Rather than operating as a single scheme, LEEP brings multiple employment-focused initiatives under one coordinated platform.

The programme’s vision is to build a skilled and inclusive workforce that powers Nigeria’s economic growth and global competitiveness. Its mission is to help create 2.5 million jobs on an incremental basis through innovative employment pathways, skills training, and entrepreneurship support.

Objectives of LEEP

LEEP focuses on improving access to decent work, bridging skills gaps, and strengthening connections between job seekers and employers. It also supports entrepreneurship and prepares Nigerians to compete for opportunities within local industries and the global job market.

LEEP also aims to make opportunities more accessible while ensuring skills are aligned with market needs.

The programme operates through several core pillars, including the LEEP Job Portal, which connects job seekers with employers; the LEEP Digital Academy, which equips participants with future-ready digital skills; and Centers for Learning Spaces that upgrade training facilities into modern skill hubs.

Other pillars include the Digital Nomads programme, focused on preparing youths for global and remote work; the Vocational and Entrepreneurship Programme (VEP), which supports self-employment and enterprise skills; and LEEP Job Fairs that bring employers and job seekers together across Nigeria.

Who can apply for LEEP?

LEEP is open to Nigerian citizens seeking employment or skills development opportunities.

For the jobs portal, applicants must be at least 18 years old.

The programme prioritizes inclusivity, with dedicated support for youths, women, artisans, informal sector workers, and marginalized or rural communities.

Employers can also register to access a pool of verified talent.

How to apply for the Labour Employment and Empowerment Programme

Applications are completed online via the official portal. Interested applicants should visit and create an account as a job seeker. During registration, users provide personal details, education history, and information about their skills or work experience.

After registration, applicants can log in to update their profile, explore opportunities, and receive notifications related to jobs, training, or programme activities.

There is currently no announced closing date, as LEEP operates in phases.
