Adamawa State Governor Ahmadu Umaru Fintiri has announced plans to purchase 10 shares in Dangote Refinery for each of the state’s 52,000 serving and retired civil servants.

Fintiri made the announcement during a stakeholders’ meeting of the All Progressives Congress (APC) at the Banquet Hall of Government House, Yola, on Saturday.

The proposed purchase is intended to support workers and retirees, although the government has yet to publish details on the funding, eligibility verification or distribution process. The announcement does not state when beneficiaries will receive the shares.

The plan comes as Dangote Refinery’s public offer provides an avenue for members of the public to subscribe for shares through its official initial public offering (IPO) channels. However, the public offer is separate from Fintiri’s announcement, and no official instruction has confirmed that workers must register individually on the IPO portal to receive the government-funded shares.

Beneficiaries should therefore wait for guidance from the Adamawa State Government or the relevant civil service authorities on how the proposed allocation will be organised. The state may coordinate beneficiary identification, but that process has not yet been formally detailed.

At the meeting, Fintiri also directed the Director-General of the Poverty Alleviation and Wealth Creation Agency (PAWECA) to begin efforts to empower women through trades and vocational skills.

He urged APC stakeholders to put aside differences and work together ahead of the 2027 general elections. The party’s Adamawa governorship candidate, Alhaji Ahmed Tijjani Galadima, thanked Fintiri for convening the meeting and pledged to sustain his administration’s achievements if elected.

How to apply

No application method has been officially announced for the 10 shares intended for each worker. Serving and retired civil servants should monitor announcements from the Adamawa State Government and their relevant civil service authorities. Do not pay intermediaries or submit personal or banking information through unverified links. The official Dangote Refinery IPO portal is https://ipo.dangote.com/, but subscribing through the public offer is separate from receiving shares under the state’s proposed scheme. Confirm all further instructions through official government channels.
