Nigeria Customs Replaces Fast Track Scheme with AEO Programme in 2025

0

The Nigeria Customs Service (NCS) has announced its plan to transition from the existing Fast Track Scheme to the globally recognised Authorised Economic Operator (AEO) Programme.

This strategic development is rooted in the World Customs Organisation’s SAFE Framework of Standards and backed by Sections 108 to 111 of the Nigeria Customs Service Act, 2023.

The AEO Programme is designed to offer enhanced benefits to trusted traders who meet strict compliance, financial, and security conditions.

According to the NCS, the new scheme will allow for “pre-arrival clearance, minimal inspection, expedited release, and possible mutual recognition with other customs administrations.” This system is expected to boost cargo security, improve trust across trade channels, and create more predictable and transparent import-export procedures in Nigeria.

The Fast Track Scheme, which has provided simplified customs processes to select operators, will be officially discontinued on 31 December 2025. All companies currently benefiting from the scheme are required to begin their migration to the AEO Compliance Programme.

Applications are to be submitted through the dedicated portal at aeo.nigeriatradehub.gov.ng.

The NCS clearly stated that “only companies approved under the AEO Programme will continue to enjoy trade facilitation privileges previously accorded under the Fast Track scheme.”

To ensure a smooth transition and inform stakeholders, the Nigeria Customs Service will host a Stakeholders Engagement Forum on Wednesday, 06 August 2025.

The event will take place at Bon Hotel, Ikeja, Lagos. The forum aims to sensitise importers, exporters, terminal operators, logistics providers, and licensed customs agents about the goals, benefits, eligibility standards, and application procedures of the AEO Programme. Attendees will also get the chance to engage directly with NCS officers responsible for managing the programme’s rollout.

The NCS is encouraging all qualified traders to adopt the new framework. “All eligible operators should embrace this transition and participate actively in the AEO Programme to sustain their competitive advantage while contributing to a more secure, transparent, and efficient trade environment in Nigeria,” the Service stated.

The agency reaffirmed its commitment to modernising customs procedures, improving Nigeria’s standing in global trade rankings, and building a trade system that benefits both legitimate businesses and the government. By focusing on compliance, secure trade, and technological upgrades, the NCS hopes to establish an efficient cargo clearance process and better protect supply chains.

This announcement was made by Abdullahi Maiwada PhD, mnipr, mniia, Assistant Comptroller of Customs and National Public Relations Officer, on behalf of the Comptroller-General of Customs, on 01 August 2025.

Ekiti Approves 50% Insurance for Farmers Under 2025 Climate-Resilient Initiative

0

The Ekiti State Government has approved the payment of 50 percent counterpart funding to insure farmers across the state against unforeseen risks and climate-related disasters. This comes as a strategic response to the losses suffered by farmers due to adverse weather conditions last year.

According to the State Commissioner for Agriculture and Food Security, Mr Ebenezer Boluwade, the approval will enable Ekiti to participate in “The Africa 10 Million Climate-Resilient Farmers Initiative for 2025 Wet Season Farming,” a major national programme driven by the Presidential Food System Coordinating Unit (PFSCU) under the Office of the Vice President.

Speaking in Ado-Ekiti, Boluwade said, “The Matching Fund is designed to provide succour for the farmers in the face of climate uncertainties, and anticipated shocks as forecasted by the Nigerian Meteorological Agency (NiMet) for 2025 Wet Season.”

He explained that the initiative will shield farmers from extreme weather conditions, supporting the government’s broader strategy on food security.

This intervention is directly linked to the Renewed Hope Agenda of President Bola Ahmed Tinubu, which places agriculture at the center of Nigeria’s economic recovery. The project supports the National Food Security Strategy, aiming to reduce hunger and improve livelihoods across rural communities.

The insurance cover, known as “Area Yield Insurance Cover,” is a structured initiative under a consortium led by Leadway Insurance and PULA Advisors. It offers protection against risks such as flood, drought, excessive heat, windstorms, pests, and plant diseases.

The Commissioner explained that this type of insurance uses a model known as Average Production History (APH), which sets a benchmark yield based on historical records.

“The APH is defined as a benchmark yield stated in the contract and is applied to determine if there are any payouts,” Boluwade noted.

