Board for Technical Education (NBTE), Prof. Idris M. Bugaje.

The meeting focused on improving enrollment and recruitment into the newly established Institutes of Vocational Training and Skills Development. These institutes, now fully equipped with state-of-the-art training facilities, are located across the three senatorial districts of the state.

“These institutes will provide practical, industry-relevant training and globally recognised certifications to prepare our youths for employment or self-employment,” Governor Sani stated.

Prof. Bugaje also emphasized the importance of partnerships in vocational education. “We must strengthen collaboration with industries to align training with market needs,” he said.

Gov Eno Urges Akwa Ibom Youths to Embrace Skills, Professional Development

Akwa Ibom State Governor, Pastor Umo Eno, has called on youths across the state to focus on acquiring practical skills and professional development that are essential in today’s job market and critical for solving modern challenges.

Governor Eno made the call at the opening ceremony of the 2025 International Pastors’ Conference held at Insight Bible Church, Uyo. The event, themed “Modelling Christ,” attracted members of the State Executive Council, pastors, and church leaders from within and outside the state.

The Governor described the conference as not just a spiritual gathering but a platform for human capital development, highlighting that there is an urgent need for capable individuals across various sectors.

“The truth is, this is a human capital development programme; and looking at it realistically, the world is in short supply of human capacity,” Eno said. “Whether in ministry, politics, management, and so on, we are really in short supply of capable men.”

Governor Eno stressed that there are existing vacancies in Akwa Ibom State that require specific expertise, and encouraged young people to rise to the challenge. “In our State currently, there are some vacancies to be filled in some specific areas, and our people need to rise up to these needs. We are seriously looking for Special Assistants on Climate Change, Carbon Credit, Blue Economy, and the likes, not some kind of general purpose personnel,” he noted.

The Governor emphasized that the dearth of qualified professionals in critical areas like climate change, carbon management, and the blue economy is affecting government operations and progress. He encouraged the youths to seek knowledge that aligns with the state’s developmental needs.

“There is a dearth of serious capacity in critical areas in the State, and our youths and our people should rise to the occasion by developing themselves in critical skills and professional areas of our present societal needs,” Eno said.

Governor Eno also commended the efforts of Pastor Sylvanus Ukafia, Coordinator of the International Pastors’ Conference, for his consistency in building leadership capacity through the conference since its inception in 1999.

“We thank God for the grace that He has given to Dr. Ukafia and the Insight Bible Church to carry on this Pastors’ Conference since 1999,” Eno stated. “I don’t know of any other church leadership in Akwa Ibom State that has been consistent with pastors’ training and leadership conference like this. So I thank you.”

Speaking further, the Governor urged pastors to prioritize continuous learning and skill development in order to lead their congregations effectively. He noted the essential role of pastors as spiritual and social leaders.

“As Pastors, we need pastoral training because if a pastor is well trained and sound, he would be able to stand the test of time to impact the necessary knowledge and experience on the people,” he said.

“No matter how much a leader, like us, knows, when he comes to a church, he listens to his Pastor. He expects the Pastor to help him in sound counselling, motivation, and superior ideas to function well in his leadership position.”

In his remarks, Pastor Ukafia praised Governor Eno for his unwavering support and commitment to the success of the conference. He described the Governor’s leadership style as exemplary and inspiring.

The five-day conference is designed to provide spiritual renewal, leadership coaching, and strategic insight for church leaders, aligning with national conversations on capacity building, professional growth, and skills acquisition.
