According to a statement by PEBEC, the workshop is designed to bring together Honourable Commissioners of Commerce and Heads of State Investment Promotion Agencies (IPAs) to exchange insights, share practical reform models, and deepen coordination on investment-focused implementation.

The council noted that the initiative will emphasise peer learning as a tool to accelerate reforms at the state level, particularly in improving the ease of doing business and positioning sub-national governments as competitive investment destinations.

“The engagement is focused on moving from strategy to execution, ensuring that states not only design reforms but implement them effectively to attract and retain investments,” the statement read.

The workshop, themed “Strengthening Sub-National Reforms Through Peer Learning and Investment-Driven Collaboration,” will hold from April 28 to April 29, 2026.

It is scheduled to take place at The Wells Carlton Hotel & Apartments, located at 8 Gado Nasko Street, Asokoro, Abuja.

PEBEC further highlighted that the programme will revolve around key pillars including collaboration, reform, knowledge sharing, and growth, with participants expected to leverage shared experiences to drive measurable outcomes in their respective states.

The initiative forms part of ongoing efforts under the SABER programme, supported by the World Bank, to enhance the business environment across Nigeria by strengthening institutional capacity, improving policy implementation, and fostering inter-state learning.