He further emphasized the importance of this support in boosting farmer confidence. “As a leading food-producing state with vast arable land and a committed farming population, Ekiti State is intensifying its support for agricultural development through bold and people-centered interventions that directly benefit farmers and agro-entrepreneurs,” he said.

Boluwade highlighted that this new move aligns with the Biodun Abayomi Oyebanji administration’s shared prosperity agenda.

The administration has also introduced targeted subsidies to lower production costs, enhance food output, and promote mechanized farming across the state.

Calling on local farmers to take full advantage of the initiative, the Commissioner said, “The Ministry of Agriculture and Food Security hereby calls all the hardworking and resilient farmers across the state to take advantage of this window of opportunity by adhering strictly to good agricultural practices and adopt climate smart practices as Government has taken an audacious step to mitigate both known and unforeseen risks in the current farming season.”

PSC Disowns Unapproved Nigeria Police Academy Wudil, Kano Admission

The Police Service Commission (PSC) has officially distanced itself from a recent advertisement promoting admissions into the 12th Regular Course of the Nigeria Police Academy, Wudil, Kano State.

According to the Commission, the advert, which announced an application window from July 28 to September 8, 2025, was released without proper approval and violated the constitutional mandate guiding police recruitment in Nigeria.

In a detailed statement issued on Thursday, 31st July 2025, the Commission described the publication as a “flagrant violation of the required procedure” and an “undisguised attempt to undermine the Commission.”

It emphasized that the PSC holds the sole authority to recruit into the Nigeria Police Force, a mandate clearly affirmed by both the Court of Appeal and the Supreme Court in their respective rulings.

Referencing the Court of Appeal judgment delivered on September 30, 2020, in Police Service Commission v. Inspector-General of Police & 3 others (CA/A/84/2020 pg 80), and the Supreme Court ruling in NPF v. Police Service Commission (SC/CV/773/2020), the Commission reaffirmed its role as the constitutionally recognized body responsible for police recruitment.

“As a law-abiding institution of government, the Police Service Commission will continue to resist and condemn any action by any person, body or authority that is in contravention of the provisions of the Constitution of the Federal Republic of Nigeria,” the statement said.

The Commission also warned that such publications undermine the rule of law and violate citizens’ rights as interpreted by Nigeria’s highest court. It further stressed that no institution, including the Police Service Commission or the Nigeria Police Force, is above the law.

The statement clarified that recruitment and employment processes within the police sector involve multiple key stakeholders, not just the PSC. This collaboration helps prevent negative practices such as cronyism, nepotism, corruption, and other forms of bias in the system.

“The Commission hereby notifies the general public to disregard the said advertisement as it is not aware and necessary stakeholders’ input was not sought or received,” it said.

According to the PSC, these key stakeholders include the Ministry of Police Affairs, the Federal Character Commission, and the Nigeria Police Force, all of whom were reportedly not consulted before the release of the controversial advertisement by the Police Academy.

The Commission expressed serious concerns over what it described as a chaotic and confusing admission process recently introduced by the management of the Police Academy.

It noted that the application procedure seemed deliberately structured to encourage corrupt practices. One of the points of contention is the demand for an application fee of N6,000, despite the fact that such exercises are meant to be free of charge.

The PSC also criticized the Academy’s centralization of the screening process, which requires all applicants to travel to the Kano campus.

According to the Commission, this causes unnecessary stress and economic strain on applicants and their families, increases the risk associated with long-distance travel, and results in accommodation challenges. More troubling, it noted, are consistent complaints from parents about “coordinated practices of corrupt tendencies in the chaotic situation.”

The current leadership of the Police Service Commission stated that it is working in partnership with relevant stakeholders to develop recruitment policies based on global best practices. These include transparency, fairness, equity, and accountability, all aligned with the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration.

The Commission’s statement clearly disclaims any association with the published advert and called it “unlawful” and “unconstitutional.” It further declared the announcement “null and void” and warned the public not to be misled.

“This statement serves as a disclaimer that any unlawful or unconstitutional action occasioned by the advertisement is meant to mislead the public and does not reflect a legitimate exercise of constitutional responsibility. Hence, the Police Service Commission would not be held responsible,” it concluded.

In other news, the 2025 Nigeria Police Force recruitment has been confirmed by the PSC, and has warned against racketeering and fraud.
